RESOLUTION NO. 17-127 A RESOLUTION REQUESTING PERMISSION FOR THE DEDICATION BY RIDER FOR THE GREEN TEAM DONATIONS REQUIRED BY N.J.S.A. 40A:5-29 WHEREAS, permission is required of the Director of the Division of Local Government Services for approval as a dedication by rider of revenues received by a municipality when the revenue is not subject to reasonably accurate estimates in advance; and WHEREAS, N.J.S.A. 40A:5-29 provides for receipt of The Green Team Donations by the municipality to provide for the operating costs to administer this act; and WHEREAS, N.J.S.A. 40A:4-39 provides the dedicated revenues anticipated from the Green Team Donations are hereby anticipated as revenue and are hereby appropriated for the purpose to which said revenue is dedicated by statute or other legal requirement: NOW THEREFORE, BE IT RESOLVED, by the Governing Body of the Borough of Garwood, County of Union, as follows 1. The Governing Body does hereby request permission of the Director of the Division of Local Government Services to pay expenditures of the Green Team (N.J.S.A. 40A:5-29) 2. The Clerk of the Borough of Garwood, County of Union is hereby directed to forward two certified copies of this Resolution to the Director of the Division of Local Government Services. RESOLUTION NO. 17-128 BE IT RESOLVED, by the Council of the Borough of Garwood, in the County of Union, State of New Jersey, that the license to conduct an Off Premise Merchandise Raffle, On Premise Merchandise and an On Premise 50/50 raffle on October 19, 2017, to be held at the Westwood, 438 North Avenue, Garwood, NJ from 7:00 11:00 p.m., is hereby granted to St. Joseph Social Service Center pursuant to RA#1124, RA#1125 and RA#1126. RESOLUTION NO. 17-129 WHEREAS,, N.J.S.A. 40A:87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of any County or Municipality when such items shall have been made available by law and the amount thereof was not determined at the time of the adoption of the budget; and WHEREAS, said Director may also approve the insertion of any item of appropriation for equal amount; NOW THEREFORE, BE IT RESOLVED, that the Council of the Borough of Garwood herby requests the Director of Local Government Services to approve the insertion of an item of revenue in the budget of the year 2017 in the sum of $8,681.06 which item is now available as a revenue from the STATE OF NEW JERSEY, SOLID WASTE ADMINISTRATION FY2017 CLEAN COMMUNITIES GRANT PROGRAM, in the amount of $8,681.06. BE IT FURTHER RESOLVED, that the sum of $8,681.06 is hereby appropriated under the caption of FY2017 CLEAN COMMUNITIES GRANT PROGRAM. RESOLUTION NO. 17-130 WHEREAS, in accordance with Chapter 72, P.L. 1994, the Borough of Garwood has the authority to prepare and issue estimated tax bills; and WHEREAS, in order for the Borough of Garwood to meet our financial obligations, maintain the tax collection rate, provide uniformity for tax payments and save the unnecessary cost of interest expenses on borrowing it would be in our best interest to do so; and WHEREAS, the Chief Financial Officer has reviewed and computed an estimated levy in accordance with N.J.S.A. 54:4-66.3. NOW THEREFORE BE IT RESOLVED, by the Mayor and Council of the Borough of Garwood on this 13 th, day of June 2017, as follows: 1. The Borough of Garwood Tax Collector be and is hereby authorized to prepare and issue estimated bills for the Borough of Garwood for the third quarter of 2017 taxes, in accordance with the provisions of N.J.S.A. 54:4-66.2 et seq. 2. The entire estimated tax levy for 2017 is hereby set at $18,053,485.66 3. The estimated tax rate for 2017 is hereby set at 9.665 RESOLUTION NO. 17-131 WHEREAS, on March 8, 2017, the Borough Administrator/Clerk received correspondence from Jeffrey Atkinson advising that he will be retiring from the Borough of Garwood; and WHEREAS, Mr. Atkinson has advised that his retirement shall be effective October 1, 2017; and
Page 6 of 6 WHEREAS, the State of New Jersey, Division of Pensions and Benefits contacted the Finance Department seeking a certification of employment for Mr. Atkinson in order to process the October 1, 2017 retirement; and NOW, THEREFORE BE IT RESOLVED, by the Mayor and Borough Council of the Borough of Garwood as follows: 1) The Borough of Garwood hereby accepts and relies upon the March 8, 2017 notice of retirement from Jeffrey Atkinson, seeking to retire from the Borough of Garwood. 2) Effective October 1, 2017, Jeff Atkinson shall be retired from his position as Foremen/Laborer Department of Public Works in the Borough of Garwood. 3) This resolution puts the Administrator/Clerk and CFO on notice to immediately process any and all requests from the State of New Jersey, Division of Pensions and Benefits regarding the retirement of Mr. Atkinson. 4) This resolution shall take effect immediately.
