Project History December 16, 2014. MPB amended the future land use of the stadium property from Urban Activity Center to Public, Recreational and Institutional and rezoned the property to Planned Development to allow for the construction of the soccer stadium. These MPB approvals were not appealed. December 18, 2014. ARB unanimously approved a Major Certificate of Appearance Approval for the stadium design. The ARB approval was not appealed. [ARB2014-00091] January 12, 2015. Orlando City Council accepts the minutes and approved the ARB decision. The approval was not challenged. January 26, 2015. Orlando City Council adopts the GMP amendment and the Planned Development [PD] ordinance [1 st Read]. February 26, 2015. Orlando City Council adopts the GMP amendment and the Planned Development [PD] ordinance [2 nd read]. These adoptions were not challenged.
Project Description In October 2015, the applicant proposed the following. To amend the 2014 Appearance Review Board [ARB] approval of the exterior design of the Orlando City Soccer Stadium for changes to the south façade of the stadium generally resulting from the expansion of the seating capacity from 23,000 to 25,200 and related improvements. The remainder of the exterior design of the stadium [including the east, north and west elevations] remained unchanged from the original ARB approval.
ARB Timeline October 12, 2015. Applicant requests to amend the 2014 ARB Major Certificate of Appearance Approval requesting approval for the previously described façade changes to the south side of the. November 19, 2015. At the November 2015 ARB hearing, ARB members requested additional design detailing to the south façade of the stadium and to defer a decision on the amendment to the 2014 ARB stadium approval. February 18, 2016. ARB unanimously approved the amendment to the soccer stadium Major Certificate of Appearance Approval. February 24, 2016. Petitioner files Quasi Judicial Appeal of February 18 th ARB approval. May 26, 2016. Quasi-Judicial Hearing held for the ARB case appeal. July 11, 2016. Hearing Officer issues Recommended Order for the ARB case appeal.

Petitioners Concerns Alleges the ARB approval of the Major Certificate of Appearance Approval amendment violated the following: Downtown Design Guidelines; Future Land Use Element, Subarea Policy S.6.3; Future Land Use Element, Subarea Policy S.6.4; and Future Land Use Element, Subarea Policy S.6.9.
Hearing Officer Recommendation Based on the Findings of Fact and Conclusions of Law, it is hereby recommended the City of Orlando DENY the petition in opposition in that the Petitioner failed to carry her burden of coming forward with evidence to support the alleged violations of Future Land Use Element Subarea Policies S.6.3, S.6.4 and S.6.9, and the Downtown Design Guidelines, and failed to carry her burden of proof in these proceedings.
