The Corporation of Delta COUNCIL REPORT Regular Meeting E.03 To: Mayor and Council File No.: 12100-20/LHA From: Parks, Recreation & Culture Department Date: November 25, 2014 "Bylaw No(s):" 7349 Delta Harbour Regulation Bylaw No. 6990, 2012, Amendment Bylaw No. 7349, 2014 The following report has been reviewed and endorsed by the Chief Administrative Officer. RECOMMENDATION: THAT the Delta Harbour Regulation Bylaw No. 6990, 2012, Amendment Bylaw No. 7349, 2014, be given first, second and third readings (Attachment A). PURPOSE: To amend the Delta Harbour Regulation Bylaw No. 6990, 2012 by replacing Schedule B - Fees with a new fee schedule for the years 2015 to 2017. BACKGROUND: Delta Harbour Regulation Bylaw No. 6990, 2012, was adopted by Council on August 13, 2012 (). A fee schedule for operations at Ladner Harbour (Harbour) was established within the bylaw. A new fee schedule is being proposed for the year's 2015-2017 (Attachment C). Council Policy: Council approves all bylaws. l I I,., I DISCUSSION: At the Annual General Meeting of the Ladner Harbour Fishers' Committee (Committee) held on May 30, 2014, the Committee voted to increase the pleasure craft moorage fee by $0.50 per foot beginning January 1, 2015. The proposed fee increase will ensure that the Harbour is not undercutting local businesses and will bring the fee in line with current market rates.

Delta Harbour Regulation Bylaw 12100-20/LH Page 2 of 2 November 25, 2014 Electrical charges at the Harbour have been steadily increasing over the past few years and the Ladner Harbour Authority has not been keeping up with cost recovery in this area. A 10% increase in electricity rates will take place in January 2015 to cover the basic BC Hydro increases that have been set for 2015. Staff will investigate the cost to have electrical meters installed to measure usage for the large boat dock located adjacent to the Harbour Masters residence on McNeely's Way. The installation of electrical meters will become part of the 2015 capital plan for the Ladner Harbour Authority. Implications: Financial Implications - The 2015-2017 fee schedule will generate revenue for the Ladner Harbour Authority which is offset by additional operational costs. III CONCLUSION: Delta Harbour Regulation Bylaw No. 6990, 2012, Amendment Bylaw No. 7349, 2014, meets the considerations and principles established by the Ladner Harbour Authority, the Ladner Harbour Fishers' Committee and Fisheries and Oceans Canada-Small Craft Harbours.
