Minutes of the Village Council Meeting On Monday,, the Village of Galena Council meeting was called to order at 7:07 p.m. in Council Chambers of the Village Hall, 109 Harrison St., by Mayor Thomas Hopper. Mayor Hopper s son, Andrew Hopper, completed a Chimney Swift tower in the Village s Miller Park. Alex Ulery made landscaping improvements at the Northeast Church of Christ. Minutes of January 25, 2016 David Simmons made a motion to approve the minutes of the January 25 th meeting as corrected. David Simmons made a correction on his MORPC report. Grace Piper seconded the motion and the motion passed unanimously in a 6-0 voice vote. MORPC, Maria Schaper, Metropolitan Transportation Plan Maria Schaper presented the draft 2016-2040 Columbus Area Metropolitan Transportation Plan which includes Delaware County. She said more than 1,000 draft and candidate projects were submitted for the plan. Village Administrator Jeanna Burrell, Delaware County Friends of the Trail representative Dave Bender, and Ohio to Erie Trail Executive Coordinator Lisa Daris all advocated for inclusion of the Oho to Erie Trail on the plan as well as the importance of keeping bicyclists off state routes 3 and 61. Bender also advocated including the trail that will be built along the new Sunbury Parkway. Schaper said MORPC is accepting public comment on the plan through April 15, then it will be finalized in May. Guest Participation There was no guest participation. Mayor Hopper took a minute to remind everyone that cell phones should be turned off unless there is a true emergency. 1 Minutes of the Council of the Village of Galena,

Administrator s Report Jeanna Burrell said many organizations are due a huge thanks for assisting the Village in bridging the funding gap for its Ohio to Erie Trail project which has regional and statewide significance. In particular she thanked the Delaware County Friends of the Trail (DCFT), the Ohio to Erie Trail Fund, Preservation Parks of Delaware County, the Delaware County Commissioners, Delaware County Foundation, and the Sunbury Rotary Club. DCFT launched a Go Fund Me Campaign to raise money for trail efforts and will provide additional labor. The contract should be awarded soon to pave the trail from Dustin Road to Holmes Street and build a new wooden bridge deck over Little Walnut Creek. Burrell also told Council that a home grinder pump that was under warrantee was replaced at 344 Quinn St. The homeowner expressed concerns about their ability to pay for the service. Dale Davis time will be invoiced to the homeowner. Fiscal Officer Report Marty Mazzie reported she sent out 12 letters to landlords requesting an update on their renters. First quarter sewer bills were mailed out February 1 st with a letter explaining the 3% increase and encouraging them to make the changes as they write checks and make their payments online. The Ohio Open Checkbook has been set up and we are waiting for notification that the web site is ready to go live. Payment of Invoices for February David Simmons made a motion to approve the payment of invoices for February. Chris Underwood seconded the motion and the motion passed unanimously in a 6-0 voice vote. Approval of Financial Statements David Simmons made a motion to approve the Financial Statements. Chrissy Fuller seconded the motion and the motion passed unanimously in a 6-0 voice vote. Code Compliance Report Dave LaValle reported the Delaware County Bank is scheduled to close the Galena branch office on April 1 st, 2016. A letter has been sent to the bank reminding them about the Village Zoning Classification as it might apply to a new owner. The draft of the Subdivision Regulations is nearing completion. The Village is expecting to receive the Arrowhead Lakes Estates (Fuller/Davis) rezoning application soon. Wastewater Treatment Report Jason Watts reported there have been no violations during the month of February. Flows for the month are averaging right around 40,000 gallons a month. Two residential grinder pumps were replaced this month. Maintenance Report Josh Cherubini reported he has received the new John Deere mower and sprayer. He picked up and installed the GMC salt spreader. He had to repair the GMC snow plow as it had no power. Resolution No. 2016-02 (2 nd Reading, Emergency) A Resolution Authorizing Participation In The Ohio Department Of Natural Resources Clean Ohio Trails Fund Grant Application And Committing Funds Not To Exceed Thirty Thousand Dollars ($30,000) During Fiscal Year 2017 To Complete The Proposed Trail Project; And, Declaring An Emergency. Mayor Hopper read the Resolution. David Simmons made a motion to suspend the rules for the third reading. David Simmons seconded the motion and the motion passed in a 5-1 roll call vote: Underwood-Yes Fuller-Yes Simmons-Yes Piper-Yes Adams-Abstain Stoll-Yes Resolution No. 2016-03 (2 nd Reading, Emergency) A Resolution Accepting Maintenance And Operation Costs Of The Galena Brick Trail, A Segment Of The Ohio To Erie Trail, If Funded By The Ohio Department Of Natural Resources; And, Declaring An Emergency. Mayor Hopper read the Resolution. David Simmons made a motion to suspend the rules for the third reading. Chrissy Fuller seconded the Chrissy Fuller made a motion to adopt Resolution No. 2016-03 as an emergency. Grace Piper seconded the Resolution No. 2016-05 (1 st Reading, Emergency) A Resolution Ratifying A Management Agreement Between The Village Of Galena And 8687 Columbus Sharks Regarding Ruffner Park; And, Declaring An Emergency. Mayor Hopper read the Resolution. Changes to the grooming of the field were discussed as ways to keep down dust until the irrigation system is completed this fall. Chrissy Fuller made a motion to suspend the rules for the second and third readings. David Simmons seconded the Grace Piper made a motion to adopt Resolution No. 2016-05 as an emergency. Chrissy Fuller seconded the Resolution No. 2016-06 (1 st Reading, Emergency) A Resolution Authorizing Redesignation Of $11,919.95 in Community Parks Improvement Grant To The Galena Brick Trail Grant Project; And, Declaring An Emergency. Mayor Hopper read the Resolution. A lengthy discussion was held about the redesignation of funds from the irrigation system to the trail. Moving money from Village Hall projects could help fund the irrigation system. David Simmons made a motion to suspend the second and third readings. Grace Piper seconded the David Simmons made a motion to adopt Resolution No. 2016-06 as an emergency. Grace Piper seconded the 3 Minutes of the Council of the Village of Galena,

Ordinance No. 2016-03 (1 st Reading, Emergency) An Ordinance Suspending The Operation Of Ohio Basic Code Section 137.09 (E) Regarding Large Agricultural Properties Situated Within The Corporate Limits Of The Village Of Galena; And, Declaring An Emergency. Mayor Hopper read the Ordinance. Council grants this exception to the Ohio Basic Code each year for hunting on agriculturally zoned properties that are 40 acres or more. Land owners must apply for the exception to be granted for their property. Otherwise, firing of weapons within municipal boundaries is prohibited. Dave Adams made a motion to suspend the rules for the second and third readings. Joe Stoll seconded the Chris Underwood made a motion to adopt Ordinance No. 2016-03 as an emergency. Dave Adams seconded the Berkshire Township Mayor Hopper reported he received a flier in the mail from someone in Berkshire Township encouraging people to vote yes to take control of future development in Berkshire Township. The issue will not be on the ballot for Galena residents to vote on. Jeanna Burrell emailed Council about a new newsletter that Berkshire Township is developing. You can email to be included on the distribution list. Ordinance No. 2015-02 (Tabled until February 2016) An Ordinance Authorizing The Village Solicitor And Mayor To Submit A Petition To The Board Of County Commissioners Of Delaware County, Ohio Pursuant To The Provisions Of Ohio Revised Code Section 503.07 For An Order Changing The Township Out Of That Portion Of Berkshire Township Within The Limits Of The Village Of Galena Changing The Boundaries Of Berkshire Township To Exclude The Village Of Galena. Mayor Hopper read the Ordinance. Jeanna Burrell told Council that Solicitor Ken Molnar, who is on vacation, recommended tabling this until August. Grace Piper made a motion to table Ordinance No. 2015-02 until the August regular meeting. Joe Stoll seconded the motion and the motion passed unanimously in a 6-0 roll call vote: Delaware County Regional Planning Commission Report Mayor Hopper reported MORPC did a presentation and that all trail projects were removed from the Metropolitan Transportation Plan funding. Council has concerns about that. Columbus Nature Preserves Advisory Council Report Jeanna Burrell reported Columbus is discussing Gypsy Moth control and they are adding a number of new Nature Preserves. Council asked questions with concerns about mosquito control and safety around the well house south of the railroad bridge. Jeanna will bring up these concerns at their next meeting. BST&G Chris Underwood reported they are doing a number of fire inspections at the new outlet mall. They are also renovating the BST&G building in Sunbury because they need more space. 4 Minutes of the Council of the Village of Galena,

Zoning and Planning Commission Report Mayor Hopper reported there was no meeting this month. MORPC Report David Simmons reported there was no meeting this month. Other Business Mayor Hopper suggested that the Income Tax Committee needs to be formed and he will make some recommendations for council to consider next month. Due to changes to the Ohio Revised Code this committee will be comprised of one appointment by the Mayor and two from council members. Adjournment Grace Piper made a motion to adjourn. Chris Underwood seconded the motion and the motion passed unanimously in a 6-0 voice vote.
