ST. CATHERINE OF SIENA CATHOLIC SCHOOL PARENT TEACHER ORGANIZATION BYLAWS JANUARY 9, 2012 Article I Name of Organization The name of this organization shall be St. Catherine of Siena Catholic School Parent Teacher Organization. (Hereafter to be referred to as PTO) Article II Objectives To instill and support a deep appreciation and understanding of the primary duties of Catholic parents and the importance of Catholic education. To bring home and school in closer contact. To provide, in a manner constant with stewardship, the resources to promote the welfare of the children and youth in home, school, church, and community in cooperation with the pastor and principal. Article III Eligible Members All parents/guardians with children attending St. Catherine of Siena Catholic School are members of the PTO. All teachers employed by the school, the pastor, and principal, are members of the PTO. Only teachers and parents/guardians with children attending St. Catherine of Siena Catholic School may act as voting members in the PTO. One vote allowed per household. Article IV Officers and Executive Board The officers of the PTO shall be a President, Vice President, Secretary, and Treasurer. The Executive Board shall consist of the President, Vice President, Secretary, Treasurer, the Principal, and the Pastor. Article V Nominations & Election of Officers Any member in good standing of the St. Catherine of Siena Catholic School PTO is eligible for nomination; however, all salaried employees and close relatives of salaried employees of St. Catherine of Siena Catholic School are to be excluded. Members of St. Catherine
of Siena Catholic School Council are not be considered for nomination for the PTO. Section 3 In the spring, the school office will e-mail parents and teachers requesting nominations for open PTO positions. One may nominate another person or him/herself. A nomination committee made up of the current PTO officers and the principal will choose the new officers from those that have been nominated. The people chosen by this committee will be notified and allowed to accept or reject the position. Once all PTO officer vacancies have been filled, the school office will notify all parents and teachers by e-mail. The new PTO officers will be introduced at the last meeting of the school year. A new vice president will be chosen each year. He/She will serve as vice president his/her first year in office and will serve as president his/her second year of office. The secretary and treasurer will be elected in alternating years. No office shall be eligible to serve more than two consecutive terms in the same office. Officers and committee chairs shall assume their duties June 1. In the event an officer cannot complete his/her term, the executive committee shall appoint a replacement for the remainder of the term. Article VI Duties of the Officers The duties of the officers shall be defined as follows: PRESIDENT The President shall: Preside at all meetings of the PTO. Be a member ex-officio of the St. Catherine of Siena Catholic School Council and attend School Council meetings. VICE PRESIDENT The Vice President shall: Assume the duties of the President in his/her absence. Assist in the formation of subcommittees and coordinate duties for volunteer programs (e.g., book fair, spirit dress, etc.) SECRETARY The Secretary shall:
Keep minutes of all meetings and other duties as required by the PTO Executive Committee. Make approved minutes available to all parents via e-mail distribution lists and/or the parish/school website. TREASURER The Treasurer shall: Receive all monies of the PTO and keep accurate record of the receipts and expenditures. Pay out funds as authorized by the PTO or PTO officers. Present an accurate account at every meeting of the PTO and at other times when requested by the PTO officers. Arrange for an external audit of the Association s financial records. Ensure that the Principal and/or Pastor will have signatory authority on all PTO accounts. Article VII Duties of Executive Board The Executive Board shall: Include the pastor and principal as ex-officio members of the PTO. Include a planned meeting of the principal and president prior to the first PTO meeting of the school year. Have special meetings that may be called by either the principal or the president. An officer can be removed from office for failure to fulfill his/her duties, after reasonable notice, by a majority vote of the Executive Board. Article VIII Committees and Duties There shall be committees created by the PTO as may be required to promote the objectives of the PTO. The chairperson shall be appointed by the president. The term of office shall be for two years unless extended by the PTO. All plans of work of these committees shall be presented to the PTO for approval.
The committees shall include but are not limited to the following: (e.g., Room Parents, Teacher Meal/Treats, School Pictures, Health Checks, Yearbook, Spirit Shirts, Book Fair, and Field Day). The chairpersons shall attend all PTO meetings. Article IX Association Expenditures Article X Article XI Policies Meetings Expenditures exceeding the amount of $500.00 will be voted on by the PTO members present at the meeting. If there is not sufficient time to wait for a meeting, electronic approval may be substituted. To meet approval electronically, at least one-third of the school s families must reply, and as with in-person voting, a two-thirds majority is required. The Principal and PTO President may approve expenditures that are less than $500.00 The PTO shall not interfere with the administrative and technical activities of the school. The Bylaws of this PTO shall be filed in the school office at all times and shall be available upon request. There will be a minimum of four at-large meetings per school year. The Executive Committee shall meet as needed. Agenda items for the at-large meetings must be submitted in writing to the President, or in his/her absence, the Vice President, ten days prior to the meeting. The Executive Committee determines final agenda items. Quorum for at-large meetings shall be two-thirds of those present. Article XII Parliamentary Authority Authority of parliamentary procedure shall be established by Roberts Rules of Order and by the Executive Committee prior to the beginning of the school term then in effect. Article XIII Amendments These Bylaws may be amended at any regular meeting by two-thirds
vote of those members present, provided the proposed amendment was given as a recommendation to the PTO at a previous meeting. Article XIV Dissolution of Organization The organization shall be dissolved after two-thirds vote by membership or attendance at the at-large meeting or special meeting called to dissolve or at the direction of the pastor.
