RECOMMENDATIONS: With vacancy having been posted, consider recommendation from RCD to appoint Jocelyn Anderson for a four year term from November 23, 2018- November 24, 2022. HISTORY AND BACKGROUND: California Public Resources Code Section 9001-9003 created the legal subdivisions that are resource conservation districts, with Glenn County Resolution 97-82 converting the County Resource Conservation District from an Elected to an appointed body. There are seven appointees to this district who serve four year terms beginning the last Friday in November of the term year. All appointees are required to swear an Oath of Office and must be registered voters who reside in the district. FISCAL/PERSONNEL IMPACTS): None. ANALYSIS/DISCUSSION Members are appointed by the Board of Supervisors and, when terms expire, the Board appoints a new member or reappoints existing members. Notice of Scheduled Vacancy has been posted. Ms. Anderson has indicated an interest in serving for the Glenn County Resource Conservation District. Why do you want to be a member of this County Commission/Committee/Board or Special District? As a farmer, the Resource Conservation District is an important part of my family farm. I am passionate about being involved in the future of agriculture in Glenn County. The Resource Conservation District is directly involved with many agricultural operations and plans for the future of Glenn County. The irrigated lands program, soil health research, water quality work, wildfire prevention and farmer and community education are all key components to Glenn County's success in agriculture. I look forward to having the opportunity to provide input and help make decisions for the Glenn County Resource Conservation District. Briefly, what do you believe are the most important issues facing the Glenn County Community at this time, and how do you believe this County Commission/Committee/Board or Special District can play a role in addressing each issue? The irrigated lands program has been an expansive part of Glenn County Resource Conservation District, as well as a huge change for farmers and ranchers. With the implementation of the program, RCD still has to spend many hours tracking down farmers and ranchers who are late on submitting their nitrogen management plans. As a member of the Resource Conservation District Board, I hope to work on ways to support the RCD Staff in their efforts of outreach and education to farmers and ranchers about the irrigated lands program. Agriculture will continue to evolve as the state creates new rules and regulations for farmers and ranchers to follow. I look forward to helping the Resource Conservation District prepare for the future of agriculture in Glenn County. Statement of Qualifications Throughout my life, I have always enjoyed leadership. I am a dedicated individual and hold myself accountable for tasks I take on and the jobs I am given. I am a team player, work well with others, and have strong communication skills with those around me. I am passionate about agriculture, and love working on our family farm every day. I am able to set goals, make decisions, strategize, and have strong problem solving capabilities. All of these qualities drive me each and every day, whether it is on the farm, or as a director on a board. In addition, I have experience as a Glenn County Farm Bureau Director, Young Farmers and Ranchers State Committee Member, and am currently going through the California Leadership Farm Bureau Program. I am certified in Nitrogen Management, Food Safety, and as a Private Applicator. I also still hold a valid California Teaching Credential and Masters Degree in Education.
