Orndoff, Chief Clemons, Director Burns, President DeRamus, and Deputy Chief Lupton. MOTION CARRIED (5/0) CHAIPERSON S REPORT Chairman Aveni welcomed everyone to the meeting. MANASSAS FIRE AND RESCUE DEPARTMENT S REPORT Chief Rob Clemons stated that staff is continuing to work with GMVRS regarding the staffing letter that was submitted a few months ago. The draft analysis has been presented to the Board of Directors. Last month the CMFRD Executive Leadership Team attended a two day retreat at the IAFC Headquarters. The team was able to discuss topics ranging from budget, program area management, staffing and leadership. The FY2019 department recommended budget was submitted; per instructions from the City Manager it remained a flat budget. Crews responded to 386 incidents inside the City with 707 unit responses. Officers will participate in a leadership training and development seminar in early January. Fire and Rescue Committee Minutes of the December 21, 2017 Meeting Page 1 3
Firefighter/EMT Justin Laidler graduated from the Basic Law Enforcement Academy; FM Hartnett is working with the City Clerk to ensure he is sworn in with his law enforcement credentials. APPARATUS MAINTENANCE Maintenance costs YTD, through November 2017, are $62,827. MANASSAS VOLUNTEER FIRE COMPANY S REPORT President DeRamus reported that MVFC delivered approximately 78 food baskets to members of the community thanks to a Walmart grant and other donations; additionally, they served almost 200 people during the breakfast with Santa event sponsored by the MVFC Auxiliary. Chief Orndoff is working with officers to get members cut loose and cleared. Two people are in EMT class which is scheduled to end in mid-january; one driver should be cleared in approximately two weeks and another by the end of January. There are a few members working on their officer packet. GREATER MANASSAS VOLUNTEER RESCUE SQUAD S REPORT Director Burns reported that GMVRS received a large donation for Toys for Tots from Pennington School. As of the November business meeting 44 people this year had started the application process; only 14 have gone through the complete process and 3 have been cut loose as providers. UNFINISHED BUSINESS (8.1) Standing Committees o A. Consolidated Logistics (Battalion Chief Mark P. Nary) Battalion Chief Nary reported that system wide, the fire extinguisher annual inspection and testing has been completed. Staff is working to fulfill the GMVRS uniform order and working to get a contract for PPE in place. Once the PPE contract is in place an order will be placed. (8.2) Incident Reporting Deputy Chief Lupton stated that thirty-two reports were missing as of earlier in the week. (8.3) Fire Station 521 Update City staff is continuing to work with Samaha; a preliminary schematic design was sent today to staff for a 2 story design concept. The ground breaking is tentatively scheduled for October 2018 with completion expected in early 2020. (8.4) Code of Conduct Policy The draft Code of Conduct policy in the packet incorporates all comments from FRC members. It is recommended that it be given to all system members for a thirty day review period. NEW BUSINESS (9.1) ISO Update Chief Clemons reported that he and Fire Marshal Hartnett met with the ISO representative. FM Hartnett will be the lead on the project. (9.2) Proposed Meeting Date for Future Fire and Rescue Committee Meetings (9.2) PRESIDENT DERAMUS MOVED to change the meeting date of the Fire and Rescue Committee from the third Thursday of each month to the second Thursday of each month and adopt the 2018 FRC meeting calendar; Chief G. City Staff has been working with the architect on land and building design. An advisory group has also been established to help address member inquiries and comments. A community meeting was held on March 21, 2017 at Round Elementary School. A community meeting was held on July 19, 2017 at City Hall. Due diligence began in July 2017. In September 2017, the Planning Commission approved Comprehensive Plan Amendment #2018-01, which found the proposed Dumfries Road location consistent with the City Comprehensive Plan. Land Sale was completed in October 2017. Sign is now on display at site.
