CITY COUNCIL & REDEVELOPMENT AGENCY M I N U T E S Tuesday, May 25, 2010 A Regular Meeting of the City Council and Redevelopment Agency was held in the Council Chamber, Pico Rivera City Hall, 6615 Passons Boulevard, Pico Rivera, California. Mayor Salcido called the meeting to order at 6:02 p.m. on behalf of the City Council/Redevelopment Agency and the Water Authority. PRESENT: COMMISSIONERS PRESENT: David Angelo, Sister City Commissioner INVOCATION: Mayor Pro Tem Archuleta PLEDGE OF ALLEGIANCE: Councilmember Contreras Rapisarda 1 st PERIOD OF PUBLIC COMMENTS AGENDA ITEMS ONLY: Ruben Olague: Addressed the City Council regarding Item No. 4 and requested that sidewalks be placed near the senior citizens apartments on 9400 Verner Street and the 5100 block of Lindsey Avenue. Mayor Salcido requested that staff look into Mr. Olague s request. CONSENT CALENDAR: 1. Minutes: City Council/Redevelopment meeting of May 11, 2010 2. 19 th Warrant Register of the Fiscal Year 2010-2011 This item was removed from the Consent Calendar for further discussion and clarification.

Motion carries by the following roll call vote: CONSENT CALENDAR ITEMS PULLED: 2. 19 th Warrant Register of the Fiscal Year 2010-2011 Check Numbers: 239863-240019; 240024-240171 Special Checks Numbers: 239861-239862; 240020-240023 Councilmember Contreras Rapisarda inquired about line items regarding the Dial-A- Ride Program and monthly bus passes and suggested that with regard to the Dial-A- Ride program that the City may consider purchasing their own vehicles. In response to Councilmember Contreras Rapisarda s inquiry, Assistant City Manager Lopez stated that a study is currently underway to evaluate the City s transportation needs and that the monthly bus passes are subsidies for students and senior citizens.

Landscaping and Lighting Assessment District No. 1 Annual Renewal Consideration (700/98) Motion by Mayor Pro Tem Archuleta, seconded by Mayor Salcido to: 1) Approve Resolution No. 6540 initiating the Fiscal Year 2010-2011 Levy of Annual Assessment and ordering the preparation of the Engineer s Report for the Landscaping and Lighting Assessment District No. 1; 2) Approve Resolution No. 6541 preliminarily approving the Engineer s report for the Fiscal Year 2010-2011 levy and collection of assessments within the Landscaping and Lighting Assessment District No. 1 pursuant to the Landscaping and Lighting Act of 1972; and 3) Approve Resolution No. 6542 declaring the City Council s intention to levy and collect the annual assessment within the Landscaping and Lighting Assessment District No. 1 for Fiscal Year 2010-2011 pursuant to the Landscaping and Lighting Act of 1972, Part 2 of Division 15, of the California Streets and Highways Code, and setting June 8, 2010 as the date for the public hearing on objections thereto. OLD BUSINESS: Councilmember Contreras Rapisarda acknowledged and congratulated Mayor Pro Tem Archuleta and his family upon his son s graduation from West Point. 2 ND PERIOD OF PUBLIC COMMENTS ALL OTHER CITY-RELATED BUSINESS: Ruben Olague: Addressed the City Council regarding the Congressional Art Contest winner El Rancho High School Senior Jesus Rivera whose art work will be displayed in Washington D.C.

Page 6 of 7 John Belmonte, Vice President of the Pico Rivera Concerned Citizens Committee: Addressed the City Council to comment on articles in the Whittier Daily News regarding Mayor Pro Tem Archuleta. Roddie Rodriguez, President of the Pico Rivera Concerned Citizens Committee: Addressed the City Council to comment on articles in the Whittier Daily News regarding Pico Rivera dignitaries. Paula Murga, member of CTIP: Addressed the City Council to speak of the increase in fees for DVD s of City Council meetings and to inquire about the release of Public Information Officer Monica Gutierrez. Al Aresti: Addressed the City Council regarding proper no right turn signage for construction at Passons Boulevard and Mines Avenue and people being cited for making right turns. CITY COUNCIL COMMENTS: Mayor Salcido stated that there have been several complaints regarding citations for right turns at the corner of Passons and Mines but indicated that during construction making a right turn impedes into the oncoming traffic and is clearly a safety issue and that he would investigate the situation further. Mayor Pro Tem Archuleta suggested staff post a construction list and schedule of construction taking place throughout the City for residents to view at City Hall and City Hall West with Assistant City Manager Lopez adding that this information would be available on the City s website as well. In regard to proper no right turn signage, he suggested that staff and the construction company work together to be proactive. Councilmember Contreras Rapisarda suggested that residents be aware during the City s construction phases and to drive safely and cautiously and be mindful of the posted signage. She also suggested that the winner of the Congressional Art Contest artwork be displayed at City Hall. Recessed to Water Authority at 6:36 p.m. ALL COUNCIL MEMBERS WERE PRESENT
