ACTION PLAN to remedy any deficiencies identified in the evaluation report concerning the 2015 evaluation of Austria (Article 16 of Regulation 1053/2013) I. Risk analysis system 3. develop and implement the missing CIRAM 2.0 elements and put the national risk analysis system fully in line with CIRAM 2.0. One important element to develop is a comprehensive strategic risk analysis, including to provide for the capacities for making such analyses; 3.1. Amplification of the variety of Risk Analysis according to the Austrian needs. 3.2. Amplify the scope of inter-agency cooperation in the field of Border and Migration Risk Analysis. 3.3. Establish a functional Risk Analysis Process. 3.4. Identify a comprehensive information management. 3.5. Identify relevant hard and software requirements. 3.6. Develop a comprehensive strategic risk analysis. 3.7. Introduction of the different Matrixes acc. to CIRAM 2.0 into analysis 3.8. Implement the different assessments into the Risk Analysis products acc. to CIRAM 2.0 (i.e. Vulnerability, threat, etc.) 2017 4. ensure sufficient resources and harmonization of the quality of work of different actors involved in the risk analysis process; 4.1. Training of the Risk Analysis officers on regional and local level 2018 5. put more focus on assessing the capacity of the border control system for finding possible systematic gaps and vulnerabilities in the national 5.1. Establish an Airborder-Specialist-Board under coordination of the MoI of all border police stations and relevant authorities and key players. 5.2. system; for example quality control of first line border checks (language skills, risk profiling) and document checks should be made in a more systematic and thorough manner; identification of further necessary. Participants are representatives of the MoI, border police stations, NFPOC and other relevant stakeholders. 5.3. Make this a work-package of the Airborder-Specialist-Board. 6. make special efforts in measuring the level of Austria's border security system to mitigate identified threats and develop tools to indicate areas / procedures which are most vulnerable to specific threats, enabling a swift and sufficient response to different threats and events; 6.1. Evaluate the measuring of the level of Austria's border security system to mitigate identified threats 6.2. Develop approaches to indicate possible vulnerable areas / procedures. 6.3. Enhance the quality of the different Matrixes according to CIRAM 2.0 6.4. Implement the different assessments according to CIRAM 2.0 (i.e. vulnerability, threat, etc.) into practice. 2018 7. consider implementing a scheme of temporary secondments between regional units to enable harmonization of the quality of risk analysis among different units and provide for an additional pool of resources if needed; 7.1. Evaluate the possibility of annual temporary secondments between airport border police stations in order to enhance the quality of risk analysis. 7.2. Make this a work-package of the Airborder-Specialist-Board. 8. participate in FRAN data collection related to secondary movement of migrants and start to submit requested data; 8.1. Training 9. implement the new border guard training concept giving clear priority to the border police officers working at the international airports; 9.1. Evaluate the possibility of implementing the new border-guard training concept within the framework and dependencies of the development of the national basic and advanced police-training concept 2018 10. give more efforts to training of foreign languages (English, Russian and Turkish) for the border police officers working especially in the first line; 10.1. Evaluate the on-going language training in general and with focus on English as the main language of international traffic according to the Frontex English Language tool especially for the border police officers working in the first line. 10.2. Develop approaches for enhancing the language training. 10.3. Continue the on-going support of individual language skills with extended coverage of other languages of local importance. 10.4. Make this a work-package of the Airborder-Specialist-Board. 11. strengthen the training related to minors and other vulnerable groups as well as identification of victims of trafficking in human beings. To make full use of training tools provided by Frontex in this regard; 11.1. Evaluate the training related to minors and other vulnerable groups as well as identification of victims of trafficking in human beings. 11.2. Evaluate the possible use of available Frontex training material. 11.3. Make this a work-package of the Airborder-Specialist-Board by incorporating the respective national Frontex multiplier. Border checks 12. make better use of the Council Directive 2004/82/EC by including more carriers in the national system; 12.1. Evaluate the present inclusion of carriers. 12.2. 13. pay particular attention to minors when conducting border checks according to Annex VII of Regulation (EC) 562/2006; 13.1. See measures under recommendation 11. 14. ensure that at all airports with General Aviation the General Declaration, including the passengers list, is provided to the Borders Police in advance, in accordance with point 2.3.1 of the Annex VI of Regulation (EC) 562/2006; 14.1. Evaluate the present situation regarding the provision of the General Declaration in accordance with point 2.3.1 of the Annex VI of Regulation (EC) 562/2006. 14.2. Develop approaches to ensure the timely provision of the General Declaration, including the passengers list. 14.3. Make this a work-package of the Airborder-Specialist-Board. 15. bring the stamping of the documents of members of the family of a Union citizen who also present their residence card provided for in Directive 2004/38/EC, as well as the positioning of the stamps in line with article 10, Annex IV of Regulation (EC) 562/2006 and the Schengen Hand-book for Border Guards established by Commission Recommendation; 15.1. Evaluate the present situation regarding the stamping of documents of members of the family of a Union citizen who also present their residence card provided for in Directive 2004/38/EC, as well as the positioning of the stamps according to article 10, Annex IV of Regulation (EC) 562/2006 and the Schengen Hand-book for Border Guards established by Commission Recommendation 15.2. Evaluate the present position and the quality of the exit control booths in Terminal 1. 17.2. Develop approaches for enhancements together with the airport authority. 17.3.
