Certificate of Recognition for Newly Elected Hoopa Tribal Chair Danielle Vigil-Masten (Supervisor Ryan Sundberg) RECOMMENDATION: That the Board of Supervisors ratify authorization for the Chair to sign the Certificate of Recognition. 2. Informational Report on the Reappointment of David Heise to the Human Rights Commission (Supervisor Ryan Sundberg). RECOMMENDATION: That the Board of Supervisors receive and file the report.
Clerk of the Board 3. Approval of the Board Orders for the meeting of June 25, 2013. RECOMMENDATION: That the Board of Supervisors approve the Board Orders from June 25, 2013. Authorize the Clerk of the Board and the Board Chair to sign the Minute Book in accordance with California Government Code Section 25103. County Administrative Office 4. Target Employment Area designation. RECOMMENDATION: That the Board of Supervisors receive the staff report describing the Target Employment Area (TEA) that can be designated under the Eureka-Humboldt County Enterprise Zone; and adopt the Resolution identifying the census tracts comprising a TEA for the Eureka-Humboldt County Enterprise Zone. 5. Humboldt County Website Upgrade and Redesign. RECOMMENDATION: That the Board of Supervisors approve the selection of CivicPlus as the vendor to complete the County website project contingent upon the negotiation of a professional services agreement therewith; authorize the County Administrative Officer to negotiate a professional services agreement for an amount not to exceed $55,257 (plus annual maintenance costs) with CivicPlus to perform website development, implementation and ongoing annual maintenance and support services; authorize the County Administrative officer to execute the professional services agreement with CivicPlus after review and approval by County Counsel and Risk Management; and authorize the County Administrative Officer to execute future amendments to the professional services agreement with CivicPlus. Public Works 6. Petition to Form Annexation No.1 to Permanent Road Division (PRD) 1000, Zone No. 007, Central Estates Phase 2B Subdivision, Mckinleyville. RECOMMENDATION: That the Board of Supervisors receive and file the petition, affidavit of valuation, and engineer's report for Annexation No.1 to Permanent Road Division 1000, Zone No. 007 for Central Estates Phase 2B subdivision; adopt the Resolution of Intent to establish Annexation No.1 to Permanent Road Division 1000, Zone No. 007 and to Impose Parcel Charges for road maintenance; set a time and date of 1:30 PM or soon thereafter on 8/20/2013 to hold a public hearing to receive testimony of protest regarding the formation and setting of an assessment for road maintenance for Annexation No.1 to Permanent Road Division 1000, Zone No. 007; direct the Clerk of the Board to publish the petition, notice of formation (annexation), and notice of assessment as per Streets and Highways Code 1164 and 1196; the Department of Public Works to mail the notice of assessment and ballot to all landowners within the proposed
annexation area as per Government Code 53753; direct the Department of Public Works to post the petition, notice of formation (annexation) and notice of assessment as per Streets and Highways Code 1195; and approve the attached supplemental budget (4/5ths vote required) to provide associated funding for PRD 1000, Zone No. 007. 7. Pacific Watershed Associates, Inc. Agreement with Humboldt County Department of Public Works for Work on the Yeager Creek Public/Private Upslope Sediment Reduction Project California Department of Fish and Wildlife Agreement No. P1110516. RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to execute the Agreement with Pacific Watershed Associates, Inc, Associated with Yeager Creek Public/Private Upslope Sediment Reduction Grant California Deparment of Fish and Wildlife Agreement No. P1110516; authorize the Director of Public Works to execute the Maintenance Agrement for Showers Pass Road (County Road No. 6G010) with Pacific Watershed Associates, Inc. and approve the use of County Forces to perform force account work, as allowed under public Contract Code Section 22031, for this project. Sheriff 8. Daily Agreement for Sheriff Work Alternative Program (Swap) Services. RECOMMENDATION: That the Board of Supervisors authorize the Sheriff to utilize a standardized daily agreement for SWAP services. 9. Agreement Number 2013-22 between the Humboldt County Sheriff's Office and the Drug Enforcement Administration of the United States Department of Justice. RECOMMENDATION: That the Board of Supervisors approve Agreement No. 2013-22 between the Humboldt County Sheriff's Office and the Drug Enforcement Administration (DEA) of the United States Department of Justice; authorize the Board Chair to sign the request for advance of Reimbursement, Certification Regarding Lobbying; Debarment, Suspension and Other Responsibility Matters and Drug Free Workplace Requirement, Assurances; authorize the Sheriff to sign agreement No. 2012-20; and instruct the Clerk of the Board to return the signed original documents to the Sheriff's Office (Attn.
