Its banking and financial system needs to be reformed; austerity politics to end DIRECT DEMOCRACY Citizens should be at the center of the EU decision making process UNITED STATES of Europe needs to be improved but it represents the only way for Italy to keep track of the future TRUST To re-establish trust between citizens and institutions and amongst member states ECONOMIC REFORMS There is no alternative to Europe yet EU economic policies need to be revised DIALOGICAL APPROACH To revive the European dream in a more dialogical approach between the EU and the civil society UNITED STATES of Creation of the United States of Europe in the form of a light federation EU GOVERNANCE EU citizens to elect the President of the EC which should become a European Senate 1

MADE IN ITALY To protect national products TTIP and CETA should be dealt with cautiously POSITIVE NARRATIVE Urgent need to change the narrative on the EU and the concept of a European citizenship MORE EU INTEGRATION Political Union through more fiscal, energy, banking, transport and service integration ITALY SHOULD COUNT MORE IN to become a major player in the Mediterranean ITALY IN IS THE ONLY POSSIBILITY FOR ITALY TO KEEP TRACK OF THE FUTURE ITALY AS THE MED HUB Within the European energy framework, Italy plays a crucial role both in terms of its economic relevance and strategic position at the crossroads of many pipelines To have more growth, rights, democracy, freedom, opportunities, security, environmental protection, Italy needs more Europe 2

THIS OPTION IS NOT COMPLETELY REJECTED An alternative for Southern Countries could be introduced DUAL CURRENCY No need to exit the Eurozone,a dual currency for Northern and Southern Europe could work RISK TO THE CREATION OF A FIRST AND SECOND CLASS MIXED SIGNALS Euro causes poverty: possibility of Italy exiting the Eurozone NO NEED TO EXIT EU should reform its monetary policy: no more austerity politics DIFFERENT SPEEDS CANNOT BE ACCEPTED It forces countries of the Eurozone to be ever more dependent on the single currency, austerity and a single ministry of Finance EURO REFERENDUM Leaving the euro is no longer a priority. If Brussels doesn t change the bloc s fiscal rules, there could be a referendum on the euro STOP AUSTERITY POLITICS To move away from austerity politics otherwise Italy could withdraw from the monetary union EUROZONE ALREADY ONGOING Slower member states should not set the rhythm REFORMS NEEDED The Eurozone needs to be reformed by moving away from the Fiscal Compact EU FINANCE MINISTRY A Euro Finance Ministry should be established as well as a Fiscal Union NO FISCAL COMPACT Opposes the proposal of creating a ministry of Economy and Finance of the EU REFORM ECB More focus on the European Central Bank s policies and goals regarding employment and inflation THE RISK OF JUMPING FROM OF DIFFERENT SPEEDS TO À LA CART IS VERY HIGH We already live in a two speed Europe: the Eurozone and Schengen EU FINANCE MINISTRY To overcome crises more effectively a Finance Ministry for the Euro should be introduced EU MONETARY FUND European Stability Mechanism to become European Monetary Fund BANKING UNION A Banking Union and a Capital Market Union should be introduced 3

&DEFENSE CENTRE-RIGHT COALITION 5 STARS MOUVEMENT DEMOCRATIC PARTY LIBERI&UGUALI (Free&Equal) +EUROPA DEFENSE & PRIORITIZE National security is linked to migration and its budget must be increased STRONGER NATIONAL DEFENSE More power to national police forces; NATO should be reformed INCREASE &DEFENSE BUDGET To increase Security and defense budget DENUCLEARIZATION Peaceful coexistence should prevail; the Mediterranean needs to be denuclearized NATO REFORM Italy should focus on national security interests and less on NATO military commitments COMMON DEFENSE Stop cutting funds to defense as Italy is important for the EU and NATO STRONGER NATO A EU Foreign Security Policy in line with NATO obligations MORE SOCIAL To guarantee stronger social security and fight against criminal organizations NO MILITARY INTERVENTIONISM Pacific interventions should be promoted through international institutions such as UN or OSCE DENUCLEARIZATION To withdraw all US nuclear weapons (airstrike bombs) from Germany, Belgium, Italy and the Netherlands TRUST AND COOPERATION More trust amongst member states on sharing data NATIONAL AND NATIONAL 4

INTERNATIONAL NATIONAL REFORM All public security organs should be unified into one single organization COOPERATION Dialogue and cooperation with African countries vital for security INTEGRATION PROVIDES EU FOREIGN POLICY & NATO AT TOP OF THE AGENDA. Need for common defense and foreign policies. EU FOREIGN FUNDAMENTALLY REJECTS WAR Against the creation of a European army BECAUSE OF MIGRATION FLOWS, NEED TO INTRODUCE MORE BORDER MANAGEMENT. To promote a EU Foreign Security Policy in line with NATO obligations. DENIES MILITARY INTERVENTIONISM: To promote pacific interventions through international institutions such as UN or Osce AN ARMY To create a European Army that would help NATO to become more efficient Schengen information system AN FUND for defense (which could generate up to 5 bn) NATO 5

NATO S MISSION RATHER DUBIOUS AT THIS POINT: to reform NATO TO REALIGN NATO TO THE CONTEMPORARY MULTILATERAL CONTEXT. Discrepancies between Italian national security interests and NATO s: Italy should withdraw from all NATO military commitments A STRONGER MEANS A STRONGER NATO THE CREATION OF A AN ARMY WOULD NOT COMPETE WITH NATO BUT RATHER HELP IT BECOME MORE EFFICIENT 6

NEW ASYLUM POLICIES Asylum should be granted also to those who are fleeing poverty, environmental disasters and violence LEGAL MIGRATION Legal channels to be broadened Asylum request should be determined according to family and humanitarian needs of the seeker MORE REGULARIZATION 500.000 people live in Italy irregularly - individual processes of regularization needed MORE INTEGRATION The current IT legislation needs to be reviewed to facilitate integration into society and labor market 7
