FLORENCE UNIFIED SCHOOL DISTRICT NO. 1 MINUTES OF GOVERNING BOARD WORK SESSION AND REGULAR BOARD MEETING JANUARY 9, 2018 1.0 Work Session - Call to Order - 6:00 P.M. The Work Session was called to order by Governing Board, President Denise Guenther at 6:00 p.m. in the auditorium of San Tan Foothills High School, 1255 W. Silverdale Rd., San Tan Valley, AZ. 2.0 Roll Call Governing Board members present were: President Denise Guenther, Vice-President Steve Johnson, Board Members, Bob Dailey, Jim Thomas and Katrina Solis. Also in attendance was Mr. Chris Knutsen, Superintendent. 3.0 Possible Correction/Approval of Past Minutes There were no corrections made to the minutes. 4.0 Possible Agenda Reorganization Mr. Knutsen stated that no items needed to be reorganized on the agenda. 5.0 Informational Items Agenda item 5.1 Patriot Award Presentation for Mr. Thad Gates from Mr. Ed Mangan State Director for Military Outreach of the Arizona Employer Support of the Guard and Reserve. Agenda item 6.0 Public Hearing Ms. Beverly Myers Agenda item 18.4 Superintendent, Chris Knutsen Approval of architect, Orcot Winslow through 1GPA for Florence High School, Florence K-8, San Tan Heights K-8 and San Tan Foothills for scope and project to be identified after master planning. 6.0 Public Hearing Agenda item 6.1 - IN ACCORDANCE WITH A.R.S. 15-948(C) and (D), 15-905(D) and 15-905(G) NOTICE IS HEREBY GIVEN TO THE RESIDENTS AND TAXPAYERS of Florence Unified School District No. 01 of Pinal County, State of Arizona, that the Governing Board of the District shall hold a public hearing on January 9, 2018 on or about 6:00 P.M. in the Florence School District Administrative Building located at 1000 S. Main Street, Florence, AZ to present the FY17 SCHOOL DISTRICT ANNUAL FINANCIAL REPORT, REVISION #1, and FY18 SCHOOL DISTRICT EXPENDITURE BUDGET, REVISION #2 for consideration by the residents and taxpayers of the District.

Immediately following the public hearing, the President shall call to order the Governing Board Meeting for the purpose of approving the revised Annual Financial Report and Budget. 7.0 Agenda Item Clarifications There were no agenda items that required clarification. Recess was called at 6:23 PM 8.0 Regular Board Meeting Call to Order - Governing Board President, Denise Guenther called the January 9, 2018 Board Meeting to order at 6:30 p.m. 9.0 Adoption of the Agenda Member Steve Johnson moved, Member Jim Thomas seconded that the Governing Board adopt the Agenda of the January 9, 2018 Work Study Session/Regular Board Meeting/Executive. The motion carried 5-0 10.0 Pledge of Allegiance to The Flag Mrs. Guenther led the Pledge of Allegiance to The Flag. The National Anthem was performed by the combined bands of Anthem K-8 and Florence K-8 under the direction of Mr. David Vosler and Mr. Luis Fisher. 11.0 Board Reorganization Agenda item 11.1 Election of, Governing Board President 2018. Member Bob Dailey moved, Member Jim Thomas seconded that the Governing Board elect Denise Guenther as the Florence Unified School District #1 Governing Board President for 2018. The motion carried 5-0. Agenda item 11.2 Election of the, Governing Board Vice-President, 2018. Member Bob Dailey moved, Member Jim Thomas seconded that the Governing Board elect Steve Johnson as the Florence Unified School District #1 Governing Board Vice-President for 2018. The motion carried 5-0. Agenda item 11.3 Set day and time for Regular Board Meetings in 2018, and designate the School District Administration Building as the official posting place of Board Agendas. Member Denise Guenther moved, Member Jim Thomas seconded that the Governing Board set the day and time for Regular Board Meetings in 2018 to be the second Tuesday of each month beginning at 6:00 p.m., with the Work Study Session beginning at 5:30 PM and the School District Administration and Community Education Buildings to be the official posting places of Board Agendas. The motion carried 5-0.

12.0 Governing Board Member Reports Mrs. Guenther began by thanking the other Board Members for re-electing her as President. She then explained to the public that the Governing Board was up for an award from the Arizona School Boards Association (ASBA) and that they were one of the four finalists among much larger districts and FUSD was the only unified district among them, which is a big accomplishment, especially because we are receiving so much recognition and being all the way out here in Pinal County. During the recent ASBA conference, she was approached by others who commented on all of the positive social media posts, videos, etc., and were impressed by all that we are doing, even stating, Watch out, here comes Florence! Mrs. Guenther thanked the current and previous Board Members who have all been a part of the growth and change she has seen and continues to see as she begins her eighth year serving on the FUSD Board. Mrs. Guenther commented on how well the Board works together and how their common goal is the kids of the District. Other Governing Board Members from other districts have witnessed how well the FUSD Board work together and their desire to emulate the camaraderie they see from the FUSD Board Members. She then showed everyone a video that was created by ASBA for Board s nomination. In conclusion, Mrs. Guenther recognized Anthem K-8 School for greeting the students today with positive messages. Staff lined the hallways and greeted the students as they returned to school with positivity and motivational messages. Mrs. Solis, welcomed everyone back from break and hoped that everyone enjoyed their holiday and she is looking forward to all the great things she will see in the future. Mr. Thomas welcomed everyone back as well and wished everyone a prosperous New Year. Mr. Thomas mentioned that Mrs. Guenther received the All Arizona School Board award at the recent ASBA conference; one of five Board Members state-wide to be recognized for her outstanding work as Governing Board President. Mr. Thomas then recognized a former FUSD principal, Miss Shirley Baker. Mr. Dailey had nothing to add. Mr. Johnson welcomed everyone back from break. Over the past weekend, he was in Tucson at the annual ASBA Board Retreat since he is the ASBA County Director and represents all of the school boards in Pinal County. During the retreat, they worked on an agenda as to what the school boards will be working on looking towards the state level. He is hopeful since Governor Ducey is committed to providing more funding toward education; however, that doesn t account for the additional funding the districts still need. Mr. Johnson thanked Mrs. Guenther for her commitment because while he was in Tucson, she was down at the State Capital with Save Our Schools along with 3,000 other advocates. He concluded by stating that he is honored to be part of the FUSD Governing Board, which is not only considered to be one of the top Boards in the state but also to work alongside Denise Guenther and Jim Thomas, who both are recipients of the All Arizona School Board Award. He is grateful to have the opportunity to learn from their leadership as they all continue to strive for excellence.

Superintendent s Report Mr. Knutsen stated how very proud he was to watch our Board be recognized at the recent ASBA conference and witness Mrs. Guenther receive the All Arizona School Board Award. It was a great moment for FUSD! He is very proud to be a part of this organization. He hears stories about the dysfunction of other school boards, but is happy to say that is not how our Board works. He continued by thanking all of the kids, teachers, administrators and the entire staff of FUSD for an awesome first semester. Mr. Knutsen explained how he was present in Phoenix today as the Governor provided all the future plans for future public school funding with the hopes of fully restoring capital within the next five years, although this is not enough. Mr. Knutsen explained that even our support services department greatly needs items such as a wood chipper that our Financial Director, Beverly Myers spoke about earlier in her report. Although an item like this might not seem important, this department has had to do so much more with less and having the appropriate equipment will help them get their jobs done. He concluded by thanking everyone who voted to approve the Bond because that is what is getting us over the hurdle. Mr. Knutsen then invited Assistant Superintendent, Tony Jimenez the podium to introduce principals, Leah Alisa of Anthem K-8 and Deanna Potter of Florence K-8 to give brief presentations of their schools and then to introduce their award recipients for the month of January. A brief speech that targeted the District s Six Pillars was given by students, Lolita Vasquez from Florence K-8 and by Andrew Teran, Anthem K-8. Superintendent, Mr. Knutsen then called Assistant Superintendent, Tony Jimenez to the podium to announce the award recipients for the month of January. Superintendent, Mr. Knutsen, along with Assistant Superintendent, Mr. Adam Leckie, personally recognized and shook hands with each student. Member Jim Thomas moved; Member Katrina Solis seconded that the Governing Board approve items #16.2 through #16.16. The motion carried 5-0. Agenda item 18.2 FY17 Annual Financial Report, Revision #1 Member Bob Dailey moved, Member Jim Thomas seconded that the Governing Board approve the FY17 Annual Financial Report, Revision #1. The motion carried 5-0. Agenda item 18.3 Declaration to Reimburse an Expenditure with Proceeds of Tax-Exempt Bonds, Exhibit D. Member Steve Johnson moved, Member Jim Thomas seconded that the Governing Board approve the Declaration to Reimburse an Expenditure with Proceeds of Tax-Exempt Bonds, Exhibit D. The motion carried 5-0. Agenda item 18.4 Governing Board approval of architect, Orcot Winslow through 1GPA for Florence High School, Florence K-8, San Tan Heights K-8 and San Tan Foothills for scope and project to be identified after master planning.
