In the second line of item 4.7, the word planed should be corrected as planned. Matters Arising from Minutes Item 3.1: In response to a query from Dr. Goel, the Chairman confirmed that the Conference Awards Committee is a sub-committee of the Awards Committee. Members of this subcommittee are Dr. Srinivasan (Chair), Dr. Goel and Dr. Gupta. Item 4.4: Mr. Seow informed the Committee that Power Seraya and Tuas Power have not replied with regard to possible technical visits. The Chairman encouraged Mr. Seow to continue with the effort. Item 4.5: The breakdown of cost of organizing the technical seminar by Dr. Kundur has been sent to the Section for reimbursement of 25% of the cost. A cheque of $60 has been received. Item 4.6: It was decided not to invite the DLP lecturer for the Malaysia Chapter to Singapore, due to lack of interest on the topic in Singapore. SKS

2.5 2.6 Item 5.1: The Fishing Outing organized for the families of chapter members was held successfully with 19 people joining from the Power Engineering Chapter and 16 from the Circuits and Systems Chapter. The cost share of the Power Engineering Chapter was the deposit of $1500 and about $100 for the three trophies. Item 6.1: The Outstanding Chapter Award organized by the Section for the first time was won by the Power Engineering Chapter. The prize money of $200/= has been received. The certificate will be presented at the Section AGM in November 2006. The Chairman congratulated Dr. Gupta (Chairman-2005) and his committee for the excellent achievement. 3 Conference Support Grants 3.1 Two calls for applications were sent out in April and May in addition to including the same in the regular announcements by the Chairman. Only one application has been received up to now. The Committee requested the Conference Awards Subcommittee to inform the Chairman of its decision on this application. DS LKG 4 4.1 Technical Activities Dr. Lie reported the details of organizing three technical activities as given below. A technical talk on Analysis of Optimal Transmission Planning Under Competitive Market Structures on 31 May at NUS; Speaker: Prof. Govinda Shrestha, NTU; Attendance: 12-15 A ½ Day Seminar on Power Quality Applications and Case Studies on 23 June at Ngee Ann Polytechnic; Attendance: more than 100. 1. Testing, voltage sag monitoring and mitigation in relation to the SEMI F47 standard ; Speaker: Mr. Francis Phang 2. Harmonic filters, where and how should these apply in order to achieve the desired results economically? ; Speaker: Mr. Peter Choong 3. On-line power quality monitoring of commercial buildings in Singapore ; Speaker: Mr. Ken Jung Gee Keong 4. The measurement and analysis of harmonics, inter-harmonics and fluctuating harmonics ; Speaker: Dr Zhu Taixiu 5. Investigative tests on the voltage sag tolerance of common electro-magnetic contactors and relays ; Speaker: Mr Cheong Kin Sung A technical talk on Computer Modelling and Analysis of Wind Generation: Wind, Turbine and Generator Models on 26 July at Ngee Ann Poly; Speaker: Dr. Dharshana Muthumuni, Manitoba HVDC Research Centre, Canada; Attendance: 18.

4.2 The Chairman informed that a DLP on Power Quality and Voltage Mitigation by Dr. Thallam, USA, is being organized by the regional chapters. Dr. Thallam will be traveling to Bangkok and Jakarta before coming to Singapore. Singapore workshop is tentatively scheduled for Friday 17 th Nov. The Committee accepted the proposal to organize the workshop in Singapore and pay the return airfare between Jakarta and Singapore. 4.3 The Chairman informed that an invitation letter has been received to co-organize IPEC2007 in Nov/Dec 2007 in Singapore. The profit/loss share has been reduced to 10% from the past figure of 25%. One person from the Committee is to be nominated to the IPEC2007 Organizing Committee. Members discussed about the reduction of profit/loss sharing and finally decided to accept the offered percentage provided that the other two non-ntu co-organizers, namely IET and IES, also accept the same percentage of profit/loss sharing. Furthermore, the committee appointed the Chairman Dr. Chen as its representative in the IPEC2007 Organizing Committee. The Chairman was also requested to propose the following to the IPEC2007 Organizing Committee. To bear the auditing fee of the conference account by the IPEC2007 instead of the Power Engineering Chapter, To grant discounted registration fees to IEEE members LTT,CS CS 5 Social Activities 5.1 It was decided to hold the dinner for committee members and their spouses at the Ling Zhi Vegetarian Restaurant at Far East Square tentatively on Friday 1 st of September 2006. A $20 per head charge will be levied for accompanied children. Mr. Teh will keep the committee updated about the event. 5.2 It was also decided to hold the Annual Member Dinner tentatively on 17 th Nov 2006. The Chairman proposed the venue Coriander Leaf Restaurant at Clarke Quay and requested others to propose possible venues to Mr. Teh. 6 Awards 6.1 The Chairman informed that the Chapter has won the First place in the PES Chapters Web Site Contest 2006. The certificate and the cash award of US$1000 are yet to be received. 6.2 The Chairman also informed that the Chapter was deemed ineligible for High Performing Chapter Program award for 2005 due to not awarding the Outstanding Engineer Award in 2005, a stated criterion. The Committee stressed the need to award the Outstanding Engineer Award as early as possible. A call for nominations is to be circulated to the Chapter members shortly. Furthermore, the awards committee was also requested to make some nominations instead of relying solely on members nominations. LKG SKS

6.3 The following students have been awarded the IEEE Singapore Power Engineering Chapter Book prizes and Gold Medals. NTU Lim Sok Wei (Since the student did not graduate this year, the award was not presented at the recent convocation ceremony.) NUS Chew Kay Thiam Denni (Gold Medal) NUS- Koh Chin Hwee (Book Prize) SP - Stephanie Budiman NP Oey Suryadi Prasetyo 7 Membership Matters 7.1 The Chairman informed that the total current membership of the Chapter stands at 70, out of which 10 are GOLD members. The numbers remained relatively steady throughout the past months. The response to the membership survey has been poor as only 7 responses were received. Almost all of those responded were satisfied with the performance of the Chapter. Organizing a career talk by a well known figure in power industry was identified as one suggestion that can be implemented. 7.2 As a means of encouraging new members to join PES, the Chairman suggested the Chapter to pay the society fee of new members for the first year. However, Dr. Goel informed that the society fee of PES is waived for the first year and this should be brought to the attention of post-graduate students in NUS and NTU. He further proposed to have a post-graduate student in the future committees of the Power Engineering Chapter. The Chairman requested Dr. Srinivasan to check whether a postgraduate student of NUS would like to join the Committee. 7.3 Dr. Haque proposed to invite members of other relevant societies such as IE, IA and PEL to become members of PES as well. It was decided to check whether there is any discount in PES society membership fee for members of other societies and then to send invitations through the relevant chapters in Singapore. 7.4 It was also decided to encourage the qualified members of PES to upgrade their membership to Senior Member level. Dr. Gupta and Mr. Teh were encouraged to apply. MHH DS MHH QSX 8 8.1 9 9.1 10 10.1 Web Matters There was nothing to report under this topic. GOLD Program There was nothing to report on this topic. Student Liaison Dr. Lie and Dr. Srinivasan reported that the AGM of student branches at NTU and NUS will be held during the coming month. The Chapter contributed $300 to activities of NTU student branch in March. Further funding was requested by

them. Although a further $200 was approved by the Committee, it could not be contributed since the activities were over by then. 11 11.1 12 12.1 Women in Engineering There was nothing to report on this topic. Treasurer s Report Mr. Tan informed that hard copies of transactions of the previous years were handed over to the Section Secretariat for safe keeping. The original bank statements of 2005 were also handed over to the Section secretariat as a requisite of the on-going auditing by the IEEE HQ. 12.2 The Chairman informed that the Section has decided to keep all the original bank statements with its secretariat and send only the photocopies to chapters. If original bank statements are needed a request has to be made to the Section treasurer. 14 14.1 AOB The Committee agreed to hold its next meeting around end of October.
