CALL TO ORDER i) Welcome and Introduction The Chair introduced and welcomed the members of the Trails Committee. Election of Committee Vice-Chair The Chair opened the floor for nominations of the position of Vice Chair of the Trails Committee 2015. F. Baldwin nominated Christine Johnston but she declined. C. Johnston nominated Bryan Peter and the floor was closed for nominations. Bryan Peter accepted the position of Vice-Chair of the Trails Committee for 2015. Moved by C. Johnston and Seconded by K. Bryan 4. MINUTES Action: THAT the agenda of March 3rd, 2015, Trails Committee be adopted as presented. CARRIED i) Re: October 7th, 2014 Moved by F. Baldwin and Seconded by C. Johnston Action: THAT the Trails Committee minutes for the meeting of October 7th, 2014, be adopted as printed. CARRIED 5. ADMINISTRATIVE MATTERS i) Terms of Reference Re: Penetanguishene Procedural Guidelines M. Lauder is pleased with the agenda. Action: For review. CARRIED 6. BUDGET & FINANCIAL MATTERS i) Update from the Director of Recreation and Community Services Re: 2015 Trails Budget Page 2 of 8
The Director of Recreation and Community Services updated the members of the Committee on the Trails Budget for 2015 and mentioned that the Capital budget is $10,200 and noted that the Committee would look into the following: Tom Coffin Trail in 2015 (JT Payette) Copeland Creek Parks staff to check wood planks and to replace in house K. Darby agreed with this being a focus for 2015. J. Columbus updated the Committee on Copeland Creek judging during the Communities in Bloom and suggested adding signage to educate the people along the trail. M. Lauder suggested that the Committee could take that project on. F. Baldwin suggested that they should create a boardwalk from Ojibway to Copeland Creek. M. Lauder addressed Thompson Road Development going west. Update from the Director of Recreation and Community Services Re: 5 Year Capital Plan/Current Status J. Columbus suggested a four-year Capital Plan for the Committee. M. Lauder asked staff to bring back a four year budget. M. Lauder also suggested that the Trails Committee meet in April to address the four-year plan. C. Johnston suggested that the Committee come back and share ideas on where the trails need investment. M. Lauder and the Committee suggested inventory of the trails and budget list. Action: Staff to bring forward a draft Capital Plan for 2015-2019 to be reviewed by the Committee including a map of existing trails. Page 3 of 8
7. CORRESPONDENCE - FOR INFORMATION ONLY i) E-mail from Hart Haessler Re: Seniors Simcoe Cycling F. Baldwin asked about the Trans Canada Trail signs that were removed from Maria Street during the construction. M. Lauder tabled communication with the residents is key. K. Darby shared and noted that the new signs were installed noting trails in Penetanguishene (by Sunsport). F. Baldwin asked if the Town could look at signs like the Wayfinding signs and to focus on communication and signage for residents. Action: THAT the Director or Recreation and Community Services return with an update from the County meeting. Correspondence from the County of Simcoe Re: Simcoe County Forests Information Session November 17th, 2014 F. Baldwin updated the Committee on the Simcoe County property that is connecting Tiny Township, Penetanguishene and Midland. The County of Simcoe is working with local community groups and Georgian Bay Trails to support a network of trails within the old Uniman property that meet the needs of the user groups. GBT is taking the lead on coordinating the needs assessment of the groups. F. Baldwin will continue to update the committee as information becomes available. 8. NEW AND UNFINISHED BUSINESS March 26th training on accessible trails will be attended by F. Baldwin, M. Lauder and C. Duval. Page 4 of 8
9. TRAILS PROMOTION & PARTNERSHIPS i) Correspondence from the National Trails Coalition Re: Application for Funding The Director of Recreation and Community Services updated the Committee on the National Trails Coalition and advised that the grant was not approved. Update from the Director of Recreation and Community Services Re: Copeland Creek Review Action: No discussion. i Update from Frieda Baldwin Re: Thompson Forest Tract The Committee was updated on the Thompson Forest Track and F. Baldwin shared information M. Lauder also shared some information on mapping and partnership. GBT is assisting the County with mapping and updates will be shared as progress happens. Hiking cycling, motorized use etc. will be mapped on property. Action: For discussion. iv) Introduction by Mike Lauder Re: Penetanguishene Trail Maps M. Lauder presented an idea on a Joint Trail Mapping in partnership with Midland. K. Darby suggested that it sell sponsors/advertising space. Page 5 of 8
M. Lauder would like to see it in the stores and Tourist Centres. J. Columbus asked about including former Unimin Property trails once decided by County. It was mentioned that the Committee needs to decide what size and M. Lauder also discussed the Tourism idea at summits in area and to partner with hotels for tourism as trails brings people here. C. Johnston suggested including Fuller Bike Route on the maps. It was suggested that there is a need for new GIS mapping for the Town trails. C. Johnston suggested including urban trails to focus on the loops. The Committee agreed to take on Midland and Penetanguishene map. F. Baldwin wants to see consistency for Midland and Penetanguishene and it was noted to include Tiny & Tay on the map in the future. Staff and B. Peter to bring back an update from the partnership for April's meeting. B. Peter suggested just a basic map for 2015 and grow the project after trial run this season. F. Baldwin suggested including a basic descriptions and M. Lauder highlighted that it is important to get it out and to include a multi-use trail on the map. Action: Staff to draft map to be sent to the Trails Committee. AND THAT B. Peter update the Committee at the April's meeting after the Partnership meeting. v) Update from the Director of Recreation and Community Services Re: Cycle Simcoe Page 6 of 8
J. Columbus updated the members on the new North Simcoe Maps including various loops connecting the municipalities. The Committee liked the map and are happy about the tourism perspectives. F. Baldwin liked the idea of adding trail descriptions. It as noted that cycle map provided great information. 10. UPCOMING ACTIVITIES i) Update from Frieda Baldwin Re: 2013 Presentation on The Waterfront Trail Economic Benefits Rendez-Vous Champlain The Director of Recreation and Community Services provided an update to the Committee members pertaining to Rendez-Vous Champlain. 11.
