Despite the lack of support for a revision, further discussion is needed about whether a revision or even withdrawal is appropriate. This will be a topic for discussion at the 2015 plenary meeting. Netherlands (NEN) Comment 2014-06-02 10:08:51 ISTC is a good and important idea. Unfortunately, ISO 21047 is not wildly used due to its complexity. Furthermore, complying to the standard involves some labour-intensive work. NEN-ISO 21047:2009 Comment 2014-04-29 09:21:48 Implemented as BS ISO 21047:2009 The UK national committee has concerns over whether or not this standard continues to meet market needs and whether adoption is sufficiently widespread. BS ISO 21047:2009 Comment 2014-06-09 20:33:01 There has been lower than anticipated adoption of the ISTC at this point due to the complexity of the standard. Many trade publishers have had to create their own work ID because the ISTC was not adoptable. In its current state, the ISTC standard is not addressing the market's needs sufficiently to generate the kind of enthusiasm necessary for broad adoption. Most distributors, wholesalers, and retailers, are grouping products together using a parent work type function, which indicates that there is still the need for an identifier of groups of works, but the ISTC in its current state is not serving this need. If this standard is to be useful and adopted by the North American trade publishing industry it must be revised. A thorough exploration of what needs it should address and what problems it should resolve is needed. Stakeholders from various areas of the publishing industry should be involved in the revision process to come up with a revised standard that is truly helpful to the industry. Any revision should include a streamlined and inexpensive means of access to the registry for look-ups of text metadata. Regarding Question 2.2: Although there has been some usage of the ISTC, it has been more limited than anticipated due to difficulties described above. Page 6 of 6
