Roll Call: Mike Bales, Ray Tart, Patricia Boyette, John Little, Bobby Morgan, Jay Smith, present. Rudy Headabsent Minutes: Bobby Morgan made a motion to accept and suspend the reading of the minutes 5/9/2015 BOD meeting. Ray Tart seconded. Motion passed 5-0-1 Jay abstained due to absence Ray Tart made a motion to accept and suspend the reading of the 5/9/20 BOD executive meeting minutes. Bobby Morgan seconded. Motion passed 5-0-1 Jay abstained due to absence Ray Tart made a motion to accept and suspend the reading of the 6/6/2015 BOD special meeting. Mike Bales seconded. Motion passed 6-0-0 Jay Smith made a motion to accept and suspend the reading of the 6/6/2015 BOD executive meeting. Bobby Morgan seconded. Motion passed 6-0-0 Consent vote: In accordance with Article IV, Section 8 of our by-laws, a consent vote was taken by the Board of Directors obtained via email on May 25, 2015. A motion was made by Jay Smith, seconded by John Little, to ask David Doby as stated in his resignation letter to stay until October 1, 2015. Motion carried 7-0-0 In accordance with Article IV, Section 8 of our by-laws, a consent vote was taken by the Board of Directors obtained via email on June 11, 2015 to release a portion of the Executive Meeting held on 6/6/2015 where upon a Motion was made and carried 6-1-0 to have a Special Assessment applied at $216.00 per lot to be paid by December 31, 2015 tentative to any further State or Handy action. Motion carried 7-0-0 Mike Bales explained how the assessment was calculated and why it could be subject to change based on an adjustment to sewer fees. Question and answer period about Handy and increase. Maintenance Report: David Doby Chased a lot of water leaks, most were on homeowners that had turned their water off during the winter months. Sewer repairs from the homeowners pipes at tie in to main line, due to tree roots Mowed gullies and did weed eating Built a PVC frame for movie screen for Events Put together picnic tables and umbrellas Daily maintenance at pool, typically 4 man hours a day Trimmed bushes, trees @ overhangs Quotes to fix and open spray fields if necessary Worked on paving quote from an approved vendor Grand View is the worst road in the park Looked at expanding paving at the entry and exits of the park. Need an additional $2.000 to cover everything, paving Grand View and redoing entry and exits. Tommy Cole has resigned but there will be a temporary man coming up starting next Monday. No quote obtained yet for concrete pad at the Coast Guard Station Committee Reports: Appeals-Had 1 appeal June 12, 2015 Building Guidelines: No report Events: Patricia Boyette gave the schedule of events for the next month. Fundraiser ongoing. There is a link to a site on Facebook for ordering and will be a link on BSR website to the actual store for purchasing all their items. Elections- No report Finance- No report Pool: No report Restaurant- Ray Tart made a Motion that we accept quote NTE $4,000.00 and David Doby to call Vendor, Patricia Boyette seconded. Jay Smith brought up the point of Mark Joyce signing off on work. Motion passed 6-0-0. Quote has saved $8,000.00 from budgeted money. Patricia Boyette commended Ray Tart and David Doby for working together on this project. Security Contract Jay Smith has met and worked with the onsite supervisor. Has also contacted the President and Vice President of the security company. Will meet with each guard to access their ability to perform their duties. Discussed roving hours. Reminded that David Doby is still the first contact and Jay Smith is there to assist. Boardwalk- No report Dance Club: Dance Club tonight at Clubhouse Boat Slip No report Coast Guard Auxiliary -Next Safe Boating Class in June Chapel Discussed the Awaken program and all the activities that will be happening this summer. VBS starts July 5 th. Lot Inspections- Bobby Morgan performed lot inspections. David Doby has not performed lot inspections recently. Beautification- Patricia Boyette recommended JoAnn Royal to assist in the committee since Joey Church s working hours were taking up so much time. JoAnn Royal unable to work at this time due to family problems. ALL MAINTENANCE AND DAVID DOBY ARE POOL CERTIFIED AS A RESPONSE TO A FACEBOOK COMMENT THAT ONLY ONE MAINTENANCE MAN WAS CERTIFIED. MIKE BALES IS PREPARING A PARKING LOT MAP AS TO WHAT AREAS ARE AVAILABLE FOR WHICH KIND OF PARKING AND WILL BE PUBLISHING THE MAP. DISCUSSION ABOUT STRIPING MORE PARKING AT THE POOL LOT. Old Business Energy United Lights at Fishing Pier-Removed Game Room-Removed Past Due Accounts Discussion of modified version. Mike Bales made a Motion to accept modified version. Ray Tart Seconded. Motion passed 5-1-0 New Past Due Account procedure to be introduced into R&R immediately. New Business: Restaurant Passes Mike Bales suggested that due to several ideas a Z Committee to be formed and with input from the Z Committee and the Marina procedures to be written for approval of the BOD. Z Committee to be headed by Jay Smith. Mike Bales made a Motion to form a Z Committee with Jay Smith as representative. Patricia Boyette seconded. Motion passed 5-1-0 A signup sheet will be in the office for anyone interested. Recycle Container Republic Due to several homeowner s interest in recycling Patricia Boyette called and got quote from Republic. One good thing is that the materials are comingled, plastic, alum glass, cardboard, etc. Would the new container be a wash out from the total waste bill for the month? Discussion about accepting Richard Childers offer of a recycle container for free service 2

donation at no cost to the park. Approval to accept Richard Childers offer and David Doby to work with Richard Childers as far as what parking spaces to use for recycle area. Beach Committee Patricia Boyette requested the official approval of formation of a Beach Committee based on request by several homeowners. The focus of the committee would be to assure safety of participants and to preserve and improve this amenity. Patricia Boyette made a Motion to form a Beach Committee. Bobby Morgan seconded. Motion passed 6-0-0 Park Signage A map of all stop signs, speed limit signs, golf cart signs was prepared by Patricia Boyette for evaluation and discussion. Mike Bales suggested to evaluate where we wanted to put signs and have David Doby get quote for signs. Discussion was that the signs cost anywhere from $50.00 to $75.00. Suggestion to start an area and budget for signs over a period of time. Discussion of speed limit also. Discussion of having a stop sign and not enforcing could be a liability. Patricia Boyette stated that she was more concerned about the safety of our homeowners. Mike Bales suggested that Patricia Boyette calls Montgomery County Sheriff Department to ask about liabilities and what signs would be better to use. Fires on the Beach Mike Bales made a Motion that there are no fires on the beach with or without a fire container Rule effective immediately. Bobby Morgan seconded. Motion passed 5-0-1 Security in Park After Scheduled Shift After discussion that it was not written in our contract or in the US Security Policy manual that guards could not be in the park as guests. Bottom line is that all homeowners are responsible for their guests and there is no rule that a current guard cannot be on an owner s guest list. No motions. David Doby is to put guest back on owner s guest list. DUE TO YOUTH ACTIVITIES GOING ON WITH CHAPEL SPONSORED GROUPS THE BOD REQUESTS THAT ACTIVITIES ARE COORDINATED WITH THE EVENTS COMMITTEE AND A LETTER FROM THE CHAPEL RELEASING ANY LIABILITY ON THE PART OF THE PARK. Motion for executive meeting June 14, 2015- Immediately following Board meeting for the expressed topic of pending contracts and personnel. Motion made by Mike Bales. Ray Tart seconded. Motion passed 6-0-0 Motion to adjourn-motion made by Mike Bales. Jay Smith seconded. Motion passed 6-0-0 Meeting adjourned Welcome Jody Folice has been in training for two weeks, to replace Ricki in the office. There is a huge amount to learn, and a lot of patience to be had on both sides. Please remember that she is new, and give her as much patience and assistance as you can. Stop in and introduce yourself and make her feel welcome. PETS Do you bring you dogs down to the lake with you? Do you leave them on your deck or tied up outside when you go to the restaurant to the lake, or just cruising on the golf cart? Did you know that your dog barks continuously when you are gone? Please be considerate of your neighbors. Ask them if they are being disturbed. If they say your dog barks when you leave, please put them inside or take them with you. Covenant 8.2 states that your pet shall not be permitted to create a public noise nuisance, and the park can require you to remove them from the park. Not cleaning up after your pets will result in a fine. Feeding any of the cats in the Park will result in a fine. 3

Payment Options Your dues are due at the beginning of each quarter. You have several options to pay these: 1. Use payment coupon and mail check 2. Pay on line using either a credit card, or an e-check (instructions are available in the office.) 3. You may pay monthly, however they must be paid in full by the end of the quarter they are due in. All payments must be applied to your account no later than the last day of the quarter or a late fee will be added to what you owe. Late fees must be paid with your dues, or penalties will be applied to your account. Please allow enough time for the Postal service to deliver, and consider holidays, when the bank is closed, and mail service is slow. EMERGENCY During the recent power outage, several things came to mind. Are you in medical need of power? If so, please put your name on a list in the office. If you are living alone, have you given the office the name and phone number of an emergency contact that can be called if you need help? If you are concerned you might be past due, call the office. If you are not sure your payment will get there in time, call the office. If you do not know how much you owe, call the office. 336-461-3833 Past Due Accounts When you become past due, a late fee is added to your account. This must be paid within 15 days or your guest list will be suspended, and your bar codes will be turned off. You will receive a letter in the mail telling you your past due amount and detailing the consequences of not paying. Please read this carefully. Lost and Found We do have a lost and found in the office, please check there first if you have lost anything. BSR Community Watch On June 6th, the first meeting of the BSR Community Watch (BSRCW) group met at Catfish McGee's. Many thanks to Mark Joyce for allowing us to use his restaurant. 28 homeowners attended the meeting, of which 21 signed up to join. In the following few days, more homeowners requested to join, bringing the total to 36. The purpose of the group is to provide eyes and ears to assist both our guards and the Sheriffs Department in their efforts to reduce violations of our rules and unlawful conduct here in the Park. We will work in conjunction with the Montgomery County Sheriff. Ray Tart, one of our Board members, attended the meeting to explain that this group is important to our community, but is not a Board sanctioned group and is a completely volunteer, homeowner based group. The BSRCW will rove the Park in pairs of 2 to observe only and IF necessary, inform the guards and/ or the Sheriffs Department of infractions. Roving will be done on holiday weekends, initially July 4th weekend, and then on an "as appropriate" basis. We each have an investment in the Park and we need to assist both our security staff and Board in keeping it safe. They can't do it all; it's up to the rest of us to assist. We plan to have a representative of the Sheriffs department there to explain how we will interface with them and how they will interface with us. Hope you can be there. 5

Complaints If you have a complaint, the first place to go is to the office. If you do not get a response there, then take it to the Board. Please report any lights out or repairs needed to the office. It will get fixed much faster. If you tell the board first, the odds are pretty good the office won t hear about it until the next board meeting.
