Resolution Authorizing the Acquisition of Goods and Services Through the Competitive Contracting Process WHEREAS, the ( NJSIG ) is authorized by N.J.S.A. 18A:18B-1, et seq. to provide insurance coverage for its members; WHEREAS, NJSIG has a desire to provide for specialized services and goods in accord with the tenets of N.J.S.A. 18A:18A-4.1; WHEREAS, NJSIG desires to use the competitive contracting method of procurement in lieu of public bidding for the below listed goods and services in accord with the allowable procurements as set forth in N.J.S.A. 18A:18A-1, et seq.: 1. Sub-fund Administration Services; 2. Claims Management Software; 3. Managed Care Services; 4. Maintenance Tracking Software; 5. Anonymous Reporting Service; 6. Employment Decision Advising Service; 7. School Official Training Service; 8. Defensive Driving Training Service; Page 1 of 3

Resolution Authorizing the Execution of a Contract Pursuant to the Public School Contracts Law WHEREAS, the ( NJSIG ) is authorized by N.J.S.A. 18A:18B-1, et seq. to provide insurance coverage for its members; WHEREAS, NJSIG requires extraordinary unspecifiable services in the form of public relations services to aid in management of the organization; and, WHEREAS, such service is in the nature of an exception to the bidding requirements as an extraordinary unspecifiable service as evidenced by the New Jersey Department of Community Affairs, Division of Local Government Services, Local Finance Notice AU 2002-2, issued on February 26, 2002; and WHEREAS, the Executive Director has executed a Certification pursuant to N.J.A.C. 5:34-2.3(b), which said Certification is attached; and NOW THEREFORE, BE IT RESOLVED, on this 12 th day of January, 2017 that: 1. NJSIG awards the contract for a public relations services consultant to Echo Group, LLC; 2. The Executive Director is hereby authorized to execute the contract with the above-named service provider; Page 1 of 3

Canning, of the Canning Group, LLC, State of New Jersey Qualified Purchasing Agent Number Q1356, to act as NJSIG s qualified purchasing agent for the purposes of complying with the Public School Contracts Law, N.J.S.A. 18A:18A-1, et seq. for fiscal year 2017; 2. As NJSIG s purchasing agent possesses a qualified purchasing agent certificate, NJSIG hereby establishes pursuant to N.J.S.A. 18A:18A-3(a) that the bid threshold for all goods and services is $40,000.
