1. APPROVAL OF MINUTES: Recognize the minutes from the March 11, 2019 Potter County Commissioners Court and the March 13, 2019 Special Commissioners Court meeting. The minutes from the March 11, 2019 Regular Commissioners Court meeting and the March 13, 2019 Special Commissioners Court meeting were so recognized. 2. VOUCHERS: To consider and act upon the approval of the payment of vouchers processed by the County Auditor s office for the period of March 6, 2019 to March 20, 2019. [Hood] Judge Tanner referenced Vouchers checks Nos. 184927-185155 and wire #1211-1218 in the total amount of $851,537.41. MOTION was made by Commissioner Church: I move we pay the Vouchers as presented. SECOND for discussion was made by Commissioner Murguia. 3. INSURANCE REPORT: To recognize the insurance fund report. [Holland] The Insurance Fund Report was so recognized. 4. TREASURER S REPORT: To hear a report on the Monthly Treasurer s Report. [Jennings] Leann Jennings, Potter County Treasurer, gave a Treasurer s report to Commissioners Court. The Monthly Treasurer s Report was so recognized. 5. NEIGHBORHOOD PLANNING: To recognize quarterly reports from the City of Amarillo regarding County funds contributed to the Neighborhood projects. [Murguia, Hood] Commissioner Murguia provided a Neighborhood Planning update to Commissioners Court. The Neighborhood Planning quarterly reports were so recognized.

6. RESOLUTION-U.S. CENSUS BUREAU- 2020: To consider and act upon a Resolution supporting the U.S. Census Bureau for the 2020 Census. [Tanner] MOTION was made by Commissioner Murguia: I make a motion that we approve the Resolution supporting the U.S. Census Bureau for the 2020 Census as presented to the Court. 7. CJCA CONFERENCE: To hear an update on the 90 th Annual West Texas County Judges and Commissioners Association Conference to be held in Amarillo on April 23-26, 2019 at the Amarillo Civic Center. [Church] Commissioner Church provided a CJCA Conference update to Commissioners Court. 8. CHANGE FUND: To consider and act upon increasing the change fund for Justice of the Peace, Precinct #2 from $100.00 to $200.00 as allowed by LGC 130.902 [Taylor, Hood] MOTION was made by Commissioner Church: I move we change the fund for Justice of the Peace, Precinct #2 from $100.00 to $200.00. SECOND was made by Commissioner Murguia. 8. CERTIFICATE OF COMPLETION: To recognize the 2018 Certificates of Compliance for Continuing Education, Public Funds Investments and Certificate of Membership in the County Investment Academy for 2018. [Jennings] The Certificates of Compliance and Certificate of Membership for the Potter County Treasurer were so recognized. 9. JUROR INFORMATION MANAGEMENT SYSTEM: To consider and act upon a request to upgrade to the current jury software (i-jury) to JIMS, Juror Information Management System at a cost of $16,115.00. Money to come from equipment repair and replacement account - 110.1150.76520.2250.0000 [Snider] Carley Snider, Potter County District Clerk, Kim Parsons, Chief Deputy District Clerk and Laura Poindexter, Jury Room Supervisor, gave an explanation to Commissioners Court.

MOTION was made by Commissioner Vaughn: I move to upgrade to the current jury software (i-jury) to JIMS, Juror Information Management System at a cost of $16,115.00, money to come from equipment repair and replacement account - 110.1150.76520.2250.0000. 10. TEXAS ASSOCIATION OF COUNTIES: To consider and act upon the CIRA service agreement regarding the Potter County website. [Duran, Purrington] Katie Duran, Potter County Information Technology, gave an explanation to Commissioners Court. MOTION was made by Commissioner Murguia: I make a motion that we approve the CIRA service agreement regarding Potter County website. 11. EVENT PARKING MANAGEMENT PROPOSALS. To consider and act upon parking lot management proposals submitted by Rick Korsmo d/b/a Pro Property Maintenance for management of after-hours event parking on the county-owned lots at 6th and Fillmore and 6th and Pierce. [Nicholas Wade] Rick Korsmo d/b/a Pro Property Maintenance, and Nicholas Wade, Potter County Facilities Maintenance Director, gave an explanation to Commissioners Court. MOTION was made by Commissioner Vaughn: I move to approve the parking lot management proposals submitted by Rick Korsmo d/b/a Pro Property Maintenance for management of after-hours event parking on the county-owned lots at 6th and Fillmore and 6th and Pierce.

12. VEHICLE INSURANCE SHERIFF S OFFICE: To consider and act upon the insurance coverage of an undercover vehicle for the Sheriff s Office. Vehicle purchase from forfeiture funds. [Captain Coffee, Lonning] Captain John Coffee, Potter County Sheriff s Office, gave an explanation to Commissioners Court. MOTION was made by Commissioner Church: I move we approve the insurance coverage of an undercover vehicle for the Sheriff s Office, vehicle purchase from forfeiture funds. 13. EQUIPMENT PURCHASE SHERIFF S OFFICE: To consider and act upon the purchase of digiticket electronic ticketing solution. Total equipment and software service cost for a 3 years $123,200.00. Purchased under sole source. Funds to come from Federal Forfeiture Account and JP3 IT budget. [Chief Johnson, Judge Jackson, Lonning] Chief Deputy David Johnson, Potter County Sheriff s Office, and Judge Gary Jackson, Potter County Justice of the Peace, Precinct 3, gave an explanation to Commissioners Court. MOTION was made by Commissioner Vaughn: I move to approve the purchase of digiticket electronic ticketing solution. Total equipment and software service cost for a 3 years $123,200.00, purchased under sole source, funds to come from Federal Forfeiture Account and JP3 IT budget. 14. DEPOSITORY CONTRACT TREASURER: To consider and act upon authorizing the Purchasing Department to advertise a request for applications for a bank depository. [Jennings, Lonning] MOTION was made by Commissioner Murguia: I make a motion that we authorize the Purchasing Department to advertise a request for applications for a bank depository.

15. FUNDING FOR THE DISTRICT COURTS BUILDING PROJECT: To discuss and consider all matters incident and related to the issuance and sale of the Potter County, Texas, Certificates of Obligation, Series 2019, including the adoption of an order authorizing the issuance of such certificates of obligation. [Hood, Tanner] Andrew Friedman, SAMCO Capital Markets, spoke before Commissioners Court. Allen Feingold, 2601 N. Grand St. Amarillo, Texas, spoke before Commissioners Court. This item was tabled until 2:00 p.m.; however, the remaining Agenda Items 16-21were completed before recess. MOTION was made by Commissioner Vaughn: I move to all matters incident and related to the issuance and sale of the Potter County, Texas, Certificates of Obligation, Series 2019, including the adoption of an order authorizing the issuance of such certificates of obligation, I so move. AYES: Commissioners Kelly, Vaughn and Judge Tanner. NOES: Commissioner Murguia. Motion carried by 3-1 vote. (Commissioner Church was not in attendance for this item) 16. EMPLOYMENT ITEMS: To consider and act upon the following employment items: A. RECORDS MANAGEMENT: B. ELECTIONS 1. The retirement of Ronda Johnson as Microfilm Clerk effective March 29, 2019. [Hanna] 1. The hiring of Lynda Humphrey as temporary deputy clerk as a replacement of Shelly Morgan effective April 1, 2019. [Huntley] C. MAINTENANCE AND FACILITIES: 1. The transfer of Pedro Chris Serna as Mechanic Technician III to Assistant Director of Facilities effective March 24, 2019. [Wade]

D. ROAD AND BRIDGE: 1. The transfer of Eddie Esparza as Crew Leader to Operator I effective March 19, 2019; 2. The transfer of Danny McKillip as Operator I to Crew Leader effective March 19, 2019 as a replacement for Eddie Esparza. [Ysaguirre] MOTION was made by Commissioner Kelly: I move to approve those items as stated by the Judge. 17. POTTER COUNTY PROJECTS: To hear a report on various Potter County Projects and to take any action necessary. [Wade] Nicholas Wade, Potter County Facilities Maintenance Director, gave a report to Commissioners Court on various Potter County projects. Sheriff Thomas, Potter County, spoke before Commissioners Court. 18. JAIL REPORT: To hear a report on the Potter County Detention Center and to take any action necessary. Jail population of 527 (73 female; 0 Childress/Other) 83% felonies and 12% misdemeanors was given by Judge Tanner. 19. COUNTY INSURANCE ITEMS: To consider and act upon any insurance claims, accidents, etc. against the County. Chris Lonning, Potter County Purchasing Agent, reported a claim involving a Road and Bridge vehicle. 20. EXECUTIVE SESSION: To hold an executive session, if necessary, on the above agenda items as allowed by Chapter 551, Texas Government Code. No executive session was held.

21. AGENDA ITEMS: To receive agenda items for the next Commissioners Court. On April 8, 2019, Commissioners Court will be hosting the local high schools for Government Day. The Regular meeting will be held in the Santa Fe Auditorium at 900 S. Polk. PRAD meeting report.
