James Hood declaring April 8-13, 2016, as National Distracted Driving Enforcement Week. Councilmembers commented on the matter. 2. 3 PROCLAMATION - ANIMAL CARE AND CONTROL APPRECIATION WEEK City Clerk Teresa Vargas provided the proclamation to Animal Services OfFicers Tiffany Estrada and Venicia Brown, and Administrative Assistant April 10-16, 2016, as Animal Care and Control Hilary Young declaring Appreciation Week. 2. 4 SB5 REQUIRED 200- YEAR URBAN LEVEL OF FLOOD PROTECTION - UPDATE City answer period ensued throughout the presentation. City Manager Stephen Salvatore provided additional information. Dan Doyle ( Lathrop, CA.) Engineer Glenn Gebhardt provided the presentation. A question and expressed various concerns related the matter, including participation from neighboring jurisdictions, expressed appreciation to staff for their efforts, and requested copies of related maps presented with the item. City Manager Stephen Salvatore provided additional information. 2. 5 MAYOR' S COMMITTEE REPORT( S) Parks and Recreation Director Zach Jones provided the presentation and information related to the following special events: Community Event Volunteer Meeting Event held on March 28, 2016, at the Lathrop Senior Center. TA 16-18) TO VARIOUS SECTIONS OF TITLE 17 OF THE ZONING CODE AND SECTION 5. 08. 020 OF TITLE 5, BUSINESS LICENSES AND REGULATIONS OF THE LATHROP MUNICIPAL CODE Second reading and adoption of Ordinance 16-355 approving various text amendments to the various Sections of Title 17, the Zoning Code, and Section 5. 08. 020 of Title 5, Business Licenses and Regulations: Section 5. 08. 020 ( Definitions): To remove Massage Establishments from classification as adult entertainment business. Section 17. 04. 080 ( Definitions): To add definitions to clarify uses or requirements. Section 17. 16. 050 ( Lot Types, Yard Area and Setbacks): To define different types of lots and provide guidance on the measurement of yard areas and setbacks. Section 17. 32. 050 ( One Family Development Standards): To update development standards for single- family projects pertaining to density, setbacks, and accessory structures. Section 17. 36. 050 ( Multi Family Development Standards): To update development standards for multi- family projects pertaining to density, setbacks, and accessory structures. Section 17. 38. 070 ( Residential Small Lots): To provide standards for required parking. Section 17. 92. 070 ( Screening and Fence): To clarify fence and sound wall requirements for residential districts. 4. 4 CAPITAL FACILITY FEE FUND REPORT FOR FY 2014-2015 Pulled by Vice Mayor Dresser. A question and answer period ensued. City Manager Stephen Salvatore and Assistant Engineer Dameon Flores provided additional information. Reviewed and accepted the Capital Facility Fee Fund Report for Fiscal Year 2014-2015. 4. 5 APPROVE TASK ORDER NO. 4 WITH J. B. ANDERSON LAND USE PLANNING TO PROVIDE ADDITIONAL PLANNING SERVICES FOR THE SOUTH LATHROP SPECIFIC PLAN ANNEXATION PROJECT Adopted Resolution 16-4045 approving Task Order No. 4 with J. B. Anderson Land Use Planning to provide additional planning services for the South Lathrop Specific Plan Annexation Project. 4. 6 APPROVAL OF THE PRELIMINARY ENGINEER' S REPORT AND DECLARING INTENTION TO LEVY ANNUAL ASSESSMENTS FOR FISCAL YEAR 2016/ 17 FOR LANDSCAPE AND LIGHTING MAINTENANCE DISTRICT NO. 93-1 WOODFIELD PARK) Vice Mayor Dresser and Mayor Dhaliwal stepped down from the dais at 8: 13 p. m. and returned at 8: 15 p. m. Adopted Resolution 16-4049 approving the Preliminary Engineer' s Report for the Mossdale Landscape and Lighting Maintenance District and declaring intention to levy annual assessments for Fiscal Year 2016/ 17; 4. Adopted Resolution 16-4050 approving the Preliminary Engineer' s Report for the Stonebridge Landscape Maintenance District and the Stonebridge Drainage & Lighting District and declaring intention to levy 2016/ 17; and annual assessments for Fiscal Year 5. Adopted Resolution 16-4052 approving professional consulting services agreements with Civil Engineering Solutions, Consultant Engineer- Robert Pyke and Hultgren- Tillis Engineers to provide professional services as Independent Panel of Experts for the 200- Year Level of Flood Protection Project and a Budget Amendment. 4. 9 APPROVAL OF FINAL MAP AND SUBDIVISION IMPROVEMENT AGREEMENT SIA) FOR 31 LOTS IN TRACT 3827 VILLAGE C1- A Adopted Resolution 16-4053 approving Final Map for Tract 3827 Village C1- A, totaling 31 single family lots subdivision and a Subdivision Improvement Agreement with River Islands Development, LLC. 5. SCHEDULED ITEMS 5. 1 CALIFORNIA HERO PROGRAM WHICH ALLOWS FINANCING THROUGH THE PROPERTY ASSESSMENT CLEAN ENERGY ( PACE) PROGRAM City Clerk Teresa Vargas provided the presentation. A question and answer period ensued throughout the presentation. City Attorney Salvador Navarrete and Director of Municipal Development Eve Perez, with the Hero Program, provided additional information. The question and answer period continued. Council considered options regarding the implementation of the California HERO Program which allows financing through the Property Assessment Clean Energy ( PACE) Program. Council consensus directed staff to further negotiate indemnification language with HERO, and bring back the item for consideration at a future meeting. No further action taken. 6.
