MINUTES CITY OF CEDAR HILL CITY COUNCIL MEETING OCTOBER 23, 2018 The City Council of the City of Cedar Hill, Texas met in regular session on Tuesday,, 7:00 p. m., T. W. " Turk" Cannady - Cedar Hill Room, 285 Uptown Blvd., Cedar Hill, Texas. The following members of the City Council were present, to wit: Mayor Rob Franke, Mayor Pro Tem Stephen Mason, and Council Members Jami McCain, Daniel C. Haydin, Jr., Wallace Swayze, Chad A. McCurdy, and Clifford Shaw. I. Call the meeting to order. Mayor Franke called the meeting to order at 7: 04 p. m., declaring it an open meeting with a quorum present and that the meeting notice was duly posted. II. Invocation. Cedar Hill ISD Board Trustee Gayle Sims gave the invocation. III. Pledge of Allegiance. Council Member McCurdy led the Pledge of Allegiance to the U. S. and Texas Flags. IV. Distinctive Character Presentation( s): a. Present Certificates of Recognition to Dillen Johnson of Plummer Elementary School and Carel McGee of Highlands Elementary School, S. T. A. R. Student Award Winners for the month of October 2018. Council Member Shaw presented a certificate of recognition to Dillen Johnson of Plummer Elementary School, S. T. A. R. Student Award Winner for the month of October 2018. Council Member McCain presented a certificate of recognition to Carel McGee of Highlands Elementary School, S. T. A. R. Student Award Winner for the month of October 2018. b. Present Certificates of Recognition to the 2018 Country Day on the Hill Chairpersons and Committee. Present a proclamation designating as Municipal Court Week in Cedar Hill. the week of November 5-9, 2018 Mayor Pro Tern Mason presented a proclamation designating the week of November 5-9, 2018 as Municipal Court Week in Cedar Hill to the members of the Municipal Court. b. Recognize winners of the 1st Annual Cedar Hill ISD Fire Safety Calendar Drawing Contest. Fire Chief John Ballard, Fire Marshall Reggie Alexander, and Inspector Tammie Cooper recognized the winners of the 1st Annual Cedar Hill ISD Fire Safety Calendar Drawing Contest. c. Recognize and Present Award to Firefighter Tommy Perez of the Cedar Hill Fire Department, Lt. Marshall Cook, and Lago Spencer of the Dallas Fire Department; and recognize Cedar Hill Youth Baseball and Soccer Associations. The Cedar Hill Youth Baseball Association, Fire Chief John Ballard, and EMS Chief Kevin Cunningham recognized and presented an award to Firefighter Tommy Perez, Lt. Marshall Cook, and Lago Spencer. Fire Chief John Ballard also recognized the Cedar Hill Youth Baseball and Soccer Associations. VI. Public Hearing( s): a. Case No. FP- 111-2018 - Conduct a public hearing and consider an application for a final plat for the Uptown Village at Cedar Hill Addition, Lots 2R, 3R1, and 3R2, Block A being a replat of Lots 2 and 3, Block A of the Uptown Village at Cedar Hill Addition and a subdivision variance to the requirement for each lot to face a street on property zoned Planned Development District No. 05-226, located, northeast of FM 1382 and northwest of Highway 67 with the approximate address being 305 W. FM 1382. Applicant: Josh Galica, Trademark Property Co. Property Owners: PR 3 TPC Land LP and Uptown Village at Cedar Hill LP Mayor Franke read the item and opened the public hearing to anyone wishing to speak in favor of the request. No one spoke.
Page 3 Seeing no one approach, Mayor Franke closed that portion of the public hearing and opened the floor to anyone wishing to speak against. No one spoke. Mayor Franke closed the public hearing and opened the floor to the City Council for deliberation and action. Council Member Haydin made a motion to approve Case No. FP- 111-2018 subject to the Planning and Zoning Commission' s recommendations, seconded by Council Member McCain. The motion was approved by a vote of 7-0. VII. Citizens Forum. 1. Rick Cook- 2818 Sonterra Dr., Cedar Hill, TX 75104 Mr. Cook spoke on the community outdoor pool site selection. 2. Dr. Deborah Cawthon- 617 Redbud Ct., Cedar Hill, TX 75104 Ms. Cawthon spoke on the community outdoor pool site selection. 3. Larry Kennard - 661 Rosehill Ln., Cedar Hill, TX 75104 Mr. Kennard spoke on Crawford Park. 4. Elaine Cook- 2818 Sonterra Dr., Cedar Hill, TX 75104 Ms. Cook spoke on the Friends of the Zula B. Wylie Public Library' s A Cratchit Family Wine & Words event. VIII. Consent Agenda. The Consent Agenda includes routine items that maybe acted upon with a single vote. Any council member may remove items from the Consent Agenda for separate discussion and consideration. Item a was to consider authorizing the lease and service agreement for print management services with Marimon Business Services through the Texas Department of Information Resources ( DIR). Item b was to consider adopting Resolution No. 18-523 declaring expectation to reimburse expenditures for the acquisition of public safety and public works equipment with proceeds of future debt. Item c was to consider authorizing the purchase of a Jet/ Vac combination sewer cleaning vehicle ( Vactor Truck) with Rush Truck Center of Texas, L. P. through the Houston- Galveston Area Council ( H- GAC) purchasing cooperative. Item d was to consider Resolution No. R18-522 adopting an amended Investment Policy in accordance with Chapter 2256 of the Government Code ("Public Funds Investment Act").
Page 4 Item e was to receive Quarterly Investment Report for the quarter ending September 30, 2018. Item f was to consider authorizing the selection of Sports Field Solutions through Texas BuyBoard Purchasing Cooperative contract number 529-17, for the purchase of goods and services associated with the renovations of Valley Ridge Athletic fields. Item g was to approve Case No. FP- 97-2018, in accordance with the Planning and Zoning Commission' s recommendation, an application for a final plat for the Snapclean Carwash Addition, Lots 1 and 2, Block A on property zoned " LR" ( Local Retail District), located on the north side of East Belt Line Road and on the west side of North Joe Wilson Road with the approximate address being 211 North Joe Wilson Road. Applicant/ Property Owner: Chad West, Snapclean Carwash. Item h was a notice of Requested Franchise Agreement Renewal between Atmos Energy Corporation and the City of Cedar Hill - Second Reading. Council Member McCain made a motion to approve consent agenda items a - h as presented, seconded by Council Member McCurdy. After a reading of the caption for Ordinance No. 2018-656 ( Item e) by Assistant to the City Manager Marie Watts, the motion was approved by a vote of 7-0. IX. Regular Agenda: a. Consider selection of a site for the Community Outdoor Aquatics Facility. Council Member McCurdy made a motion to select Virginia Weaver Park as the site for the Community Outdoor Aquatics Facility, seconded by Council Member Shaw. The motion was approved by a vote of 7-0. b. Closed Session called pursuant to Section 551. 072 of the Texas Government Code: Deliberation regarding the purchase, exchange, lease, or value of real property in connection with the selection of a site for the new library. The City Council entered into closed session at 8: 13 p.m. c. Reconvene into Open Session and consider any action( s) to be taken as a result of the Closed Session. The City Council reconvened into open session at 9: 05 p. m. No action was taken during the closed session.
Page 5 X. Adjourn. There being no further business, Council Member McCurdy made a motion to adjourn the regular meeting. The motion was seconded by Mayor Pro Tem Mason.
