October, 2018 On the Beach At 440 West Aubrey s Oratory To: Fellow Homeowners of 440 West From: H. Aubrey Bailey I want to announce my retirement from the Board at the end of my term in November. I have served for numerous years and the last few as President of the Board. My retirement has nothing to do with the support which I received from my Board and the management and staff of 440 West, which has been exemplary. The cooperation of the homeowners, during my tenure, has been awesome. No one has really bothered me during my private time, other than an occasional question. That has meant a lot to me. Beverly and I are not leaving 440 and we will be in full support of the future board and the President. There are two Board Members seeking reelection, Ann and Alex. October, 2018 Page 2 Memorial Day BBQ We celebrated Memorial Day with one of our famous barbeques. The Social Committee cooked hamburgers and hot dogs for the even0t and the participants all brought side dishes. The following day, the social committee provided a free luncheon to the staff. Independence Day BBQ July was a very busy month for our owners, guests, relatives, friends, and renters at 440. There were too many to count for the 4 th of July barbeque but the Social Committee did serve over 120 hamburgers and 120 hot dogs. Labor Day Music under the Stars Our Music 440 under West the Condominium Stars events are extremely popular 440 West with Gulfview those Blvd. here at 440. This year Clearwater we have had Beach, 8 musical FL 33767 events including the Markunis Brothers, Rupert Blaize and Kayla Hill. On December 13, we shall have Ruprt Blaize to serenade us with his annual Christmas concert. Wine Tasting One of our most popular events has been our Wine Tasting parties. Each participant brings a bottle of wine which is then wrapped in a brown paper bag so that the tasters do not know the brand of wine. Then each person votes for their favorite wine. Our next one is scheduled for October 19 at 6:30 p.m. Storage Units The storage units in the basement are for the convenience of the owners of the condominium. It is important that anyone who has a storage unit should mark it with you condo unit number. It is conceivable that some of these units without numbers many no longer be used. Please make sure your storage unit is correctly identified. Sophie Boudier Our dear little Sophie lost her bout with cancer on September 3, 2018. She will always be remembered by our community with that angelic smile on her face. She was born August 8, 1994. She loved her horses and continued to ride almost to the end. Jimmy s, of course has been one of our loyal supporters for many years. When mentioning it to your server, remind them it is a 440 discount. Crabby s, Salty s, The Brown Boxer also offers discounts to our residents. At Crabby s and Salty s, you will need to ask for the local discount. The Green Flash Not too many of us have seen the green flash. Ann Baker was one of the lucky ones. She actually did not see it, but when she looked at the pictures that she had taken that evening, one captured the green flash. The green flash is most often seen in the evening at sunset, but also may be observed in the morning before sunrise. It is caused by a refraction of light causing a mirror image of light. Chili Cookoff We shall continue our annual tradition of a chili cookoff on October 27. Residents are asked to prepare their favorite chili for the event but you do not need to bring a chili to attend the event. The cookoff will start at 6 p.m. in the North Party Room.. 440 Facebook Page Please check out our 440 West Condominium Facebook page. A number of you have already posted your pictures to the site. This is another way to let those owners, friends, and renters know what is happening here at 440. Luau Mike Schaaf has agreed to help the Social Committee reinstate the Luau Party. Saturday August 10 has tentatively been chosen as the date. Please watch the bulletin boards for exact information. We shall have hula dancers and a steel drum band. Menu will consist of pulled pork, pulled chicken, crab cakes, macadamia caesar salad, sweet potatoes, potato salad, macaroni salad, ambrosia, and pineapple upside down cake. Cost of the tickets will be $15 in advance, $20 at the door. Tickets will be available from social committee members. If you are interested in helping, please let Alex know at 727-237- 8037. Bingo We plan on continuing our Bingo nights for those of you who are interested. The meeting was called to order at 5:00 PM by Aubrey Bailey. A quorum was present. Notification of the meeting and agenda was duly posted on the bulletin boards in each building on Tuesday, May 15, 2018. Gil Willard moved to approve the minutes for the board meeting held on April 19, 2018 as submitted. Seconded by Mike Schaaf: all approved and the motion carried. No discussion was had. Aubrey Bailey reported that the board will hear comments on the windows from the audience before the vote. Standing Committee Reports: Treasurer s Report: Mike Schaaf read the Treasurer s report. Ann Baker moved to approve the Treasurer s report (attached) for April, 2018. Seconded by Todd Gravois: all approved and the motion carried. No discussion was had. Todd led a discussion on how the reserve accounts are built. Some items have a specific line item, other items would be paid for by deferred maintenance. Our owners elect not to be fully funded. When projects come up, there may be an assessment since we are only covering operating costs through our monthly maintenance fees. Social and Newsletter Report: Alex Everist reported that there will be a Memorial Day Barbeque and the Markunis Brothers will perform on June 6 th. Additionally, the Social Committee is looking for additional members since many members have moved. Insurance and Litigation: Aubrey Bailey reported that there are no serious monthly maintenance account in arrears. There is no pending litigation. Grounds: Nothing new to report. The large pine tree seems to be doing well and would do better if it were pruned. Sam reported that there were chlorine tablets put on the palm tree soil in the lower parking lot. No one knows who did that. Security will keep an eye on that area. Housekeeping and Redecoration: Ann Baker reported that the burber carpeting for the lobbies will be delivered within four weeks. Security: Mike read the security report for the month. IT and Telecommunications: A hard copy of the Pinellas County Hurricane bulletin and 440 Disaster Plan will be distributed to all homeowners this month. General Manager s Report: 2018 Completed Items: 1. Item #17. Signage for Social Committee in elevators was reported complete 2. Item 21. New elevator pads installed. 3. Item D. Light fixtures around pool are complete 4. Item I. Sam reported that Duke Energy does not provide commercial properties of less than 80 acres consultation for solor power analyses. 5. Mary emailed the 2018 Board calendar to the board members. 6. Mary s informal survey of the installation of a hot tub resulted in homeowners saying it would be a nice addition but not at this time since there are too many other pressing issues impacting the budget. 7. Progressive Management is now providing the monthly Treasurer s report. 8. The monthly Property Manager s report and monthly Treasurer s report is being provided to the board each month even if there is no board meeting scheduled. 9. Todd and his committee produced an emergency and evacuation guidelines to be distributed to the community. 10. Sam emailed an estimated future upgrade elevator expense report to the board for information purposes. 11. Sam provided a written proposal for the repair or replacement of the windows in the middle stack of both buildings. It will cost approximately $9,000 to caulk and repair the windows and $91,000 to replace the windows with high impact windows.

October, 2018 Page 5 Music under the Stars We had another amazing evening with Rupert Blaize and Eric on April 25. The evening started out breezy and a bit chilly. But the dancing soon warmed up the participants. Even Inge and Uwe Hosp returned to enjoy the festivities. Social Committee Volunteers Needed The Social Committee has recently lost a number of its members due to the sale of their condominiums. We are urgently in need of new members to join our committee. If you are interested, please call Alex at 727-237-8037. Easter Egg Hunt A big thank you goes out to Victoria Upton, Gillian Willards daughter-in-law for organizing this year s Easter Egg Hunt. The children definitely enjoyed themselves. The prize baskets were amazing. One child who received more than one prize even gave her prize away to a little girl who did not win. The repair was completed in June, 2018. 12. Item B. The Fire Marshall visited 440 and while the building has some of the requirements of the ELSS, there are many important items not present. Sam secured an estimate of $1.8M to install a sprinkler system in the common areas and apartments for informational purposes only

October, 2018 Page 7 13. Item #2. The board was sent a written legal opinion from our attorney following the March 7 th conference call with the Clearwater Fire legal department. 14. Item #4. The lower level garage floor was pressure washed 15. Item C. Sam has secured three bids for the replacement of the main roofs. He has passed the bids to a homeowner roofing expert for a recommendation. 16. Work continues to replace and repair the hallway carpet and padding. 17. Pest control and smoke alarm battery changes were completed in one visit. 18. A maintenance person is scheduled each Saturday. Old Business: Revetment Project: 1. Kelley Brothers still has not signed the contract nor given the board a start date for the project. Sam will follow up with Taylor Engineering. 2. Todd reported that the turtle lights have been installed. The additional pool lighting needed in order to satisfy a citation by the city for 440 inadequate West Condominium lighting for after dusk swimming 440 is West still Gulfview in the planning Blvd. stage. Of Clearwater Beach, FL 33767 three vendors who visited the property, only one submitted a bid for the job. Sam will secure at least one more bid. New Business: An extensive board discussion was held regarding the budget and board approval to mail out the budget to the community in advance of the annual meeting. A motion to mail out the 2019 budget as presented was made by Alexandra. Seconded by Mary. All approved and the motion carried. No further discussion was had. The 2018 annual meeting start time was discussed. Mike made a motion that the meeting will begin at 6 PM. Seconded by Alexandra. All approved and the motion carried. No discussion was had. The revised House Rules and Regulations was tabled after a hearty discussion regarding pool use activities (diving, backflips, etc.) The Rules and Regulations will be revisited and discussed at the next board meeting. Sam will research the health department statutes regarding safe pool use. Sam will invite a representative from Spectrum to present at the next board meeting to explain the new contract with 440 West giving us a bulk rate on two receivers per unit. Aubrey raised the issue of an assessment to pay for the main roof replacement. As soon as a vendor is selected and the price is set, the assessment amount will be announced. It is expected not to exceed $3,000 per unit. Sam will investigate the bulk garbage prices and rules to decide if the board will make the individual homeowner responsible for bulk pick ups of their large items. Outstanding items remain planned for 2018. 1. Touch up painting needs to continue and lounge chairs need to be replaced/repaired on a regular basis. 2. Sam should scan the market for a security consultant for an overall analysis addressing short/long term needs with associated costs. Aubrey announced his retirement from the board at the end of his term. Adjournment: Todd Gravois moved to adjourn the meeting. Seconded by Mary Petrovich. All approved and the motion carried. October, 2018 Page 8 Social Committee Schedule The Social Committee has been busy organizing special activities for the owners, renters, friends, and guests at 440. Visitors to 440 often remark positively on the variety of activities that take place here. Although we have a schedule for the year, we are always interested in your thoughts as to new programs.
