GREENWICH TOWNSHIP MINUTES OF REORGANIZATION MEETING JANUARY 5, 2015 6:00 p.m. Mr. Carr, Township Solicitor, called the meeting to order stating, Adequate notice of this meeting was provided in compliance with the Open Public Meeting Act by notifying the South Jersey Times on December 28, 2014. The flag salute was led by Mr. Carr William Reinhart was sworn in to the office of Township Committee by John Carr, Esq. Roll Call: Mayor Reinhart, Deputy Mayor Port and Committeeman Orr were present. Also present were John Carr, Solicitor; and Lisa Garrison, Township Clerk. The nomination of Committeeman Reinhart to the position of Mayor was made by Committeeman Orr and seconded by Committeeman Port, unanimously carried. At this time Committeeman Reinhart was sworn into the office of Mayor by Mr. Carr. At this time Mayor Reinhart presided over the meeting and called for the nomination of Deputy Mayor. Committeeman Orr nominated Committeeman Port. Said nomination was seconded by Mayor Reinhart and unanimously carried. At this time Committeeman Port was sworn into the office of Deputy Mayor by Mr. Carr. Approval of Minutes - The Committee requested the minutes be placed on the next agenda for approval. Mayor Reinhart called for the following resolutions (1-1-2015 1-6-2015) under a consent agenda. On motion of Mayor Reinhart, seconded by Committeeman Orr to approve and adopt Resolutions 1-1-2015 thru 1-6-2015, unanimously carried. RESOLUTION NO. 1-1-2015 SETTING MEETING DATES BE IT RESOLVED by the Township Committee of the Township of Greenwich, County of Cumberland, State of New Jersey, that the regular meeting of the Greenwich Township Committee shall be the second Tuesday of each month at 7:30 p.m.. RESOLUTION NO. 1-2-2015 DESIGNATING OFFICIAL NEWSPAPERS BE IT RESOLVED by the Township Committee of the Township of Greenwich, County of Cumberland, State of New Jersey, that the following newspapers be designated the official Township newspapers: 1 P age

South Jersey Times RESOLUTION NO. 1-3-2015 RESOLUTION AUTHORIZING THE AWARD OF A NON-FAIR AND OPEN CONTRACT FOR TOWNSHIP SOLICITOR WHEREAS, the Township of Greenwich has a need to acquire a Township Solicitor as a non-fair and open contract pursuant to the provisions of N.J.S.A. 19:44A-20.5; and, WHEREAS, the Chief Financial Officer has determined that the value of the acquisition will exceed $17,500; and, WHEREAS, the anticipated term of this contract is one (1) year; and WHEREAS, John G. Carr, Esq. of Cresse and Carr has submitted a proposal, on December 24, 2013 indicating he will provide legal services; and WHEREAS, John G. Carr, Esq. of Cresse and Carr has completed and submitted a Business Entity Disclosure Certification which certifies that John G. Carr, Esq. of Cresse and Carr has not made any reportable contributions to a political or candidate committee in the Township of Greenwich with the elected officials in the previous one year, and that the contract will prohibit John G. Carr, Esq. of Cresse and Carr from making any reportable contributions through the term of the contract, and WHEREAS, the Chief Financial Officer certifies the availability of funds; and NOW THEREFORE, BE IT RESOLVED that the Township Committee of the Township of Greenwich authorizes the Mayor and Township Clerk to enter into a contract with John G. Carr of Cresse and Carr as described herein; and BE IT FURTHER RESOLVED that the Business Disclosure Entity Certification and the Determination of Value be placed on file with this resolution; and BE IT FURTHER RESOLVED that the Township Clerk is hereby authorized and directed to publish a notice of award of this contract in the official newspaper of the Township of Greenwich in the time prescribed by law and in accordance with the Local Public Contracts Law of the State of New Jersey. RESOLUTION NO. 1-4-2015 RESOLUTION AUTHORIZING THE AWARD OF A NON-FAIR AND OPEN CONTRACT FOR TOWNSHIP AUDITOR 2 P age

WHEREAS, the Township of Greenwich has a need to acquire a Township Auditor as a non-fair and open contract pursuant to the provisions of N.J.S.A. 19:44A-20.5; and, WHEREAS, the Chief Financial Officer has determined that the value of the acquisition will exceed $17,500; and, WHEREAS, the anticipated term of this contract is one (1) year; and WHEREAS, Raymond Colavita of the firm Nightlinger, Colavita and Volpa has submitted a proposal, on December 30, 2014 indicating he will provide auditing services; and WHEREAS, Raymond Colavita of the firm Nightlinger, Colavita and Volpa has completed and submitted a Business Entity Disclosure Certification which certifies that Raymond Colvaita of the firm Nightlinger, Colavita and Volpa has not made any reportable contributions to a political or candidate committee in the Township of Greenwich with the elected officials in the previous one year, and that the contract will prohibit Raymond Colavita of the firm Nightlinger, Colavita and Volpa from making any reportable contributions through the term of the contract, and WHEREAS, the Chief Financial Officer certifies the availability of funds; and NOW THEREFORE, BE IT RESOLVED that the Township Committee of the Township of Greenwich authorizes the Mayor and Township Clerk to enter into a contract with Raymond Colavita of the firm Nightlinger, Colavita and Volpa as described herein; and BE IT FURTHER RESOLVED that the Business Disclosure Entity Certification and the Determination of Value be placed on file with this resolution; and BE IT FURTHER RESOLVED that the Township Clerk is hereby authorized and directed to publish a notice of award of this contract in the official newspaper of the Township of Greenwich in the time prescribed by law and in accordance with the Local Public Contracts Law of the State of New Jersey. RESOLUTION NO. 1-6-2015 RESOLUTION AUTHORIZING THE AWARD OF A NON-FAIR AND OPEN CONTRACT FOR ANIMAL CONTROL OFFICER WHEREAS, the Township of Greenwich has a need to acquire an Animal Control Officer as a non-fair and open contract pursuant to the provisions of N.J.S.A. 19:44A-20.5; and, WHEREAS, the Chief Financial Officer has determined that the value of the acquisition will not exceed $17,500; and, WHEREAS, the anticipated term of this contract is one (1) year; and 3 P age

WHEREAS, James W. McCleery of Countrywide Animal Care and Control, LLC has submitted a proposal, on December 30, 2014 indicating he will provide animal control services; and WHEREAS, the Chief Financial Officer certifies the availability of funds; and NOW THEREFORE, BE IT RESOLVED that the Township Committee of the Township of Greenwich authorizes the Mayor and Township Clerk to enter into a contract with James W. McCleery of Countrywide Animal Care and Control, LLC as described herein; and BE IT FURTHER RESOLVED that the Township Clerk is hereby authorized and directed to publish a notice of award of this contract in the official newspaper of the Township of Greenwich in the time prescribed by law and in accordance with the Local Public Contracts Law of the State of New Jersey. Ms. Garrison requested the following resolution be pulled from the agenda as additional quotes are needed.. RESOLUTION NUMBER: 1-7-2015 RESOLUTION AWARDING A CONTRACT FOR ANIMAL SHELTER SERVICES WHEREAS, the Township Committee of the Township of Greenwich having solicited quotes for animal shelter services and quote having been received from the Cumberland County SPCA and South Jersey Regional Animal Shelter dated November 7, 2014; and, WHEREAS, no other proposals were received despite at least one other animal shelter having been consulted; and, NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of Greenwich, County of Cumberland and State of New Jersey that a one year contract be awarded to the Cumberland County SPCA and South Jersey Regional Animal Shelter for animal shelter services in accordance with the proposal dated November 3, 2014, a true and correct copy which is annexed hereto; and, NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Mayor and Township Clerk are hereby authorized to execute any and all documents pursuant to said contract. On motion of Committeeman Orr, seconded by Mayor Reinhart to approve and adopt Resolution Nos. 1-8-2015 and 1-9-2015, unanimously carried. RESOLUTION NO. 1-8-2015 APPOINTMENT OF PUBLIC AGENCY COMPLIANCE OFFICER 4 P age

BE IT RESOLVED the Township Clerk, Lisa Garrison, is hereby appointed as the Public Agency Compliance Officer. RESOLUTION NO. 1-9-2015 SETTING INTEREST AND PENALTY ON PROPERTY TAXES WHEREAS, under the provisions of N.J.S.A. 54:4-67 the governing body is authorized to fix the rate of discount for prepayment of property taxes or assessments and to fix the rate of interest for non-payment of property taxes or assessments on or before the date when they would become delinquent; and WHEREAS, the aforesaid statute was amended to provide for the assessing of a penalty to be charged to a taxpayer with a delinquency in excess of TEN THOUSAND ($10,000.00) DOLLARS; and WHEREAS, pursuant to N.J.S.A. 54:4-66, it is provided that property taxes shall be payable in quarterly annual installments with the first installment due on February 1 st, the second installment due on May 1 st, the third installment due on August 1 st and the fourth installment due on November 1 st, after which dates, if unpaid, they shall become delinquent which statute also provides for the manner in which quarterly installments or property taxes shall be determined and received; NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Greenwich A. That no discount be allowed for prepayment of property taxes or assessments. B. That the rate of interest to be charged for the non-payment of property taxes or assessments on or before the date they would become delinquent, as fixed by statute, shall be Eight (8%) Percent per annum on the first ONE THOUSAND FIVE- HUNDRED ($1,500.00) DOLLARS and Eighteen (18%) Percent per annum on any amount in excess of ONE THOUSAND FIVE-HUNDRED ($1,500.00) DOLLARS to be calculated from the date the tax was payable to the date of actual payment, provided no interest shall be charged if payment of any installment is made within the tenth calendar day following the date upon which the same became payable; and C. In the event there is a delinquency in excess of TEN THOUSAND ($10,000.00) DOLLARS at the end of the calendar year, then the Tax Collector is authorized to charge a penalty of Six (6%) Percent of the amount of the delinquency. The delinquency shall mean the sum of all taxes and municipal taxes due on a given parcel of property covering any number of quarters of years. D. That the provision of this Resolution shall remain in full force and effect until further action of the Township Committee. 5 P age

E. That a certified copy of this Resolution be filed with the Collector of Taxes. On motion of Mayor Reinhart, seconded by Committeeman Orr to approve and adopt the following resolution, unanimously carried. Deputy Mayor Port will research if a resolution will be required to proceed further. PUBLIC COMMENT - On motion of Mayor Reinhart, seconded by Committeeman Orr to open the public comment, unanimously carried. There being no comment forthcoming on motion of Committeeman Orr, seconded by Mayor Reinhart to close the public comment, unanimously carried.
