Northern California Water Association Matter: Recommendation of the Northern California Water Association to vote for the appointment of two Directors and two Alternate Directors to represent the Counties Membership Class, term January 1, 2006 through December 31, 2007. Motion/Second: Supervisor Bungarz/Supervisor Freeman Order: Appoint John Amaro and Patricia Trish Clark as Directors, and Bill Borror and Curt Joiassen as Alternate Directors Vote: Unanimous.

Letter from California Integrated Waste Management Board advising that the Glenn County Landfill has been removed from the Inventory of Solid Waste Facilities Which Violate State Minimum Standards. b. Report from Director of Finance Don Santoro in accordance with California Government Code Sections 26920 through 26923, Statement of Assets in the County Treasury as of December 19, 2005.

Willows Memorial Hall/Glenn County Veteran s Council Matter: Consider request of the Glenn County Veteran s Council for use of the Willows Memorial Hall for fund raising by Veterans at no charge. Proceedings: a. County Administrative Officer David Shoemaker reviewed the aforesaid matter; b. Planning & Public Works Agency Director Dan Obermeyer reviewed the aforesaid matter; c. Mr. Shoemaker advised that he spoke with Golden State Risk Management who advised that the County Insurance would cover the liability at no additional cost to the county although exposure to losses would increase with future costs to increase; d. Veterans Association spokesperson Ben Allen advised that more room is needed, that funds raised are for helping veterans in need, and that there is no need for a cleaning deposit in their own building, that they are insured and must report to the county, state and national associations; e. On motion of Supervisor Freeman, seconded by Supervisor Bungarz, it was ordered to allow the use of Memorial Hall for fund raising specific only to the Veterans organization: whereupon, discussion was held and the aforesaid motion was amended by Supervisor Freeman, with Supervisor Bungarz concurring, that the allowed use of Memorial Hall would be for Bingo only and exclusive only to the Veteran s organization, by the following vote; Ayes: Amaro, Bungarz, Freeman and McGowan Noes: Supervisor Hansen f. County Counsel Thomas Agin advised that allowing Memorial Hall to be used without a charge to cover expenses would be a gift of public funds; g. On motion of Supervisor Bungarz, seconded by Supervisor Hansen, it was unanimously ordered to deny the request of the Veterans council to use Memorial Hall for fundraising at no charge;

Glenn County Veterans Council Secretary Andrew Farrar advised that with Memorial Hall being dedicated to the Veterans it remains a county owned building for use by the Veterans, and that the Veterans of Foreign Wars (VWF) are amendable to discussion regarding paying a utility fee; whereby Mr. Allen advised that the VWF has agreed to give $38/Bingo night to cover cost of utilities; i. Supervisor Freeman made a motion to allow the Veterans to use the Memorial Hall at a reduced cost, with County Administrator Counsel Thomas Agin, and the Veterans Council to negotiate a rate, which died for lack of a second.

Public Hearing Zone Change #2005-06 Also Present: Dan Obermeyer, Planning & Public Works Agency Director Pursuant to Affidavit of Publication on file in the Office of the Clerk of the, consider recommendation of the Planning Commission to introduce and adopt Ordinance 1183 Amending County Code Title 1, General Provisions; Title 2, Administration; Title 8, Animal Control; and Title 20, Water Well Drilling Permits and Standards; Repealing Title 13, Roads and Other Public Places, Chapters 13.04 and 13.06; Title 16, Buildings and Construction; Title 17, Divisions of Land; Title 19, Zoning; and Title 21, Public Resources; Title 22, Airports, and Adopting Title 15, Unified Development Code to the Glenn County Code. (Read title and waive further reading) Proceedings: a. The Chairman opened the aforesaid matter for Public Hearing; b. Mr. Obermeyer reviewed the aforesaid matter; c. Discussion was held regarding the requirement of a 300 agricultural buffer when purchasing agriculture land with a residence on it, and it was advised that a life time estate would resolve the issue; d. The Chairman opened the hearing for public comments; whereby none being herd, the Chairman closed the hearing to public comments; e. Supervisor Hansen having read title of Ordinance and waiving further reading, on motion of Supervisor Hansen, seconded by Supervisor Freeman, it was unanimously ordered to adopt Ordinance 1183 with the exception of Section 15.330.040(Z).
