A Bill to Tax Carbon Emissions BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States government create a national tax on carbon emissions. SECTION. All carbon emission from, electricity and the use of petroleum products will be monitored and a tax of $0.0 imposed per pound of carbon emitted. SECTION. The Environmental Protection Agency and the United States Department of Energy will conduct the necessary research into how to effectively track carbon emissions and then oversee the implementation of this tax. 0 SECTION. The research necessary before this tax can be implemented will begin within a month of the passage of this bill and the tax will go into effect no more than six months after that date. SECTION. Since the 0 s, the use of lethal injections has made injections more clinical and less barbaric, but recent refusals of pharmaceutical companies to provide the necessary drugs have forced some executioners to revert to methods such as firing squads, gas chambers, and electric chairs. Subsequently, the United States has lost the opportunity to study and reform these individuals, and thus the opportunity to avert similar problems in the future. A Bill to Incentivize Citizenship Tests as Requirement for High School Graduation BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. The United States federal government shall extend categorical grants to individual school districts that mandate that every single high school student in that school district take and pass a citizenship test as a requirement for graduation. SECTION. A citizenship test is an exam designed by United States Citizenship and Immigration Services, a part of the Department of Homeland Security. Categorical grants are the main source of federal aid to state and local government, and can be used only for specific purposes and for helping education or categories of state and local spending. SECTION. The United States Department of Education shall oversee the enforcement of this bill by allocating a categorical grant proportional to the number of high school students in the district to each school district that meets the requirements of the grant. A. The test materials will be provided to each state s Department of Education, and administered and graded by the same entity as well. SECTION. A Bill to Make In-state Tuition at Public Higher Education Institutions Affordable BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. The United States federal government shall provide categorical grants to the states in order to make in-state tuition affordable at public higher education institutions in the United States. Public Higher Education Institutions include public state universities and technical schools. The United States Department of Education shall oversee the enforcement of this bill by allocating funds to the each of the state s Department of Education based on current year higher education student population in each state. The constraints to the use of the categorical grant money are that: ) Each state s Department of Education should first allocate enough money to make tuition at community and technical colleges within the state free for instate residents. ) Each state s Department of Education should then use the remaining money to subsidize the tuition of all other in-state students studying at public universities within the state. Funding for this bill will come from a % income tax increase to the top % of income earners, plus cutting the $ billion dollars that go annually to maintaining unused or vacant federal properties.
