August 9, 2016 Board of Commissioners The August meetings for the Clearwater County Board of Commissioners commenced on August 9, 2016 at 9:00 a.m. with Chairman Illies presiding and Commissioners Nelson, Stenseng, Syverson and Newland present. The Board recited the Pledge of Allegiance. Agenda Motion by Commissioner Nelson, seconded by Commissioner Stenseng and carried, to approve the Agenda. Minutes Motion by Commissioner Stenseng, seconded by Commissioner Newland and carried, to approve the Minutes for the month of July with corrections. Emergency Meeting Minutes Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, to approve the Emergency Meeting Minutes for July 22, 2016. Environmental Services Dan Hecht presented the following motion: Motion by Commissioner Nelson, seconded by Commissioner Syverson and carried, to pay the balance total of 18.75 comp time hours to Environmental Services Technician Mike Stenseng. Ayes: Syverson, Newland, Illies & Nelson Abstain: Stenseng Dan also discussed tonnage of waste delivered to Fosston Incinerator has been increasing. The landfill has been open extra hours for people to drop off debris from storm damage. Sheriff Clarence LaCroix, Jail Administrator, presented the following motions: Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, the Clearwater County Board of Commissioners hereby authorizes the Clearwater County Sheriff to accept and sign the 2016 Emergency Management Performance Grants (EMPG): A-EMPG-2016-CLRWTRCO-016 in the amount of $15,547.00 and A-EMPG- 2015-CLRWTRCO-108 in the amount of $3,500.00. Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, the Clearwater County Board of Commissioners hereby amend the 2016 Emergency Management budget to $38,094.00, with half the funds coming from the 2016 EMPG grants. Engineer Dan Sauvé presented the bills, financial statement and the following motions: Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to approve payment of the Clearwater County Highway Department bills as presented. Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, to award the quote to mill and overlay the bridge deck on Bridge 7249 located on CSAH 7 over the Lost River to Bemidji Bituminous of Wilton, MN in the estimated amount of $26,635.00. Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, to approve the Resolution to Establish Mowing Policy, on file. - 1 -
Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, the Clearwater County Board approves of the intent of the Five Year Road and Bridge Plan 2017-2021. The County Engineer is authorized to proceed with engineering work, obtain necessary permits, and right-of-way associated with these projects. By general consent, the Board waived the 3-day notice for the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Syverson and carried, to authorize the Highway Department to upgrade the TRBONET radio server software in the amount of $4,208.75 from Roger s Two Way Radio from Bemidji, MN. Dan Sauvé also gave a summary of the Highway Department s annual report for 2015. He also discussed road signs. Veterans Service Harry Hutchens presented the following motions: Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to approve the Resolution to enter into a grant contract with the Minnesota Department of Veterans Affairs, on file. Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, the County Veterans Service Office will renew the annual subscription to Ancestry.com, Library Edition, for the period September 1, 2016 to August 31, 2017, at the annual, discounted rate of $2,120.00. This product has been approved as an expenditure within the FY2017 Minnesota Department of Veterans Affairs CVSO Operational Enhancement Grant contract guidelines. Ayes: Syverson, Nelson and Stenseng Nays: Newland and Illies Auditor-Treasurer Al Paulson presented the bills and the following motions: Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to authorize the County Auditor to pay the submitted invoices of $230,309.52 for the County Revenue Fund and $18,537.32 for the Nursing Service Fund. Motion by Commissioner Nelson, seconded by Commissioner Stenseng and carried, to approve to advertise and interview for the Assistant County Attorney position. Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, to approve the contract between Clearwater County and the Clearwater County Highway Department and International Union of Operating Engineers, Local No. 49, AFL-CIO effective January 1, 2016 through December 31, 2018, and authorize the Board Chairman to sign the contract. Salary schedule increases are as follows: 2% for 2016, 2% for 2017 and 2% for 2018. Attorney Karen Gebhardt, Legal Secretary, presented the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Syverson and carried, to approve $440.00 as a match budget to the FY17 Crime Victim Services Prosecutorial grant which has been granted for $67,941.00. Open Al Paulson and Malotte Backer were present to discuss the process of filling the Human Services director position before she retires. Commissioner Illies discussed a pipeline tax meeting that he attended in Erskine, MN. - 2 -

August 16, 2016 Reconvene The meeting reconvened at 1:00 p.m. on August 16, 2016 with Chairman Illies presiding and all Commissioners present. Agenda Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, to approve the Agenda with changes. Nursing Service Marissa Hetland presented the following motion: Motion by Commissioner Syverson, seconded by Commissioner Nelson and carried, to change Julie Flathers title to SHIP coordinator (previously titled CTG Coordinator) due to grant funding changes. Marissa also gave an update on one deficiency found at a home health care visit. Corrective action was taken. Auditor-Treasurer Niki Broten presented the bills, month end financials and the following motion: Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to authorize the County Auditor to pay the submitted invoices of $62,642.30 for the County Revenue Fund and $24,119.14 for the Nursing Service Fund. Engineer Dan Sauvé presented the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Newland and carried, to approve the Resolution for Agency Agreement for Township Sign Program, on file. Dan discussed some dams that the US Fish and Wildlife Service is considering building. This would affect some road right-of-ways. The Board directed him to contact the US Fish and Wildlife Service about these concerns. Soil & Water Conservation District Nathan Nordlund and Tim Terrell from the Mississippi Headwaters Board gave an update on the AIS campaign program. Mississippi Headwaters Board is requesting $15,000 from all 8 counties included in this program. The Board will discuss this during their budget meetings. Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to approve adding back lost vacation leave over 192 hours dating back to July 1, 2016 for Kim Christenson. This would amount to 7.4 hours. Bruce also discussed two sites near Long Lost Lake that have historic significance for the County s early logging and lumbering industry. The Long Lost Lake Area Association is interested in developing those sites for viewing including a sign and small parking area at each site. Sheriff Darin Halverson and Neil Dolan presented the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, the Clearwater County Board of Commissioners hereby authorize the Clearwater County Sheriff to purchase and install an 800mhz to VHF radio patching system, cost not to exceed $7,000. Money used for this project will come out of the Emergency Management budget. Attorney Richard Mollin presented the following motion: Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, to approve the hire of David Hanson as the Assistant Clearwater County Attorney at Range 24, Step 2, for a yearly salary of $61,006.40. Assessor Jamie Freeman discussed issues with the Vangaard conversion. She presented the following motion: Motion by Commissioner Nelson, seconded by Commissioner Syverson and carried, to hire a temporary Part-Time employee at Step 1 of Grade 9 for a temporary position. To work a 12 month time period at approximately 20 hours per week, and no more than 1040 total hours. If necessary, use the Always There Staffing, Inc. Ayes: Nelson, Stenseng, Illies & Syverson Nays: Newland U.S. Fish and Wildlife Service Lynn Sebek and Neil Powers were present to obtain approval for 3 wetland easements. Commissioner Stenseng gave a presentation about his concerns with one of the easements. The following motions were made: Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, to approve the wetland easements for Daryl Nelson and Scott Gesell, on file. Ayes: Stenseng, Nelson, Syverson and Illies Nays: Newland Motion by Commissioner Nelson, seconded by Commissioner Illies and Failed, to approve the wetland easement for Terry Crosby, on file. Ayes: Illies Nays: Nelson, Stenseng, Syverson and Newland Lynn Sebek stated that the Board will be notified of the Land exchange meeting which is where these easements get approved by the State.
