Cable TV Commission About Created in 1984, this commission regulates and oversees the operations of cable television in Issaquah to ensure quality service to residents. It also oversees the operations of the City s government access cable channel ICTV Channel 21. Membership The Cable TV commission is comprised of five regular members, with four-year terms; and two alternates, with two-year terms. All members are appointed by the Mayor and subject to confirmation by the City Council. Terms expire April 30 of the year listed. CALL TO ORDER Chair STEPHENS called the meeting to order at 6:00 p.m. 2. APPROVAL OF MINUTES AUTHIER MOVED TO APPROVE THE MINUTES AS PRESENTED OF May 19, 2015. EMRICK SECONDED. MOTION CARRIED UNANIMOUSLY. 3. AUDIENCE COMMENTS 4. AGENDA ITEMS Candidate Forum Finalization Tim Smith submitted a Forum Outline and Candidate Questions to Denise Smith, forum moderator, and Commission members. Members reviewed and revised the documents with Denise Smith. White Paper Cable TV Commission Tim Smith and STEPHENS attended the September 21 Council meeting. The City Council approved the recommendation of the CTC to move to an as needed basis. There was a short by debate by the City Council on one of the CTC s recommendations to change the CTC to a technology commission. STEPHENS asked members what their thoughts were regarding a Technology Commission. General consensus was to pursue a separate Technology Commission. Future dates with WAVE and Comcast AUTHIER please add a question as to which companies will be installing cable in the new apartment complex on Gilman and 7 th. Will Century Link s Prism be available to Issaquah? Smith will check with administration. Commission entered Executive Session 7:19 completed 7:25. 5. REVIEW OF GOALS Page 5 of 8

Review of Goals and Calendar of Events 1. Closely monitor and assess the franchise agreements for compliance. Dec-Jan No activity. Feb - The Commission reviewed the City of Seattle s new franchise agreements. Mar May The Commission has received two significant customer complaints on service and billing. The Commission met with one complainant and discussed different ways to resolve the issues. Smith will discuss the issues with Terry of Comcast. June-Aug Smith continues to field complaints and issues concerning WAVE and Comcast. Sept Smith is dealing with two issues dealing with possible violation of senior discount. 2. Monitor technical as well as regulatory changes that may be affecting cable service and the changing regulatory status of internet service. Dec Jan Tracking the FCC on media mergers and net neutrality. Feb Tracking the FCC on media mergers and net neutrality. Mar May The Commission discussed changes in technologies and new content providers over the internet. June August No activities September No activity 3. Promote Channel 21 and website video content to the residents. Dec-Jan City s Communication Team continues to promote City video content through social media such as Facebook and Twitter. Feb ICTV programming was put out through the City s electronic newsletter. Mar May None, June August Continue through the City s electronic newsletter, twitter, and Facebook to promote City content. September Smith submitted the stats for You Stream and You Tube. 4. Assess programming, content delivery, and policies for meeting the needs of City residents. Dec-Jan Smith will provide the Commission the latest analytics for You-Tube and You- Stream. January went over You-Stream allotment for viewing hours. Feb Smith provided members reports for views and minutes on You-tube and You-Stream. Mar May Smith has been providing members with reports for views and minutes. He submitted a report for You-tube. June August The City has received a huge amount of hits over the last week. September No activity. 6. REVIEW OF ACTION ITEMS 1. Need employee ORG chart and number of subscribers from WAVE. Items 2 and 10. Number of subscribers is 759. Continued to March for Org chart. Continued. Smith will update for annual meeting. Completed 2. August Send letters to Franchisees requesting annual meeting with the Commission in September and October on the status of the Franchise; fees, build-out, customer service, etc. Develop and review a list of questions to the Franchisees for that meeting that includes the rates, fees, and the most recent system performance and signal leakage. Request finance report for cable deposits.
