SOUTH DAKOTA POLICE CHIEFS ASSOCIATION An Affiliate of the South Dakota Municipal League Business meeting minutes Tuesday, April 18, 2017 The Lodge at Deadwood Chief McPeek (Watertown) called the meeting to order at 2:30 pm (MST). A list of those in attendance is attached. New Chiefs were welcomed and asked to introduce themselves. In attendance was Chief Marlyn Pomrenke from Belle Fourche. A motion was made by Chief Schuler (Eagle Butte) and seconded by Chief Kull (Brandon) to approve the January 18, 2017 minutes as presented. All approved. A motion was made by Chief Overweg (Mitchell) and seconded by Chief Betzen (Vermillion) to approve the financial statement as of March 31, 2017 as presented. All approved. Old Business: Police Chiefs Academy- Chief Panzer has identified October 16-20, 2017 as the dates for the Academy at the LET Center in Pierre. A training announcement will be forthcoming once all speakers have been scheduled. New Business: Legislative Update: Updates from the 2017 Legislative Session are attached. Change to By-laws: The process for approval of expenditures for the SDPCA between meetings was reviewed by the Constitution and By-laws Committee (Chief Matt Betzen (Sioux Falls), Chief Dave McNeil (Aberdeen), and Chief Matt Betzen (Vermillion). The Committee proposed the following language be added to the by-laws: Article VII, Section 3. For a regularly scheduled membership meeting, ten members of this organization shall constitute a quorum for the transaction of business of this organization and no meeting shall be opened nor shall any business be transacted with less than a quorum present. Article VIII Section 2: Except as otherwise provided by the Association Bylaws, the Board of Directors may transact Association business in the interim between scheduled meetings. A quorum of the Board of Directors shall consist of 4 members. Board of Director meetings may be conducted telephonically or by email with the consent of the attending members. Liaison Committee Updates: Council of Juvenile Services: Chief Overweg reported that there had been some discussion on the definition of keeping juveniles separate from adults while incarcerated. There had been some violations of this in SD, but not significant enough to affect funding. Joint Awards Committee: Jerry Davidson (Whitewood, retired) reported that the group worked well together to administer the Awards program for this year s recipients. Senior Advisory Board Homeland Security Board Chief Christensen (Beresford) reported that the state radio upgrade was discussed. Departments need to make a decision as to whether they will purchase the upgrade software now or wait to purchase new radios, once the upgrade occurs. SD 911 Coordination Board- Chief McPeek (Watertown) reported that the state needed to withhold funds for a time in order to get the NextGen vendor to fix existing problems with the system. Associate Membership approval Asa Stiles from Lake Area Tech submitted an application for Associate membership to the SDPCA. Stiles will eventually take over Jo Vitek s role at LATI. All members present approved the Associate Membership. 2017 IACP Conference and Scholarship Chief McPeek announced the availability of the SDPCA Scholarship for reimbursement of expenses to attend the 2017 Annual IACP Conference in Philadelphia in October. Due date for the Scholarship is June 1, 2017. Challenge Coins 2018- A motion was made by Chief Kull to approve the purchase of the Challenge Coins for the 2018 Spring Conference and seconded by Chief Schuler. All Approved. SD Special Olympics LE Torch Run - Chief Overweg made a motion to donate $1,000 to the SD Special Olympics LE Torch Run and was seconded by Chief Betzen. All approved. Law Enforcement Memorial ceremony will be held in Pierre on May 17 th at 10:00 am on the Capitol Grounds. Next Meeting: The next meeting of the SDPCA will be at the Municipal League Annual Conference on Thursday October 5, 2017 from 9:00-11:45 am.at the Ramkota in Sioux Falls. Motion to adjourn was made by Chief Betzen at 3:00 pm. All approved.
