Sieglock/Gutierrez/5 B-02-793 PUBLIC COMMENT Larry Gilbert, Human Resources Manager for Longs Drug Stores, addressed the Board regarding the service level of the San Joaquin County WorkNet Program. Chairman Mow suggested that the County Administrator, County Counsel, EEDD Director John Solis and Mr. Gilbert meet to discuss his concerns. Supervisor Sieglock suggested that Mr. Gilbert meet with the Workforce Investment Board. Georgianna Reichelt shared information she obtained regarding, sealing, expunging and dismissing records. ToCan Nguyen addressed the Board on various matters. BOARD OF SUPERVISORS QUESTIONS AND COMMENTS Supervisor Gutierrez requested Chairman Mow and staff to agendize within the next two weeks for discussion the Director of the Office of Revenue and Recovery. He indicated this request is a result of employees of that department contacting the Board in various forms of communication regarding issues that have transpired that may warrant a report to the Board and he referred to County Counsel to determine the appropriate session. Chairman Mow made reference to an article that appeared in the June 23, 2002 issue of the Stockton Record on the Office of Substance Abuse. in place so that misinformation is not disseminated to the public. Chairman Mow said that he had preliminary discussions regarding this matter with the County Administrator. The County Administrator stated that his office is preparing a communication to all department heads in order to work with them to come up with a policy that would not impede on free speech, but would assure that the directions and policies set forth by the Board are disseminated accurately. Supervisor Gutierrez expressed that he personally does not react to what is written in the newspapers, explaining that there are a variety of newspapers in the community where people write letters of all topics that the Board may or may not even read. He stated that the newspapers can write anything they want, as long as it is not damaging to anybody. Supervisor Gutierrez further stated that the newspapers are an organization/business, and they have to be accountable of what is printed. He cautioned any movement that would violate any constitutional rights of freedom of press and freedom of speech. Supervisor Marenco stated that he doesn t mind anyone saying anything whether it is true or false. He added that is part of the job. County Counsel advised the Board that any further dialogue on this matter should wait until the County Administrator brings it back to the Board for discussion as a policy matter.
