LEGAL FRAMEWORK National legal instruments Law 678/2001 G.D. 299/2003 Law 211/2004 G.D. 1654/2006 to approve the National Strategy against Trafficking in Persons 2006-2010 International legal instruments UN Convention against Transnational Organized Crime and its two protocols, 2000 - New York, ratified by Law 565/2002; Council of Europe Convention on Action against Trafficking in Human Beings, 2005, ratified by Law 300/2006.

CORE FUNCTIONS to co-ordinate, evaluate and monitor at national level the implementation of anti-trafficking and victims prevention, protection and assistance policies by public institutions; to collect, store, process and analyze data in relation with human trafficking, and facilitate the exchange of information between competent authorities nationally and internationally; to develop the National Strategy against Trafficking in Persons; to manage technical system for registering and monitoring of trafficked persons;

CORE FUNCTIONS to manage Helpline; to develop and support preventive programs and victim-centered trafficking measures; to facilitate identification and referral of victims; to facilitate coordination of the victims - witnesses in the trial.

INTERNATIONAL COOPERATION Ensure participation in seminars, conferences; Participate in European and international working groups; National contact point on the field of activity; Makes materials on the situation in Romania phenomenon; Interact with similar international structures; Information supports the work carried out by representative of Romania; International reference provides victims of trafficking.

PREVENTION UNIT ensures the implementation of projects developed by the specialized structures of GIRP to prevent trafficking; monitors the implementation of national policies on trafficking in developing national campaigns; coordinates Help Line; develops international cooperation activities to prevent trafficking; ensures the implementation of projects in business line.

PREVENTION MEASURES development of partnerships between the actors involved in preventing human trafficking nationally and locally; development and distribution of educational-preventive materials to the public; initiation and development of prevention campaigns; information and awareness on the phenomenon of trafficking; improving regional and international cooperation and coordination in the fight against human trafficking.

COORDINATE OF DEVELOPMENT AND SUPPORT PROGRAMS TO PREVENT TRAFFICKING develops national strategies for prevention campaigns, participate in the production of information materials and ensure their distribution in the territory; carries out education and public awareness activities on the phenomenon of trafficking.

COORDINATE OF FACILITATION OF INFORMATION EXCHANGE AMONG RELEVANT NATIONAL AND INTERNATIONAL STRUCTURES IN THIS AREA develops, supports and implements programs / projects to strengthen institutional capacity; informs the population and raises awareness on the risks of trafficking.

MONITORING, ASSESSMENT AND RESEARCH UNIT collect, store and process data and information to create studies and analysis of the phenomenon of trafficking; performs the annual report on the progress the phenomenon; manages the centralized database on people identified as victims of trafficking; coordinates the work of the Research and Public Awareness Centre; quarterly and annually assess progress towards the goals of the National Strategy and Action Plan.

REGIONAL CENTRES trained in the districts to serve the Court of Appeal; monitor the implementation of the National Action Plan against trafficking at the local level; provide information and training of trainers; facilitate communication between local and regional structures involved in the fight against trafficking in persons; sustain local initiatives to fight against trafficking; develop regional campaign to inform and raise awareness for the general public about trafficking in persons; monitor and evaluate the work of shelters for victims of trafficking in persons.

HELP LINE 0 800 800 678 informing the population to raise awareness of trafficking risks; identification and referral of possible victims of trafficking.

NATIONAL DATA BASE (SIMEV) It is an important tool for: assessing the needs of victims and immediately refer them for identification and support services; monitors the victim assistance and progress towards social reintegration; evaluation of this phenomenon, to identify trends and make them available to interested persons; ensure the effectiveness of early action to implement the national strategy against trafficking in persons.

MECHANISM FOR IDENTIFYING AND NATIONAL ORIENTATION means of identifying victims of trafficking in two perspectives: legal and victimology; indicators for identifying victims of trafficking; principles and methods of interrogation the victims of trafficking; practical methods for identification and repatriation of trafficking in persons victims (through the judiciary, the diplomatic and consular missions of Romania abroad, and Help Line); referral procedures for victims rehabilitation to specific providers.

VICTIMS COORDINATION PROGRAM This program aims to: Increase participation of victims in criminal phases. Respect the rights of individual participation in all phases of the trial. Knowledge of the victim of judicial and administrative proceedings. Increase the number of victims of trafficking who are injured, parties or witnesses in criminal proceedings. Facilitating the access of victims of trafficking who come into contact with criminal investigations, support services specialist.

PROJECTS 2006 Phare project - "Improving the institutional capacity of agencies involved in preventing human trafficking in accordance with current European standards and best practices" - implemented by ANITP with the Ludwig Boltzmann Institute for Human Rights in Austria, German Foundation for International Legal Cooperation and the European Centre for Public Law in Greece. R.O.B.S.I. - "Reducing the number of Romanian and Bulgarian victims trafficked to Spain and Italy", co-financed by the European Commission. Matra Pre - Accession Projects Programme 2007 - Increased involvement of local authorities in combating human trafficking. "

PROJECTS The project "Strengthening Assistance to Victims of Trafficking in Romania" in which ANITP partner of the Swiss Confederation Embassy in Romania and the International Organization for Migration (IOM). Project Action transnational everyone involved in combating human trafficking for labor exploitation. Identify and protect victims. "A.G.I.R.E. - "Action to strengthen the partnership between public and private system in the identification and assistance to vulnerable children and victims of human trafficking in Europe, Austria, Greece, Italy and Romania, where ANITP is the partner organization Save the Children Italy.
