Procedure Roll call All delegates are REQUIRED to make an introductory speech Speaker s list 2 minutes per delegate
Motions Motion for Moderated Caucus Formal discussion on a specific topic Motion for Unmoderated Caucus Informal discussion Motion to Amend Council Procedure Change individual speaking time or total time to speak
Procedure (DIFFERENT FROM NORMAL MUN) Motion to Introduce Directive In JCC, we do not have resolutions instead, we have directives Usually used to resolve crises, to take preemptory preparations, or to build towards the final stance of the Declaration of War
Directives Can take the form of military orders, diplomatic letters, espionage plans, speeches, official press releases, official government stance, amendments to law, etc E.g. Motion to introduce a directive pertaining to sending Mossad agents to spy on Fatah/Hamas
Procedure for Introducing Directives Must have 3 sponsors Format: Motion to Introduce a Directive pertaining to (Title of the Directive) 3 speakers for, and 3 speakers against, with speaking time of 2 minutes
Amendments to directives Amendments CAN be made Motion to Introduce Amendment 1) Send a note with amendments to the chair 2) Motion to introduce amendment 3 speakers for and 3 speakers against, with speaking time of 2 minutes Requires 50% majority to pass
Passing Directives Motion to move into Direct Voting Procedure After debate is done and amendments are finished Directives require a 50% majority to pass
Motion for the Declaration of War The Declaration of War should contain the following items: Preambulatory clauses recognizing the key supporting states and foreign powers of Israel/ Palestine Preambulatory clauses recognizing the current condition of the Palestine-Israeli conflict, acknowledging the parties involved Reason(s) why war is declared The future vision the council has for Israel and Palestine, including the address of key issues, such as; The recognition of the existence of either state Determination of borders Control of Jerusalem Israeli settlements Palestinian freedom of movement Refugee problem A general military strategy; can be broad and generalized
Other motions Motion to Divide the House Revote with abstentions not allowed Motion for the Suspension of Debate Lunch and end of day
Points Point of Procedural Inquiry Inquiry about council proceedings MAY NOT interrupt a speech You can send a note to the chair as well Point of Order Correct council proceedings (chairs are humans too :P) or incorrect information by a delegate Can interrupt a speech if pertains to it
Points Point of Personal Privilege Any point regarding personal comfort e.g audibility, warmth of room (or lack thereof) Can interrupt a speech if pertains to it Right to Reply Raised where delegate feels that he has been personally insulted Can interrupt a speech
Request for Information Delegates can request for information or advice from their departments E.g Minister of Finance may request to find out how much the treasury has Done by passing a note to the chair
Yields Yield to the chair Yield to comments (if there is time) Opens the time to questions and comments Yield to another delegate (if there is time) For another delegate to speak
Special Rules Speech in third-person is NOT required The Chair may speak, and make motions as a normal delegate With every new crisis a moderated caucus may be called for to discuss the crisis Assassinations and military actions are allowed :)
