II) Divisional Level Nodal Officer i) Assistant Commissioner (Central) with Div. Comm. Kashmir for Kashmir Division. ii) Revenue Attorney with Div. Commissioner, Jammu for Jammu Division. b) Constitution of District Level Committee consisting of the following: i Addl. District Development Commissioner Chairman ii Dv, Director Employment Member iii Sub Divisional Magistrate/ Tehsildar concerned Member iv Dv, Reqistrar/Asstt. Reoistrar Cooperatives Member c) Concerned Dy. Commissioners to constitute similar Committees at SubDivision/ Tehsil Level for Identification and distribution of these Set Top Boxes. .. Annexure "A" to Government Order NO.l6l.l Home of 2018 dated <! ~122018 Criteria I Methodology for Distribution of Set Top Boxes (STBs) to the people living in Border Areas of J&K. A. Criteria for identification of eligible households (True Beneficiaries) : i. The household should be within 05 Kms from IB/LOC. Preference should be given to those Households which are nearer to the IB/LOC. ii. The Household should have TV/LCD with them. iii. The Household should have formal electricity connection. iv. The distance of Household from Border shall be recorded by the committee while formulating list of eligible beneficiaries. v. Preference shall be given to BPL household. vi. The Household (beneficiary) should have mobile phone as mobile no. is a prerequisite for registration. vii. The priority should be given to households, having no access to Television Cable Network. B. Categorization of villages & prioritization of beneficiaries followed by distribution of Set Top Boxes to the eligible households/beneficia ries: i) Categorization of village as per distance from Border: The villages shall be grouped in five categories depending upon distance from border i.e. 01 km, 12 kms, 23 kms, 34 kms & 45 kms. In the similar. manner the villages or a village. shall be grouped in five subcategories of 1 Km each up to five kms from border. 3
r t I \...' ii) Prioritization of beneficiaries in the villages: First priority shall be given.to the beneficiaries living in the first prioritized village/part of the village as specified in (a) above. Once all the villages/part of the village falling in first priority as mentioned in (a) above is saturated, the villages/part of the village falling in next prioritized subcategory shall be taken up. iii) Allotment of Set Top Boxes: Set Top Boxes received in the District shall be first allotted to the villages/part of the village falling in first prioritized subcategory in proportion to the number of beneficiaries identified in the village and in the slrnllar manner the STBs shall be allotted to the villages falling in second, third, fourth and fifth subcategory. C. Sequence of activities after Set Top Boxes (STBs) are delivered at Doordarshan Kender Srinagar (DDKS): i) State level Nodal Officer deputed by Govt. of J&K to pick up DO Free Dish Receive Sets from DDK Srinagar. ii) DO to give list of 30000 STBs with their S.No. to State Level Nodal Officer. iii) DO to provide list of installers of DO Free Dish' Receive Sets in J&K to Nodal Officers. iv) State Level Nodal Officer to provide beneficiary detail to DO in the following format after receiving the information from Divisional level Nodal officers: Serial Name of Address of PIN Mobile No. for I No. of beneficiary beneficiary Code registration STB v) DO call centre to update Subscriber/ Beneficiary data for registering and activation of DD Free Dish STB. vi) Nodal officer to assign installers for installation of DO Free Dish Receive Sets. vii) Installer to contact beneficiary. 4
