April 14, 2015 Board of Commissioners The April meetings for the Clearwater County Board of Commissioners commenced on April 14, 2015 at 9:00 a.m. with Chairman Stenseng presiding and Commissioners Illies, Syverson, Nelson and Newland present. The Board recited the Pledge of Allegiance. Agenda Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to approve the Agenda with additions. Minutes Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, to approve the Minutes for the month of March with corrections Environmental Services Dan Hecht presented the following motions: Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to accept the Proposal for Roadside Spraying dated 3/21/2015 from B & P Weed Control of Bemidji, MN in the amount of $80.00 per mile for a total of $10,312.00 on condition of receipt of adequate proof of liability insurance no later than April 30, 2015. This motion further authorizes the Environmental Services Director to choose an alternate contractor after that date of such proof of insurance is not on file. Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, to authorize the Environmental Services Director to sign and accept the Agreement for Roadside Right-of-Way Spraying by and between Clearwater County and Roy Abraham/Noxious Weed Control at the hourly rate of $105.00 and not to exceed a total amount of $15,000.00. Auditor-Treasurer Al Paulson presented the bills and the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Illies and carried, to authorize the County Auditor to pay the submitted invoices of $155,671.52 from the County Revenue Fund and submitted invoices of $54,821.07 from Nursing Service. Al also discussed doing a market study on employee salaries. He was directed to find out the cost of this. Prime West will be giving a presentation on Health Insurance plans at an Insurance Committee meeting to be held on April 24, 2015 at 10:00 a.m. in the Board Room. All Commissioners are invited to attend. Soil & Water Conservation District Kathy presented a 2014 Financial Statement which has been approved by the State. She informed the Board of AIS trainings for Law Enforcement on April 21 st, for volunteers on May 2 nd and for Inspectors on April 18 th. She plans to go to the inspector training. Fahey Inc. is authorized to conduct the sale as part of their consignment Auction to be held May 16, 2015 in Bagley. Dan also discussed a HEO position that needs to be filled and safety training for the Highway Department and others interested. Open There is a Human Resources meeting being given by MCIT on May 27 th & 28 th that Commissioner Illies plans to attend. There is a video conference given by the Minnesota Department of Health that elected officials are invited to on April 21 st. Al Paulson was present for a discussion on the Emergency Management Director position. Commissioner Syverson discussed the access at Heart Lake. - 2 -

Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, to appoint Deputy Neal Dolan as Clearwater County Emergency Management Director with 10% of his salary provided by the Emergency Management Budget effective May 1, 2015. Lou Tasa from MnDOT was present to give an update on construction projects and funding. Attorney Richard Mollin presented the following motion: Motion by Commissioner Syverson, seconded by Commissioner Newland and carried, to transfer responsibility to the County Attorney s Office for the following Human Resource functions: Grievance/disciplinary actions; Dispute resolution; Hiring compliance; Union Negotiations; Administration of personnel policies; Unemployment litigation. And to reclassify position currently held by Kristi Thompson to Grade 13, Step 8 effective May 1, 2015. Veterans Service Officer Harry Hutchens III presented a quarterly report of his office activities. He also gave a 2014 annual report of CVSO offices throughout the state of Minnesota. Soil & Water Conservation District Kathy Rasch presented the following motion: Motion by Commissioner Newland, seconded by Commissioner Illies and carried, to approve sending $4000.00 from the AIS Prevention Aid to Itasca State Park through their gift account to be used for a minimum of 28 hours/week of AIS Inspector hours in the Park per the 2015 Clearwater County AIS Prevention Plan. She also brought a motion for a multi-media AIS awareness campaign to be acted on at a later date. Commissioner Newland absent at 2:40 p.m. Assessor Cheryl Grover presented the following motion: Motion by Commissioner Illies, seconded by Commissioner Syverson and carried, to hire Courtney Burford as Clearwater County Deputy Assessor at Grade 16 Step 5. Start date to be June 1, 2015. Open By general consent the Board approved Neal Illies to attend a Human Resources meeting given by MCIT on May 27 th & 28 th.
