Agenda #3b Personnel MINUTE ORDER #397/12: County Judge Jon Burrows recognized the retirement of Brenda Bernier after 33 years of service to Bell County. No action taken by the Court. Agenda #4 Order Restricting Outdoor Burning MINUTE ORDER #398/12: County Judge Jon Burrows presented for consideration the status of an Order Restricting Outdoor Burning (Burn Ban). After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously lifted the Order Restricting Outdoor Burning (Burn Ban) set to expire on October 1, 2012. Agenda #5 Bell County Expo, Inc Board Appointments MINUTE ORDER #399/12: County Judge Jon Burrows presented for approval the reappointment of Jay Taggart and Mike Aycock to the Bell County Expo, Inc. Board for an additional three year term beginning October 1, 2012 until September 30, 2015. After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter. Agenda # 6 Management Agreement Bell County Expo, Inc. MINUTE ORDER #400/12: County Judge Jon Burrows presented for approval the Management Agreement between Bell County and Bell County Expo, Inc. for management services of the Bell County Expo Center for an additional 5-year term beginning October 1, 2012 until September 30, 2017. After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter. TAX CODE 34.05 (c) and (d), specifically Lot 12, Block 6, South Park Addition, Revised, City of Killeen, Bell County, Texas, being that property more particularly described in Volume 4505, Page 24 of the Deed Records of Bell County, Texas. After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the court unanimously approved this matter. A copy of said Resolution is attached hereto and made part of these minutes. Agenda #9 Resolution Requesting the Resale of Property MINUTE ORDER #403/12: County Judge Jon Burrows presented for approval a Resolution Requesting the Resale of Property acquired by the Tax Appraisal District of Bell County at a Delinquent Tax Sale, pursuant to TEX. TAX CODE 34.05 (c) and (d), specifically 0.496 acres, more or less, out of Abstract 296 of the John Essary Survey, City of Killeen, Bell County, Texas, being that property more particularly described in Volume 1854, Page 577 of the Deed Records of Bell County, Texas. After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the court unanimously approved this matter. A copy of said Resolution is attached hereto and made part of these minutes. Agenda #10 Memoranda of Understanding with Lone Star Legal Aid MINUTE ORDER #404/12: After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved the annual renewal for FY 2013 of Memoranda of Understanding with Lone Star Legal Aid for a. Pro se Assisted Program b. Protective Order Services; and c. Lawyer-Magistrate Services. A copy of said Memoranda s are attached hereto and made part of these minutes. Agenda #11 Interlocal Agreements with the City of Temple MINUTE ORDER #405/12: County Judge Jon Burrows presented for approval Interlocal Agreements with the City of Temple to coordinate debris monitoring services, storm debris removal services and technical services associated with the debris monitoring process and

disaster recovery process pursuant to Bell County s Contracts with: a) O Brien s Response Management; b) Ceres Environmental Services, Inc.; and c) CrowderGulf Joint Ventures. After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved this matter. A copy of said Interlocal Agreements are attached hereto and made part of these minutes. Agenda #12 FY 2012-2013 County Auditor s Budget MINUTE ORDER #406/12: After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved the receipt of the report from the District Judges of the annual Order certifying the FY 2012-2013 County Auditor s Budget. A copy of said Order is attached hereto and made part of these minutes. Agenda #13 FY 2012-2013 Court Reporter Pay MINUTE ORDER #407/12: After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved the receipt of the report from the District Judges of the Order concerning the FY 2012-2013 Court Reporter pay. A copy of said Order is attached hereto and made part of these minutes. Agenda #14 Regional Auto Theft Enforcement Task Force MINUTE ORDER #408/12: After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved the annual Interlocal Assistance Agreement Regional Auto Theft Enforcement Task Force between Bell County and the counties of Bastrop, Blanco, Caldwell, Colorado, Comal, Fayette, Gonzales, Hays, Lee, Llano, Milam, Travis, Wharton, Williamson, and Wilson, with Travis County as manager. A copy of said Agreement is attached hereto and made part of these minutes. Agenda #15 Inmate Pay Phone Services MINUTE ORDER #409/12: After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved awarding the proposal for RFP 28-12 for Inmate Pay Phone Services to Securus Technologies. Agenda #16 Re-Advertising for Bids for Sheriff s Office Vehicle MINUTE ORDER #410/12: County Judge Jon Burrows presented for approval authorizing the County Auditor to re-advertise for bids for a replacement vehicle for the Sheriff s Office for a vehicle totaled in an accident. After due discussion, upon motion by Commissioner

Agenda #17 FY 2012-2013 Vehicle Bids MINUTE ORDER #411/12: County Judge Jon Burrows presented for approval authorizing the County Auditor to advertise for bids for vehicles approved in the FY 2012-2013 Budget. After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter. Agenda #18 Bell County Website Presentation MINUTE ORDER #412/12: After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously received report and demonstration of the new Bell County website and its features. Agenda #19 - Claims MINUTE ORDER #413/12: County Judge Jon H. Burrows presented the claims for review to the Court. After proper review, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all such claims. All according to a copy of same being of record in the office of the County Auditor. (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.) There being no further business, the meeting adjourned.
