Commissioner Gay asked if we had language that applies to special events. The Attorney stated that we already have language that addresses special events. The Attorney advised the Commission not to grandfather any applications on file. Commissioner Gay stated that he could not support the distance reduction with the church. The Attorney stated the exemption was an amendment to the ordinance. Mayor McMillan also agreed with Commissioner Gay as to the distance with the church. Commissioner Dowdell amended his motion to change the distance from churches to 100 feet. Commissioner Sapp seconded the motion. Upon roll call by the Clerk the ayes were Commissioners Sapp and Dowdell. Nays were Commissioners Gay and McMillan. The motion did not pass. Other Items Requested to Be Agendaed by Commission Member(s) the City Manager and Other City Officials Comments City Manager The City Manager informed the Commission that he spoke with the Florida Department of Transportation (FDOT) regarding the time line for the Madison Street transfer. The Manager stated FDOT has received the documents and the process has begun but no one could give him a time line. The City Manager announced that the Quincy Police Department will be receiving an award. Chief Sapp stated that he will be traveling to Miami to receive the award and the purpose of the award is to provide a mechanism for the Florida Police Chiefs Association to recognize agencies for developing and implementing an innovative approach to Policing. This award has been named in honor of Rocky Pomerance, who has been recognized as exemplifying the image of an innovative and visionary leader, who furthered the mission of the Florida Police Chiefs Association and the law enforcement profession within Florida. A practitioner and visionary, Chief Rocky Pomerance was the Chief of Police of Miami Beach, Florida from the early 1950 s through 1977. Chief Pomerance also served as the President of the International Association of Chiefs of Police from October 1973 through October 1974. The award will be given July 11, 2017 in Miami. City Manager Mike Wade reminded everyone that the Red-Eye Velo Bicycle Race will be held Saturday, May 27, 2017. City Manager Mike Wade reminded the Commission of the renaming of the Virginia Street Park to the Curtis Green Park on Friday, May 26, 2017 at 6:00 pm. Commissioner Dowdell stated he would take care of the food. City Clerk None City Attorney None Commission Members Commissioner Dowdell thanked everyone for what they are doing. He stated they are doing a good job and everyone needs to keep doing what they are doing. 4
Commissioner Gay congratulated Chief Sapp and the Police Department for receiving their award. Commissioner Gay stated it is good that we recognized Curtis Green by renaming the park. Commissioner Gay stated that we have a lot of pending things in the budget and we probably need to set aside some time in June and July for some of the items that need to be prioritized. Commissioner Gay stated that several bags of yard trash were left in District IV. He also stated that Jetty and North Shadow Streets need some attention. He added that there is a trash pile in Western Cemetery that needs to be picked up. Commissioner Sapp asked if we could give the Police Department a standing ovation for receiving their award. Commissioner Sapp stated that it is nice to give someone their flowers while they are alive; speaking of Curtis Green. Commissioner Sapp stated that there is a leaning pine tree on 11 th Street that needs to be looked at. Commissioner Sapp stated the pavement is washed out on 12 th Street between Brumby and Laura. Commissioner Sapp stated that there is also an ancient oak tree on 11 th Street with limbs on the line. Commissioner Sapp stated that speed bumps need to be installed on Clay Street. Commissioner Sapp requested a road closure on Clay Street in August for the 100 th Anniversary of Antioch MB Church. Commissioner Sapp also requested a proclamation for the Church as well. Commissioner Sapp reminded Chief Sapp that the Daniels may or may not be planning the party for June. Commissioner Sapp stated she will have a community meeting June 6, 2017 at 6:00 pm. Commissioner Dowdell stated that Project Help is a program that Waste-Pro offers to seniors or citizens that can t bring their trash can to the curb. He stated that he would get the forms to Customer Service. Commissioner Gay stated that we have been experiencing brown-outs (when electricity goes out). He asked why does this happen. The City Manager replied it is a normal operation of the electric distribution system. City Manager Wade stated that the electric power goes off if an animal, a tree limb or some other foreign object creates an electrical fault or short circuits the electric wires. He stated the breaker goes off as a protection 5
measure if something gets on the wires; the breaker is a protective device. All electric utility systems have some form of breakers to protect the infrastructure. Comments from the Audience Frieda Bass-Prieto of 329 East King Street came before the Commission with the following concerns: she thanked the Police Department for the apprehension of the burglary suspects; the utility report states that Gretna is behind on their utility bill with the City and we should not treat them any different than any other customer. She stated we need to reevaluate their contract. She thanked the Police Department for looking out for the residents on King Street. Mayor McMillan stated that there is still speeding on North Shelfer Street. Mayor McMillan thanked everyone for coming out to the Community Meeting on last night. He stated the meeting was a success and well attended. He thanked the Police Department for an outstanding meeting and performance. Mayor McMillan thanked Joe Munroe for the benches downtown and stated that Mr. Munroe has a lot of influence. Mayor McMillan stated that we need to have a workshop on the budgeting process regarding all of our capital items and to prioritize items in the budget. He stated we are getting our audit. Mayor McMillan stated that the right of way trimming and power line trimming goes along with the brown-out; we need to trim the right of ways. Mayor McMillan stated that he loves the fact that we hire youth for the summer but there is very few places for a young person to be employed anymore. He stated his problem is that yes the young people get a paycheck but do they really learn anything while they are here or does the City get any production out of them being here. Mayor McMillan added that one thing he wants to see is able bodies; they need to be at work not just sitting in an office. He stated this could be any incentive if they do some type of physical labor; this would probably make them want to earn a degree. Commissioner Dowdell asked if the students have been notified of the employment with the City. Ms. Evans stated no. 6

PROCLAMATION World Elder Abuse Awareness Day June 15, 2017 WHEREAS, World Elder Abuse Awareness Day started in 2006 to mark the adoption of the United Nations International Plan of Action on Aging. The plan recognizes the significance of elder abuse as a public health and human rights issue; and WHEREAS, Elder Abuse is most often defined as any act that harms a senior or jeopardizes his or her health or welfare; and WHEREAS, In May 2015 the White House Conference on Aging issued an Elder Abuse Policy Brief which found elder abuse is a serious public health problem affecting millions of older Americans each year, with some studies suggesting that as few as one in 23 cases is reported to authorities; and WHEREAS, elder abuse, neglect, and exploitation are very serious issues that cause widespread justice and social problems and its victims tend to be older and, very frail adults who are often dependent on their abusers for basic life sustaining care; and WHEREAS, Gadsden Senior Services, Inc., through partnerships with the Area Agency on Aging for North Florida, Florida Department of Elder Affairs and Florida Department of Children and Families will be celebrating World Elder Abuse Awareness Day on June 16, 2017 in Gadsden County; and WHEREAS, elder abuse is also a serious health issue and according to research, victims of elder abuse, neglect, and exploitation have three times the risk of dying prematurely; and WHEREAS, the welfare of seniors is in the best interest of all citizens and further adds to the wellbeing of our communities as a whole; and WHEREAS, we encourage all residents of the City of Quincy and Gadsden County to resolve within themselves to provide our elderly residents with the tools and support they need to live out their golden years in peace and security; and NOW THEREFORE, I Daniel McMillan, Mayor of the Quincy City Commission and of the City of Quincy, Florida do hereby proclaim June 15, 2017 as World Elder Abuse Awareness Day and we call upon all residents to observe this day by learning the signs of elder abuse, neglect, and exploitation, and by raising awareness about this important public health issue. Piawah, Director, Building and Planning Ordinance 1090-2017 on First Reading; for Voluntary Annexation of Certain Properties on the Eastern Part of the City Statement of Issue: This is a request for voluntary annexation of two parcels on the eastern jurisdictional boundary of the City. Per Section 171.044, Florida Statutes (FS), the owner of real property in an unincorporated area of a county which is contiguous to a municipality and reasonably compact may petition the governing body of said municipality that said property be annexed to the municipality. The proposed annexation area is compact and contiguous to the City s eastern boundary on Jefferson Street. These are prime commercial and urban properties that will provide for the commercial expansion of the City on the east and enhance the City s tax base. The City s staff is recommending that the City Commission approve the request to annex these properties. Attached is the annexation ordinance for First Reading. Voluntary Annexation Requirement: The proposed annexation meets the requirements of Section 171.044, FS because: 1) the subject area is contiguous to the City s boundary, 2) is compact, and 3) the annexation shall not result in the creation of an enclave. Property Description: The proposed annexation area involves the following two parcels: 1. Parcel No.1: This parcel consist of a triangular piece of land, about 10.55 acres, on the eastern part of the City on Jefferson Street. The property is sandwiched between the City s jurisdiction on the north and south, and the Quincy Bypass on Page 1 of 7
the east. It is currently vacant, does not contain wetlands or floodplains and has great potential for commercial development. 2. Parcel No.2: This parcel consists of 3.41 acres located at the corner of Selman Road, Quincy Bypass and US 90 on the eastern part of the City. The site is currently vacant, does not contain wetlands or floodplain and has the potential for commercial development. Why is the Annexation Necessary? Cities grow through annexation in order to stay abreast of the demand for land to support the economic and population growth of the City. The proposed annexation area will expand the City s boundary further to the east and above all, will give the City a greater opportunity for economic growth on the eastern part of the City. Cost Benefit Analysis: Cost: Currently, the proposed annexation will not cost the City anything. The site is currently vacant (in agricultural use - timber growing). The future cost to the City is that it will provide an additional area for police patrol which will not be any different from the police patrols taking place in that area of the City at the moment. Benefit: The annexation will contribute to the City s financial base for a variety of reasons: 1) the annexation will increase the overall land area under the City s jurisdiction used for State revenue sharing calculation; and 2) these two parcels are strategically located on the City s major commercial corridor (US 90) and have great potentials for commercial uses. The development of these sites for commercial use will undoubtedly enhance the City s tax and employment base that will benefit the citizens of Quincy. Conclusion: The City s staff believes that the proposed annexation is in the best interest of Quincy and is needed to support the growth of the City. In view of that, the City s staff is asking the City Commission to approve this voluntary annexation request. Pursuant to general law, the property hereby annexed was subject to Gadsden County land development, land use plan, zoning and subdivision regulations which still remain in full force and effect until rezoned by the City of Quincy to comply with the comprehensive plan. SECTION 5. COMPLIANCE WITH LAW. The property shall be subject to all of the laws, ordinances and regulations in effect in the City of Quincy upon the effective date of this Ordinance. SECTION 6. FILING. Upon passage, the City Clerk is directed to file a certified copy of this ordinance with the Clerk of Circuit Court of Gadsden County, the Chief Administrative Officer of Gadsden County and with the Florida Department of State, within 7 days after adoption of this ordinance, as directed by general law. SECTION 7. EFFECTIVE DATE. This ordinance shall become effective upon its adoption by the City of Quincy City Commission and signature of the Mayor. Date of Meeting: June 13, 2017 Date Submitted: June 9, 2017 CITY OF QUINCY CITY COMMISSION AGENDA REQUEST To: From: Subject: Honorable Mayor and Members of the City Commission Mike Wade, City Manager Greg Taylor, Director, Parks and Recreation Renaming of the Shaw Quarter Park to Alphonso Figgers Park at Shaw Quarters Issue: Quincy Parks and Recreation Department is requesting approval for the renaming of Shaw Quarters Park to Alphonso Figgers Park at Shaw Quarters Background: Minister Alphonso Figgers, a long time citizen of Quincy, Florida passed away on April 26, 2017. For most of the years that he was alive he resided in Shaw s Addition Subdivision, a subdivision of the City of Quincy, platted in 1907 and also known as the Shaw Quarter s Community. In that community, he organized and was the president of several community enhancement groups such as: 1. Neighborhood Crime Watch Committee 2. Family Thanksgiving basket giveaway 3. Seniors Citizens Banquet to honor the seniors in the community 4. Shaw Quarter Day He also spearheaded community cleanup efforts, street repairs, home repairs, and last but not least, the restoration of the Shaw Quarter Park. His efforts helped to make sure that the park had a complete makeover. This makeover included: 1. New basketball backboards and goals 2. New fencing around the entire park 3. New water fountain for the park 4. A completed painted basketball court Page 1 of 2
5. Pressure washed playground equipment 6. A pressure washed and painted pavilion 7. Painted seating areas Mr. Figgers often would physically assist the City of Quincy employees in keeping the park cleaned of trash and debris and he took on the responsibility for opening and closing the park gates every morning and every evening. We think it would be befitting to honor this great man for his efforts while he was here on earth by renaming the Shaw Quarters Park, The Alphonso Figgers Park at Shaw Quarters.
