Election Guide 10 winner-take-all Beginning on March 15, states can award Delegates on a winner-take-all basis. Florida has the largest bloc of delegates to be elected under this rule on March 15. The Florida GOP Primary shapes up as a potential showdown between former Governor Jeb Bush and his former protégé, Senator Marco Rubio. Ohio, another state with a large number of delegates, also votes on March 15 and is the home of Governor John Kasich. In April, the colonial primaries deliver huge blocs of delegates with New York voting on the 19 and Connecticut, Delaware, Maryland, Pennsylvania and Rhode Island a week later. By the end of the month nearly 75 percent of the Delegates will have been selected.
