February 9, 2016 Seward County Board of Equalization A regular meeting of the Seward County Board of Equalization was convened in open and public session at 8:30 a.m. on February 9, 2016 in the Commissioner s room at the Seward County Courthouse. Notice of the meeting was posted on the Courthouse bulletin board and on the Commissioner s room door. The agenda for all meetings is kept continually current and is available for public inspection at the County Clerk s Office during normal business hours. The agenda is held open until one business day prior to the meeting for appearance before the Board. The Board of Equalization has the right to modify the agenda to include items of an emergency nature only at such public meeting. The Seward County Board of Equalization convened on February 9, 2016 at 8:30 a.m. Present: Chairperson: Whitney Fleischman Members: Mike Luebbe, Diana Garske, Eugene Gausman, Roger E. Glawatz County Clerk: Sherry Schweitzer County Assessor: Marilyn Hladky The Chairman noted that the public meeting information is posted as required by law and available for public distribution if requested. The Pledge of Allegiance was recited. Moved by Luebbe and seconded by Glawatz to approve the minutes of January 26, 2016. The Pledge of Allegiance was recited. Shelly Stitt, Seward County 4-H Educator along with Cara Wolverton, Krystin Oborny, Molly Newburn, Colbey Luebbe, & Molly Suhr presented information about 4-H and asked the Commissioners to sign a proclamation declaring February as 4-H Month. Moved by Fleischman and seconded by Luebbe to authorize the Chairman to sign a Proclamation declaring February as Nebraska 4-H Month. Moved by Fleischman and seconded by Gausman to approve the minutes of January 26, 2016. Affirmative Vote: Fleischman, Gausman, Luebbe, Garske, Glawatz Motion Carried Wess Robotham with Southeast Nebraska CASA along Christine Larson was present to give information about their organization. Mike Janssen, Building and Grounds Supt. gave information about painting the bell tower and updating the elevator. He also updated the Commissioners on the addition for the Evidence Building. Moved by Fleischman and seconded by Luebbe to open the public hearing at 9:35 a.m. for the Seward County 1 & 6 Year Program. Affirmative Vote: Fleischman, Luebbe, Gausman, Garske, Glawatz Motion Carried Curt Parrack, Highway Supt. gave information for the road projects on both the 1 & 6 Year Plan. Darrell Carr, a member of the public made a remark about the budget for the Road Dept. for gravel. Moved by Fleischman and seconded by Luebbe to close the public hearing at 10:00 a.m. Parrack also gave information about the snowstorm removal process this last week.

Michaela Tuttle, HR gave information about an agreement with Great Plains Communication for high speed internet. Moved by Fleischman and seconded by Garske to authorize the Chairman sign the Service Agreement with Great Plains Communication for high speed internet. Affirmative Vote: Fleischman, Garske, Gausman, Glawatz Motion Carried Commissioner Reports: Commissioner Luebbe reported he attended a meeting with the Sheriff s Office for the new Justice Center. He also met with bank representatives regarding Justice Center financing, attended the 911 meeting, went to NACO Legislative meeting, and received phone calls about the Justice Center construction. Commissioner Garske reported she worked on correspondence from employees. Commissioner Gausman attended an IT meeting with Firespring, a NACO Legislative meeting, and received correspondence from an organization about a gun range. Commissioner Fleischman attended a CASA Board meeting, a personnel Board meeting, dealt with correspondence from constituents and the Justice Center Construction Manager. Commissioner Glawatz reported that he was on a team of interviewers for the new Chamber organization and also had a meeting with the Vision Group. He helped pick up the new Assessor vehicle from the dealer, attended a bank meeting concerning the Justice Center, and attended a Region V meeting. Moved by Garske and seconded by Fleischman to approve the Special Designated Liquor License for JUNTO LLC. Affirmative Vote: Garske, Fleischman, Luebbe, Gausman, Glawatz Motion Carried Moved by Fleischman and seconded by Garske to accept the Clerk of the District Court report for January 2016 in the amount of $6,245.65. Affirmative Vote: Fleischman, Garske, Gausman, Luebbe, Glawatz Motion Carried Moved by Garske and seconded by Luebbe to adopt Resolution No. 3223 to support the Vision Statement of the Seward County Chamber & Development Partnership & appoint Commissioner Garske as Seward County Board of Commissioners Representative. RESOLUTION NO. 3223 OF THE WHEREAS, the Seward County Board of Commissioners support economic development initiatives across all of Seward County; and WHEREAS, eight (8) development-related organizations in Seward County have been working together to develop a common vision and guiding principles for the future of Seward County; and WHEREAS, these organizations (the Seward Area Chamber of Commerce, the Seward County Economic Development Corporation, the Seward Area Development Corporation, the Seward County Visitor s Committee, the Seward County Housing Corporation, the Milford Chamber of Commerce, the Utica Commercial Club and the Seward Arts Council) seek the adoption of a common vision by non-profits and governmental entities in Seward County and support the formation of a new, unified chamber and economic development organization to be known as the Seward County Chamber and Development Partnership. NOW, THEREFORE BE, AND IT IS HEREBY RESOLVED by the Seward County Board of Commissioners that: the shared vision statement and guiding principles encompass all of Seward County and present an opportunity for all of the County to work together to achieve in the future; and The Seward County Board of Commissioners do hereby adopt and embrace the vision statement and guiding principles as attached.

BE IT FURTHER RESOLVED that the Seward County Board of Commissioners supports the formation of the Seward County Chamber and Development Partnership and appoints Commissioner Diana Garske to be its representative when the organizational meeting is held. Adopted and approved this 9 day of February, 2016. RESOLUTION NO. 3224 OF THE Whereas: the Jones national Bank & Trust Co. desires to withdraw the following security: Withdraw Par Amount FNMA-cusip# 3136G0DU2-rcpt# 60027038 1,000,000.00 Whereas, there would, after the withdrawal, be more than enough pledged o Seward County to cover county funds in said bank; Therefore, this County Board accepts the above withdrawal of securities by the Jones National Bank & Trust Co. of Seward. Motion by: Garske Seconded by: Gausman Aye: Diana Garske, Eugene Gausman, Whitney Fleischman, Michael Luebbe, & Affirmative Vote: Garske, Gausman, Fleischman, Luebbe, Glawatz Motion Carried Moved by Fleischman and seconded by Garske to adopt Resolution No. 3225 in regard to Farmers and Merchants Bank to withdraw pledge securities. RESOLUTION NO. 3225 OF THE Whereas: the Farmers & Merchants Bank of Milford desires to withdraw the following security: Withdraw Par Amount Northeast Neb Comm. College LTD Tax & 1,000,000.00 LTD Tax & Dorm Rev Bonds 2014 Whereas, there would, after the withdrawal, be more than enough pledged o Seward County to cover county funds in said bank; Therefore, this County board accepts the above withdrawal of securities by the F & Merchants Bank of Milford.

Moved by Fleischman and seconded by Luebbe to accept the County Clerk Fee Report for January 2016 in the amount of $17,964.15. Affirmative Vote: Fleischman, Luebbe, Gausman, Garske, Glawatz Motion Carried Commissioner Fleischman updated the Commissioners on the Justice Center Project. Schweitzer updated the Commissioners on legislative matters.
