fundamental documents of UN human rights system, war crimes and crimes against humanity, international norms on torture and arbitrary detention, discrimination, European Convention on Human Rights, individual applications to European Court of Human Rights. By Education Department: Training programs organized for employees working on the fields like pedagogy, psychology and sociology during different periods of 2015-2016: *2015: -training program on violence against woman and gender equality for 1216 employees -training program on human rights for 3295 employees *2016: -training program on human rights for 2116 employees -training program on violence against woman and gender equality for 1836 employees EDUCATION PROGRAMS WITHIN THE MINISTRY OF FAMILY AND SOCIAL POLICIES: 1)2015-2016: Provincial Committees on the Rights of the Child affiliated to 81 Provincial Directorates of Family and Social Policy are available for extending child rights and to ensure child participation. The Committees are in coordination of Ministry of Family and Social Policy. Adult representatives are assigned as state officials for coordination of procedures related to child rights. Aforementioned adult representatives consist of one regular and one substitute member and they are both provided training on child rights ever year. 2) General Directorate of Services for Persons with Disabilities, as the focal point in Turkey for promoting and monitoring the implementation of Convention on the Rights of Persons with Disabilities (CRPD) that puts forward the necessity of active participation of civil society to policy making processes, has organized regional seminars in order to support and increase the capacities of the civil society organizations (CSO) in the field of disability with a rights based approach. In this respect 16 regional seminars were organized in the years 2014 and 2015 within the framework of the Project named Improved Integration of Disabled Persons into Society funded under EU-IPA that was initiated in 2009. The project of Seminars on Increasing Capacities of Civil Society Organizations was initiated with the purposes of supporting disability CSO s in carrying out rights based advocacy activities or in developing rights based solution suggestions to the problems. Within the scope of the project, 8 education seminars were organized in 2015 and 2016. 3

Within the scope of these seminars, informative presentations were given under the topics of UN Convention on the Rights of Persons with Disabilities, discrimination, advocacy, mechanisms to be applied in seeking legal remedies, monitoring and communication. EDUCATION PROGRAMS WITHIN THE MINISTRY OF INTERIOR 2015-2016: Prevocational Governorship trainings on the below mentioned subjects for 350 candidate district governors and 101 candidate officers: - Human rights, Democracy and State, Human Rights, International Conventions on Human Rights, the Process of Institutionalization of Human Rights in Turkey, Turkish National Human Rights Institution, Working Methods of Cities and Districts Boards of Human Rights, Decisions of European Court of Human Rights and Human Rights in Turkey, Assignments and competences of police forces, Detention, Use of force and gun, Prevention of cruel treatment, Human rights of migrants and refugees, Protection of Human Rights, Historical evolution of human rights reflection, Universal Declaration of Human Rights. MINISTRY OF INTERIOR CIVIL INSPECTION BOARD: 2015-2016: Project for the training of decision makers as governors and sub-governors. -Education programs on the fight against discrimination -Comparative researches of best practices in European countries -Workshops in Adana, Samsun, Eskişehir, İstanbul and İzmir for 250 participants composed of state officials, National Human Rights Institution s members and civil society representatives. MINISTRY OF INTERIOR- GENERAL DIRECTORATE FOR SECURITY: 1)Training programs on the subject of Legal dimension of investigation, detention and arrest by Turkish Academy of International Fight Against Drug and Organized Crimes for 2910 employees. 2) By Turkish National Police Academy: -Human rights lessons for Chiefs of Police -Vocational trainings on human rights organized during 2016 for 134744 employees. -A memorandum of understanding on the implementation of training programs on the fight against hate crimes for legislation officers, is signed between Turkish National Police Academy and the Office of Democratic Institutions and Human Rights on 22 January 2016. In this framework, an education program is organized on 26-28 April 2016. 4

-Training program on Human Rights and the proportional use of force and Human Rights organized by Department of Security in 2015 and in 2016 for 8299 officers. -Training program on human rights organized by Department of Fight against Terrorism in 2015 and in 2016 respectively for 3251 and 1098 officers. -Other 27 vocational trainings are organized by Department of Public Security (2 hours of courses on human rights for each program) for 8590 officers. MINISTRY OF INTERIOR COST GUARD COMMAND: 2015-2016: 1) Training programs on human rights for newly graduated naval officers on the subjects of Fundamental notions on human rights, Institutions and Documents on human Rights, Security Forces and Human Rights. 2) Within the framework of a project in collaboration with International Organization for Migration (IOM) several training programs are organized for all officers on the subjects of migration and protection of vulnerable groups, Fight against human trafficking and migrant smuggling and Human rights of migrants and refugees. MINISTRY OF INTERIOR - GENERAL COMMAND OF GENDARMERIE: On-site training programs in 8 cities of Turkey for 337 officers during 2015-2016 period: Conferences on human rights, visits of detention houses affiliated to the City Commandership of Gendarmerie, explanation of necessary processes in case of allegations of human rights violations and control of implementation. EDUCATION PROGRAMS WITHIN THE MINISTRY OF NATIONAL EDUCATION: 1)Training programs on Law of Child Protection (during 2015-2016 period): 11 seminars with 592 participants and 814 other activities with 11412 participants. 2) Seminar on Democratic Citizenship and Human Rights (during 2015-2016 period): 4 activities with 116 participants. 3) Seminar on Gender Equality (during 2015-2016 period): 7 activities with 166 participants. 4) Seminar on Education Programs about Human Rights (in 2015): 2 activities with 200 participants. 5) Seminar on Developing Women s Rights and Social Gender Equality (during 2015-2016 period): 2 activities with 78 participants. 5
