Head Attorney Finance -.1/ Department: Prepared By: Subject: City Clerk Joanne Baade, City Clerk 2015 UPDATE TO COUNCIL APPOINTEES TO REGIONAL COMMITTEES, COMMISSIONS AND BOARDS Fiscal Impact: None Summary: Each year in December, Council updates its appointees to regional committees, commissions and boards. The current list of appointees is attached. Staff recommends that Council update its regional appointments for calendar year 2015. It should be noted that the Orange County Fire Authority (OCFA) requires that Council appoint its primary representative and alternate representative by resolution. Consequently, a draft resolution is attached that can be adopted after Council appoints its representative and alternate to the OCFA. Recommended Action: STAFF RECOMMENDS THAT the City Council: 1. Update Councilmember appointments to various regional Committees, Commissions and Boards. 2. Determine the Councilmembers who will serve as the City's Representative and Alternate to the Orange County Fire Authority Board of Directors. After the appointees are determined, Staff recommends that Council adopt a Resolution entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, DESIGNATING AND APPOINTING ITS REPRESENTATIVE AND ALTERNATE TO THE ORANGE COUNTY FIRE AUTHORITY'S BOARD OF DIRECTORS, with the direction that the names of the City's Director and Alternate be inserted. RESOLUTION NO. Attachment 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, DESIGNATING AND APPOINTING ITS REPRESENTATIVE AND ALTERNATE TO THE ORANGE COUNTY FIRE AUTHORITY'S BOARD OF DIRECTORS WHEREAS, the City, as a "member" of the Orange County Fire Authority Joint Powers Authority (JPA), is entitled to appoint a representative director ("Director") and alternate to the Orange County Fire Authority's Board of Directors; and WHEREAS, each member agency, by resolution of its governing body, shall designate and appoint one representative to act as its Director on the Authority Board of Directors, except the County whose Board of Supervisors shall appoint two representatives to act as its Directors; and WHEREAS, each Director shall be a current elected member of the governing body;and WHEREAS, each Director shall hold office until the selection of a successor by the appointing body; and WHEREAS, each member agency shall also appoint an alternate representative to act in each Director's absence; and WHEREAS, each alternate shall be a current elected member of the member agency's governing body; and WHEREAS, each Director and alternate is to serve at the pleasure of his or her appointing body and may be removed at any time, with or without cause, at the sole discretion of that appointing body; and WHEREAS, any vacancy shall be filled in the same manner as the original appointment of a Director and/or alternate. NOW, THEREFORE, the City Council of the City of San Clemente does hereby designate and appoint (Insert Name) as a Director and (Insert Name) as alternate to the Orange County Fire Authority Board of Directors.
