Scope and Content The materials in FOIA are a selective, not necessarily all inclusive, body of documents 1

responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA contains materials related to President George Bush's trip to Poland and Hungary en route to the Paris Economic Summit in July 1989 and The Netherlands immediately thereafter. (President Bush was the first incumbent President ever to visit The Netherlands.) Poland and Hungary were in the midst of dramatic change as the initial countries to begin the transition away from the Soviet sphere of influence and communism toward pluralistic democracies. The President's visit was intended to demonstrate continued U.S. support for those nations as well as Eastern Europe as a whole through improved diplomatic relations and economic assistance and exchange programs. In addition to several ceremonial events, President Bush participated in meetings with several Polish, Hungarian, and Dutch leaders, including Solidarity leader Lech Walesa. (Many of the records in this request have been closed due to national security restrictions. These records will be added to the request if and when they are released.) The WHORM Subject File categories contain head of state correspondence between the President and the leaders of Hungary and Poland, press releases related to the trip, correspondence from citizens and business organizations recommending certain policies by the U.S., and White House Gift Unit records related to gifts received by the President and First Lady during their travel. The Staff and Office Files contain thank-you letters from First Lady Barbara Bush to those who participated in and/ or coordinated the various activities in which participated during the trip; U.S. press corps schedules and logistics information; menus/ invitations to state dinners; the President's and Mrs. Bush's travel and events schedules; public remarks and speeches given by the President during the trip; background materials for press conferences; fact sheets and study papers regarding diplomatic and economic initiatives for Eastern Europe; Trip Books containing background papers and biographical information on foreign leaders; and correspondence between the President and the various heads of state. System of Arrangement Records that are responsive to this FOIA request were found in three collection areas Bush Presidential Records: WHORM Subject Files, Bush Presidential Records: Staff and Office Files, and Bush Vice Presidential Records: Staff and Office Files. As policy, WHORM Subject files are processed at the document level, whereas, Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File compiled by the White House Office of Records Management is comprised of a series of documents assigned a letter/number combination and filed in a subject category. A complete listing of the subject categories including a detailed description of each category is available in our research room and on our website at http://bushlibrary.tamu.edu/research/find/whorm/whorm.html.
