Name: The name f the rganizatin shall be the Chral Sectin f the Nrth Carlina Music Educatrs Assciatin in affiliatin with the Nrth Carlina Assciatin f Educatrs and the Music Educatrs Natinal Cnference, which is an affiliate f the Natinal Educatin Assciatin.

Sectin 2. Relatinships: This rganizatin shall maintain a clse relatinship with the Nrth Carlina Music Educatrs Assciatin, the Nrth Carlina Assciatin f Educatrs, the Nrth Carlina State Department f Public Instructin, The Music Educatrs Natinal Cnference, the American Chral Directrs Assciatin, and the Natinal Assciatin f Jazz Educatrs and with ther rganizatins devted t the cause f music educatin. ARTICLE II - OBJECTIVES AND FUNCTIONS Sectin 1. Objectives: (a) The advancement f musical cncepts and educatin, chral music in particular, thrughut Nrth Carlina n the senir high schl level, grades nine (9) thrugh (12); and (b) The fstering f a clser relatinship amng the chral directrs thrughut Nrth Carlina, thereby bringing an interchange f ideas beneficial t all. Sectin 2. Functins: (a) The Chral Sectin shall encurage and prmte music educatin in Nrth Carlina by means f clinics, exchange f cncerts, festivals, wrkshps, jint cncerts, institutes, and ther activities spnsred r apprved by the Chral Sectin; and (b) The Chral Sectin shall prmte a membership drive each year at the city, cunty and/r reginal levels in an effrt t reach and infrm all senir high schl chral teachers, especially new teachers and thse transferring frm ut-f-state. ARTICLE III - MEMBERSHIP Sectin 1. Active membership may be granted t any individual engaged in chral music educatin in Nrth Carlina wh is a member f the Nrth Carlina Music Educatrs Assciatin. Sectin 2. The right t vte, t serve as an adjudicatr, r hld ffice, elective r appintive, is reserved t active/retired members. ARTICLE IV - DUES Active membership in the Nrth Carlina Music Educatrs Assciatin shall be the nly dues requirement in the Chral Sectin f the Nrth Carlina Music Educatrs Assciatin. ARTICLE V - GOVERNMENT Sectin 1. The elective fficers f the Chral Sectin f the Nrth Carlina Music Educatrs Assciatin shall be a chairpersn, a chairpersn-elect, a secretary, a chral activities crdinatr, an All-State crdinatr, an Hnrs Chrus crdinatr and five (5) members-at- large, fr a ttal f eleven (11) elected fficers. Sectin 2. The executive cmmittee shall cnsist f the elective fficers and the immediate past chairpersn f the Chral Sectin fr a ttal f twelve (12) members. Sectin 3. The term f ffice fr all elected fficers shall be a perid f tw (2) years. Sectin 4. Vacancies in all elective ffices shall be filled upn the recmmendatin f the executive cmmittee f the Chral Sectin until an electin fr the unexpired term is held at the next regularly scheduled general meeting f the membership. Sectin 5. Fr the purpse f serving current needs in Large Chral activities such as the reginal chral festivals, wrkshps, and sl-ensemble festivals, ffered by the Chral Sectin f the Nrth Carlina Music Educatrs Assciatin, the state f Nrth Carlina shall be divided int eight (8) regins as fllws: Eastern Regin #1: Chatham, Durham, Franklin, Granville, Harnett, Jhnstn, Lee, Orange, Persn, Vance and Wake.

Eastern Regin #2:Beaufrt, Bertie, Camden, Chwan, Currituck, Dare, Edgecmbe, Gates, Greene, Halifax, Hertfrd, Hyde, Lenir, Martin, Nash, Nrthhamptn, Pamlic, Pasqutank, Perquimans, Pitt, Tyrrell, Warren, Washingtn, Wayne, and Wilsn. Eastern Regin #3: Bladen Brunswick, Carteret, Clumbus, Craven, Cumberland, Duplin, Jnes, New Hanver, Onslw, Pender and Sampsn. Central Regin #1: Alamance, Caswell, Frsyth, Guilfrd, Randlph, Rckingham, Stkes, Surry and Yadkin. Central Regin #2: Ansn, Hke, Mntgmery, Mre, Richmnd, Rbertsn and Sctland. Western Regin #1: Cabarrus, Davidsn, Davie, Mecklenburg, Rwan, Stanly and Unin. Western Regin #2: Alexander, Allegheny, Ashe, Burke, Caldwell, Catawba, Cleveland, Gastn, Iredell, Lincln, Watauga and Wilkes. Western Regin #3: Avery, Buncmbe, Cherkee, Clay, Graham, Haywd, Hendersn, Jacksn, Macn, Madisn, McDwell, Mitchell, Plk, Rutherfrd, Swain, Transylvania and Yancey. Sectin 6. The executive cmmittee and/r the chral sectin membership by majrity vte may cmbine regins and/r districts r divide existing nes t better serve the needs f teachers and students in chral activities ffered by the Chral Sectin. ARTICLE VI - ELECTIONS Sectin 1. (a) The chairman elect, the chral activities crdinatrs, the secretary, the All-State crdinatr and the Hnrs Chrus crdinatr shall be elected by secret ballt in even-numbered years at the fall In- Service Cnference. The utging chairpersn-elect shall autmatically succeed t the ffice f chairpersn. Installatin f said fficers shall precede adjurnment f this Cnference. Sectin 2. (a) An electins/nminatins cmmittee appinted by the executive cmmittee shall prepare a slate f candidates wh have cnsented t serve. The slate f fficers t be elected shall be presented t the membership at All-State. The slate shuld be racially balanced and represent a crss-sectin f the state membership; (b) Additinal nminatins may be made by the Electins Cmmittee and/r frm the flr by any active member at the All-State meeting.; (c) Vting shall be dne by secret ballt at the Fall In-Service Cnference during the business meeting. Official actin will result frm a simple majrity f the ballts cast. ARTICLE VII - MEETINGS Sectin 1. The Chral Sectin f the Nrth Carlina Music Educatrs Assciatin shall meet bi-annually as determined by the membership. Additinal meetings may be apprved at either f these regularly scheduled meetings. Sectin 2. The executive cmmittee shall meet upn the call f the chairpersn and must meet prir t the tw regularly scheduled meetings at the Fall In-Service Cnference and the All-State Chral Festival. A qurum f six (6) members f this cmmittee shall be required fr the transactin f business. ARTICLE VIII - QUORUM AND VOTING Sectin 1. A qurum shall cnsist f members registered and present at either f the regularly scheduled meetings r any f the additinal apprved meetings. Sectin 2. (a) The electin f all fficers shall be by secret ballt nly; (b) All ther business shall be vted upn by a cunted shw f hands r, upn request f an active member present, by secret ballt. Sectin 3. A mail ballt may be cnducted at the discretin f the executive cmmittee r at the request f the members present. Official actin may result frm a simple majrity f the mail vte returned.

ARTICLE IX - AMENDMENTS AND BY-LAWS Sectin 1. The Cnstitutin and By-Laws f the Chral Sectin f the Nrth Carlina Music Educatrs Assciatin may be amended first with the apprval f the executive cmmittee fllwed by the apprval f tw-thirds (2/3) f the membership present at either f the tw regularly scheduled meetings. Sectin 2. The Cnstitutin and By-Laws may be added t r deleted frm upn the apprval f the executive cmmittee and with the apprval f tw-thirds (2/3) f the membership present at either f the tw regularly scheduled meetings. Sectin 3. Prpsed amendments t the Cnstitutin must be submitted by mail t the entire membership at least thirty (30) days prir t a regularly scheduled meeting. By-Laws ARTICLE I - DUTIES OF OFFICERS Sectin 1. The chairpersn shall: (a) Preside at meetings f the Chral Sectin; (b) Enfrce due bservance f the cnstitutin and by-laws and standing reslutins; (c) Call meetings f the executive cmmittee; (d) Appint cmmittees nt therwise prvided fr in the cnstitutin; (e)prvide the cmmittees the necessary infrmatin pertaining t the carrying ut f their respnsibilities; (f) Secure guest cnductrs fr Hnrs Chruses and All-State Chruses (g) Plan agenda fr the Fall In-Service Cnference including securing clinicians and perfrming ensembles (h) Serve n the Nrth Carlina Music Educatrs Assciatin Executive Bard (i) Prepare articles and submit all reprts and materials frm the chral sectin t the editr f the Nrth Carlina Music Educatr in a timely manner. When an immediate decisin is necessary, the chairpersn shall be empwered t act with the cncurrence f the executive cmmittee. Sectin 2. It shall be the duty f the chairpersn-elect t perfrm all the duties f the chairpersn in the event f the absence f the chairpersn. Sectin 3. The immediate past chairpersn f the Chral Sectin shall serve as cnsultant t the active chairpersn and shall perfrm such ther duties as are assigned by the active chairpersn and the executive cmmittee. Sectin 4. The secretary shall keep minutes f all meetings and shall furnish the editr f the Nrth Carlina Music Educatr a summary f said minutes fr immediate publicatin; shall maintain an active membership list, and shall perfrm ther duties as directed by the chairpersn and/r the executive cmmittee. Sectin 5. The chral activities crdinatr shall: (a) Oversee the planning and the executin f all the district and reginal chral activities (b) Appint a chairpersn f each district and reginal event and instruct said chairpersn as t their duties (c) Determine and assign adjudicatrs fr district and reginal chral activities (d) File a cmplete financial reprt with the NCMEA Executive Directr and furnish a cpy f Financial reprt t the Chral Sectin (e) Furnish the Chral Sectin chairpersn the results f the district and reginal events fr publicatin in the Nrth Carlina Music Educatr (f) Serve as editr f The Chrale, the bi-annual newsletter f the chral sectin

(g) Submit changes t the Cnstitutin, By-Laws, and Rules and Regulatins t the NCMEA Executive Directr fr inclusin in the NCMEA Handbk. Sectin 6. The All-State crdinatr shall: (a) Wrk with the executive cmmittee and the Chral Sectin membership in planning the annual All-State Chral Festival (b) Select lcale and dates fr said event (c) Secure necessary equipment and materials and accmpanist(s) fr said event (d) Determine rehearsal and perfrmance schedules (e) Determine student qutas frm each schl (f) Establish deadline dates fr withdrawals and refunding f mnies (g) Establish all rules and regulatins gverning student and teacher participatin in said event (h) Oversee the executin f said event (i) Furnish the Chral Sectin chairpersn a summary f said event as well as a cpy f the cmplete financial reprt filed with the NCMEA Executive Directr within sixty (60) days (j) Reprt n said event at the fllwing NCMEA In-Service Cnference Sectin 7. The executive cmmittee shall: (a) administer the business and educatinal affairs f the Chral Sectin and have respnsibility fr its general plicies and prgram f activities; (b) fill vacancies in ffices by temprary appintments pending regular electins; (c) have supervisin in matters pertaining t the gegraphic regins f the Chral Sectin; (c) Have supervisin in matters pertaining t the gegraphic regins f the Chral Sectin; (d) Recmmend/select repertire fr the Hnrs and All-State Chruses (e) Serve as the Rules and Regulatins cmmittee (f) Appint an electins cmmittee Sectin 8. The Hnrs Chrus crdinatr shall: (a) Wrk with the executive cmmittee and the Chral Sectin membership in planning the annual Hnrs Chrus (b) Secure necessary equipment and materials and accmpanist(s) fr said event (c) Secure adjudicatrs and auditin sites (d) Determine rehearsal and perfrmance schedules (e) Establish deadline dates fr withdrawals and refunding f mnies (f) Establish all rules and regulatins gverning student and teacher participatin in said event (g) Oversee the executin f said event (h) Furnish the Chral Sectin chairpersn a summary f said event as well as a cpy f the cmplete financial reprt filed with the NCMEA Executive Directr within sixty (60) days (i) Reprt n said event at the fllwing All-State Festival ARTICLE II - STANDING COMMITTEES Sectin 1. The music list revisins cmmittee shall cnsist f at least six (6) members f the Chral Sectin n the senir high schl level appinted by the Chral Sectin Chairpersn. Sectin 2. The cnstitutin cmmittee shall cnsist f at least three (3) members appinted by The Chral Sectin Chairpersn. Sectin 3. The electins/nminatins cmmittee shall cnsists f at least three (3) members appinted by the executive cmmittee f the Chral Sectin. Sectin 4. The rules and regulatins cmmittee shall cnsist f the executive cmmittee f the Chral Sectin. Sectin 5. The educatinal affairs cmmittee shall cnsist f three (3) members representing a crss-sectin f the state appinted by the executive cmmittee f the Chral Sectin. ARTICLE III - DUTIES OF THE COMMITTES Sectin 1. The music list revisin cmmittee shall review annually the results f the reginal and district chral activities, as well as new releases frm the varius music publishers, and make recmmendatins fr

deletins r additins t the existing chral festival list, specifically thse lists fr the reginal chral festival. This cmmittee will be respnsible fr current chral lists being included in each editin f the Nrth Carlina Music Educatr. This cmmittee shall furnish cpies upn request f said infrmatin t the general membership. Sectin 2. The cnstitutin cmmittee shall review annually the cnstitutin and by-laws and make recmmendatins fr revisins and/r amendments. Sectin 3. The electins cmmittee shall supervise all electins t the end that nly active members shall cast secret ballts. It shall als be the duty f this cmmittee t cunt the vtes and annunce the results. The rules and regulatins cmmittee shall be charged with enfrcing the existing rules and regulatins gverning the district sl and small ensemble festivals, the reginal chral festivals and wrkshps, the All-State Chral Festival, and all ther activities spnsred by the Chral Sectin, and in making recmmendatins t the membership fr revisin f said activities, rules and regulatins. This cmmittee will be respnsible fr current rules and regulatins being included in each editin f the Nrth Carlina Music Educatrs Assciatin Handbk. In additin, this cmmittee shall furnish upn request cpies f said infrmatin t the general membership. Sectin 5.The educatinal affairs cmmittee shall: (a) Infrm the membership f impending legislatin, lcal, state, and natinal, which relates t the Chral Sectin (b) Wrk clsely with the Nrth Carlina State Department f Public Instructin arts cnsultants (c) Utilize MENC, ACDA, and NCAE as resurces ARTICLE IV - RULES OF ORDER Rberts Rules f Order Revised shall gvern all business meetings f the Chral Sectin in all cases t which they are applicable, and in which they are nt incnsistent with the by-laws r the special rules f rder f the Chral Sectin.
