Motion carried. A Motion by Gaylord Olson, to approve the vouchers for payment, seconded by Stoker. Motion carried. CSM REVIEW Dallas Wilhite is doing a survey for Shawn LaFaunge. As part of the survey, the boundaries of Forest Hills subdivision are being altered. Statute requires that the survey must have certificates and signatures from all interested parties of the plat. This includes the township officials and county officials. A Motion by Jim Olson, to approve proposed changes to the Forest Hills Subdivision boundary for Shawn LaFaunge, seconded by Stoker. Motion carried. A Motion by Evenson, to adjourn to closed session pursuant to s. 19.85 (1) (c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, seconded by Gaylord Olson. SURVEYOR S REPORT Tim Jeatran, see report. Tim and Terry discussed with the committee the procedures recommended for approval of Ho Chunk Nation plats. The Ho Chunk Nation is developing a subdivision called the John Winneshiek Homestead Subdivision. It is located on tribal trust lands, which is not subject to the Subdivision and Platting Ordinance enforcement. They are willing to have a review and record this type of plat. Since they are not subject to ordinance enforcement, we cannot assess any review fees. Tim and Terry question if this type of plat needs to be brought forth to the committee for review since we do not have jurisdiction under the ordinance. A Motion by Jim Olson, to authorize Tim Jeatran and Terry Schmidt to review subdivision proposals that are located on tribal trust lands in lieu of committee review, seconded by Evenson. Motion carried. Finished the Richard Felski survey and mailed him a map along with a bill for ½ of the survey costs. The surveyed line is on the blue line that Jack determined. He is doing a good job with his field equipment. Strozewski Cranberry called that they are planning on expanding with new beds and they wanted to notify Tim for corner preservation. He found the stone set by Keach in 1905. Since the corner is in the middle of the new bed, he set four reference pipes instead of the actual corner. Aerial photos are due by the end of the month. The Land Information Council met last Tuesday and discussed finding grant funding for LiDAR imagery. The cost would be approximately $400,000.00, which is about $400.00 per sq. mile. Lauree spoke with Trempealeau County and the Ho Chunk Nation, they are interested in partnering for LiDAR. Ayres Associates is investigating this option and funding sources. The ADC mapping website has been undergoing updates and they will be going live with the changes to WebGuide. It will now be WebGuide Extreme. The site will have a new look as it appears more like Google Maps with its format. Lauree plans on sponsoring training sessions on the updated site in the near future. The Modernization Plan has been sent to the DOA for review. Our plan is being reviewed by other counties; we are reviewing Pepin County s. After the review process, we may have further revisions to recommend. Katherine Pratt, one of our support staff, has been working with Lauree two days a week on a number of projects and it would be beneficial if she had a little more knowledge of the ESRI products. An ESRI training session is available November 22 24 th in Madison, Tim and Lauree would like to send her to this training. Tim has approximately $1,200.00 in budget balance that is for monumentation and training. 2
Can he utilize these excess funds for her training costs? Tam Burgau is in support of her having the training and will be able to arrange her schedule to accommodate the time away. A Motion by Jim Olson, to approve Katherine Pratt attending ESRI training in Madison on November 22 24 and utilizing Surveyor budget funds for the expense, seconded Gaylord Olson. Motion carried. GIS TECHNICIAN REPORT Lauree Kratcha, see report. The Fire Chief s Association and the DNR jointly developed an Emergency Response Atlas with Sue McDonald s GIS assistance in 2006. She was paid $5,000.00 for the development of the mapping. They would like to do an updated atlas and approached Lauree to assist with the mapping again. She stated that she would be able to work on this but would require the deadline to be the end of 2011 based on her work load. She quoted a fee of $60.00 per hour and a maximum of $5,000.00. This was based on what they paid previously and what fee we have established for custom mapping. The atlas is placed in every emergency response vehicle in Jackson County. A Motion by Evenson, to approve Lauree Kratcha updating the Emergency Response Atlas and assessing the fee of $60.00 per hour not to exceed $5,000.00, seconded by Jim Olson. Motion carried. Re districting will begin in March. Lauree is not sure how much mapping will be involved in the process. Tax season is here. Mill rate worksheets have gone out to all municipalities and we have received the manufacturing values this month. ZONING REPORT Terry Schmidt Terry thanked the committee for their support during the comprehensive plan development process over the past two years. Floodplain update. Over 50 properties still need to be inspected. We have issued two letters with order for the removal of the flood damaged structure. Terry is finding numerous individuals in mapped floodplain that do not carry flood insurance. He is also finding areas that are mapped accurately for the FEMA floodplain maps such as along Horseshoe and Gerdes Rd. With doing these inspections, Terry has found one violating structure on Gerdes Rd. It is an old mobile home, which they added an addition and did septic work without the required permits and it s located in the floodway. The floodway is the most restrictive district for development. 3
Any property that didn t have damage, we are still sending a letter that we did an inspection and that they are in a floodplain restricted area, which may limit what and how much they can improve the property. Recycling is having issued with the metals box as junk or garbage material is being thrown into it. Terry would like to make a sign that it s clean metals only. He would like to find an old security camera to mount on the building facing the box. It was suggested that possibly a trail camera with a memory card could accomplish the surveillance issues for the illegal dumping. We will look into this option. Field work really picked up this fall. Beth added that we will exceed our revenue projects after all, since the substantial increase in permit requests this fall. The budget shortfall will be offset some with this additional revenue. Fort McCoy is completing a land use study in Monroe County. They are having an informational meeting on Monday, November 15 th at 6:00 p.m. Terry plans on attending to represent Jackson County. PUBLIC HEARINGS CONDITIONAL USE REQUEST # 2010 41 as requested by Robert and Anna Becker on property located in the SW1/4 NE1/4, Section 14, T21N, R5W, Town of Albion, Jackson County, WI. The request is to allow for a rural retailing business out of an existing garage located within the A 1 (Agricultural) District. Township supports the request. A Motion by Evenson, to approve conditional use request # 2010 41 for Robert and Anna Becker, seconded by Jim Olson. Motion carried. CONDITIONAL USE REQUEST # 2010 42 as requested by Edwin J. Borntreger on property located in the NW1/4 NW1/4, Section 17, T20N, R6W, Town of Franklin, Jackson County, WI. The request is to allow for a rural retailing business out of an existing shed located within the A 1 (Agricultural) District. Township had no objection to the request. Terry asked what type of fabrication would occur at the site. Mr. Borntreger stated that any of the building trades such as metal fabrication, hardware, construction, woodworking, etc. A Motion by Jim Olson, to approve conditional use request # 2010 42 for Edwin J. Borntreger, seconded by Stoker. Motion carried. CONDITIONAL USE REQUEST # 2010 43 as requested by Secluded Land Company, owner and Jack Akers, Mark and Sarah Alsum, agents on property known as Lots 7 & 8 4
of Hideaway Acres located in the SE1/4 NE1/4, Section 26, T20N, R3W, Town of Manchester, Jackson County, WI. The request is to allow for undomesticated animals (horses) within the R 2 (Residential) District. At the time of the hearing, no position from the township has been received. A letter from the agents, Mark and Sarah Alsum was read into the minutes. A Motion by Evenson, to approve conditional use request # 2010 43 for Secluded Land Company, seconded by Gaylord Olson. Motion carried. CONDITIONAL USE REQUEST # 2010 44 as requested by Leonard Kostohryz and Thomas Bowden, owners on properties located in the NE1/4 NE1/4, Section 36, T20N, R5W, Town of Irving, Jackson County, WI. The request is to allow for filling and grading within a shoreland area to re establish the Roaring Creek channel. The request is also to allow for the refilling of a floodplain area, which was washed out during the recent flood event. At the time of the hearing, no position from the township has been received. Gaylord Olson, Jackson County Land Conservation, stated that a federal grant funding was received for the repair to the shoreland area of Roaring Creek. Due to the federal funding, it is extremely time sensitive for project design, and construction. Once funding is released, the Land Conservation Department has ten days to complete construction or by November 20 th. All the work was designed and built to the Land Conservation Department s standards. A Motion by Jim Olson, to approve conditional use request # 2010 44 for Leonard Kostohryz and Thomas Bowden, seconded by Stoker. Motion carried. CONDITIONAL USE REQUEST # 2010 45 as requested by Carol Dougherty, Domenic Modica, Eric Kramer, Don Zerbel and Ken Lechner, owners on properties located in the NW1/4 NW1/4, Section 22, T21N, R4W, Town of Brockway, Jackson County, WI. The request is to allow for filling and grading work to be done on the Black River. The request will repair and replace the bank washed out during the recent flood event. Township supports the request. Similar to conditional use request # 2010 44, this project is receiving federal funding for the repair and replacement of the bank along the Black River. It will require 1000 cubic yards of riprap rock, 11,000 cubic yards of fill and they will be shaping the bank to a 2:1 slope up the fence line and rip rapping at the base of the slope. A Motion by Stoker, to approve conditional use request # 2010 45 for Carol Dougherty, Domenic Modica, Eric Kramer, Don Zerbel and Ken Lechner, seconded by Gaylord Olson. Motion carried. CONDITIONAL USE REQUEST # 2010 46 as requested by the Jackson County Forestry and Parks Department on property located in the NE1/4 SE1/4 and the 5
NW1/4 SE1/4, Section 4, T21N, R1W, Town of Knapp, Jackson County, WI. The request is to allow for filling and grading in a shoreland area for a public access. At the time of the hearing, no position from the township has been received. Jim Zahasky, Jackson County Forestry and Parks, stated that public access to this water body has deteriorated since the flooding three years ago. The original access was poor and the adjacent property owner has bermed around the access making it very difficult to get to the water. The proposed access will be located on Jackson County property along McKenna Rd., not crossing through private as in the past, and will be a level area large enough for a canoe or kayak to be carried in to the water. A Motion by Evenson, to approve conditional use request # 2010 46 for Jackson County Forestry and Parks, seconded by Jim Olson. Motion carried. TEXT AMENDMENT # 2010 47 as requested by the Jackson County Land Information Department. The request is to change as follows: Chapter 6, Emergency Management Ordinance, Section 6.12 Uniform System for Numbering Properties and Principal Buildings. All proposed changes can be viewed at the Zoning Department. Townships support the request or took no position. Lauree commented that the text amendment is addressing conflict issues between the E911 address assignment and the Forestry and Parks Department driveway permit policy. Terry added that we need to include state public land driveway permits in the text. A Motion by Jim Olson, to amend the text to include state public land driveway permits, seconded by Evenson.
