Acknowledgements Vision and Strategy of BRICS document prepared by the BTTC Fortaleza BRICS Summit Declaration Agreements signed by BRICS institutions

Introduction Cabinet appointed the HSRC to incubate the South African BRICS Think Tank (SABTT) in 2013. Declaration signed by the five countries to establish the BRICS Think Tanks Council (BTTC) in March 2013. The 5 th BRICS Summit approved it in Durban. The Dehli declaration stipulated that the BTTC should develop a BRICS Vision and Strategy document.

BRICS Vision and Strategy: 5 Pillars 1. Promoting cooperation for economic growth and development; 2. Maintaining peace and security; 3. Promoting social justice, sustainable development and quality of life; 4. Reforming the global political and economic governance architecture and 5. Attaining progress through knowledge and innovation sharing.

Economic Growth and Development The areas of trade, foreign investment, and capital markets to counteract the negative effects of negative global trends. Further cooperation in trade and investment that promotes inclusive economic growth and development, stabilizing the financial sector, industry and commerce, agriculture and infrastructure development. Explore financial transaction, credit and payment system that facilitates doing business among countries. BRICS to support, in their respective regions, social, economic and investment infrastructure to promote trade and job creation and infrastructure development in all sectors of the economy.

Peace and Security Seek reform of the UN; Counter international terrorism and piracy; Ensure cyber and information security and; Disarmament and non-proliferation of weapons of mass destruction.

Social justice, sustainable development and quality of life Guard against environmental threats to sustainable economic development Improve living conditions Reduce inequalities Create employment opportunities Eradicate extreme poverty Increase innovation Informal entrepreneurial opportunities Prioritize health and education Universal health coverage to reduce morbidity and premature mortality. Universal access to basic education and increase post-school education and training

Reforming the global political and economic governance architecture Share good experiences on good governance and transparency; Comprehensive reform of the UN, World Bank, and IMF to be inclusive, more effective and more efficient and Promote reforms to encourage productive investment as opposed to speculation fuelled by financial gains and unregulated credit.

Knowledge and Innovation Sharing Share knowledge, skills and innovation; Promote intra-brics collaboration among governments, business, academic institutions and civil society; Promote tripartite relationship among academic institutions, business and government on knowledge sharing on innovation; Joint research and student exchange; Nurture world class education and research institutions; Coordinate: ICT, energy generation, biotechnology, pharmaceuticals, manufacturing; Strengthen national innovation systems and indigenous and traditional national systems; Knowledge generated should benefit all nations.

BRICS Summit in Fortaleza 6 th BRICS Summit was held on the 14 th to 16 th of July in Fortaleza and Brasilia, Brazil under the theme of Inclusive Growth: Sustainable Solutions Theme informed by: BRICS countries inclusive macroeconomic and social policies driven by the need to simultaneously achieve growth, inclusiveness, protection and preservation The Summit adopted the Fortaleza Declaration Action Plan

BRICS Summit in Fortaleza By the time the leaders met in Fortaleza, BRICS had a shared view on: global peace, economic stability, social inclusion, equality, sustainable development and mutually beneficial cooperation with all countries

Achievements: Reaching out to emerging economies BRICS has gone beyond intra-brics Cooperation to expand relationships with Africa and South America. BRICS and African Union Meeting in South Africa and agreed to contribute to infrastructure development. BRICS and South American nations meeting in Brasilia on the 16 th of July to make them partners in enhancing multilateralism and international cooperation.

BRICS Social Policies Economic growth and social inclusion policies helped to: stabilize global economy, foster job creation, reduce poverty, and combat inequality, Now BRICS plans to: play a significant role in promoting social development and in contributing to the development of the Post 2015 international agenda

Agreements: Monitoring progress on social policies To monitor progress on social policies the 6 th BRICS summit instructed the BRICS countries National Institutes of Statistics and the Ministries of Health and Education, supported by the BTTC to examine and report on the feasibility of a platform for the development of core methodologies for social indicators.

BRICS Principles governing Global Economic Policy Universal country rights, equal opportunities and fair participation in global economic, financial and trade affairs; An open world economy with efficient allocation of resources, free flow of goods, and fair and orderly competition to the benefit of all and An open, inclusive, non-discriminatory, transparent and rule-based multilateral trading system.

Position on the governance of multilateral institutions Commitment to the UN; reform the UN and UN security council to be more representative, efficient, effective and responsive China and Russia reiterate the importance they attach to Brazil, India and South Africa's status and role in international affairs and support their aspiration to play a greater role in the UN Reform of the World Bank Reform of the IMF

Position on Peace and security Mutual trust, mutual benefit, equity and cooperation, and addressing the root causes of conflicts, (political, economic and social dimensions); Gender perspective must be brought to bear in conflict prevention and resolution, peacebuilding, peacekeeping, rehabilitation and reconstruction efforts; Condemns unilateral military interventions and economic sanctions in violation of international law and universally recognized norms of international relations; No state should strengthen its security at the expense of another; Promote, support and protect human rights including in the BRICS countries and globally.

BRICS call for peaceful resolutions to conflicts Support for presidential elections and return to democracy in Guinea Bissau and Madagascar; Call to an end to Boko Haram s terror activities in Nigeria, including the abduction of girls; Need to stabilize Mali to achieve sustainable security Call on warring parties in Southern Sudan to keep to commitments made and protect civilians; Condemn the atrocities perpetrated against civilians in the Central African Republic and urge all warring parties to cease hostilities, Call for all those fighting in the Democratic Republic of Congo to end.

BRICS call for peaceful resolution of conflicts, cont No military solution to the conflict in Syria. End human rights violations by all parties and condemn the use of chemicals in war. BRICS calls upon Israel and Palestine to resume negotiations leading to a two-state solution with a contiguous and economically viable Palestinian State existing side by side in peace with Israel, within mutually agreed and internationally recognized borders based on the 4 June 1967 lines, with East Jerusalem as its capital. BRICS recognize Iran's inalienable right to the peaceful use of nuclear energy in a manner consistent with its international obligations.

BRICS call for peaceful resolution of conflicts, cont BRICS supports Afghanistan's emergence as a peaceful, stable and democratic state, free of terrorism and extremism. Concerned about the crisis and terrorism in Iraq and supports the Iraqi government to uphold national sovereignty and territorial integrity. Concerned about the war in Ukraine and want de-escalation of the conflict and finding peaceful solutions. There is no justification for terrorism and condemn financing and supporting terrorist activities.

Position on use of ICT Promote use of the internet for peace and economic development Combat cybercrimes Condemn acts of mass electronic surveillance and data collection of individuals all over the world, as well as violation of the sovereignty of States and of human rights, in particular the right to privacy.

On Climate Change Recognise that climate change as one of the greatest threat to human kind, no clear statement made other than to support negotiations currently underway Focus is on renewable clean energy, newer energy technologies for sustainable development, economic growth, increased efficiency in the use of natural resources Support universal access to energy

On Post 2015 sustainable development goals Support the sustainable development financing strategy for the SDG s with ODA as an instrument. Elements would include: Education for all goal to continue and ensure equitable, inclusive and quality education and lifelong learning for all ; support BRICS networking of universities, End gender inequality, women's rights and issues facing young people Ensure sexual and reproductive health and reproductive rights for all

Corruption Combat domestic and international bribery in line with the United Nations Convention on Corruption.

Agriculture and Food Security Food security for the most vulnerable population, Mitigation strategies of climate change to ensure food security, Adaptation of agriculture to climate change.

Implementation of strategic objectives For the past 5 years, BRICS was guided by overarching objectives of peace, security, development and cooperation, The 6 th year, BRICS is now moving towards comprehensive cooperation and a closer economic partnership to facilitate: market inter-linkages, financial integration, infrastructure connectivity and people-to-people contacts.

Road map for intra-brics economic cooperation Based on a BRICS Economic Cooperation Strategy and a Framework of BRICS Closer Economic Partnership documents, which were informed by the input of the BRICS Think Tanks Council (BTTC), the Summit Leaders instructed their Sherpa's to advance discussions with a view to submit their proposal for endorsement by the next BRICS Summit in Russia.

BRICS Agreement on Macro-economic Policy Strong commitment to intra-brics and work with the world community to foster financial stability, support sustainable, stronger and inclusive growth and promote quality jobs. BRICS is ready to contribute to the G20 goal of lifting the collective GDP by more than 2 percent above the trajectory based on current policies over the coming 5 years.

Signed Agreements Agreement on the New Development Bank Treaty for The Establishment of a BRICS Contingent Reserve Arrangement Memorandum of Understanding on Cooperation among BRICS Export Credit Insurance Agencies Cooperation Agreement on Innovation

Agreements: New Development Bank New Development Bank- an initial authorized capital of US$ 100 billion; initial subscribed capital of US$ 50 billion equally shared New Development Bank Headquarters: Shanghai New Development Bank Africa Regional Center: Johannesburg President: India Chair of the Board of Governors: Russia Chair of the Board of Directors: Brazil Ministers of Finance to develop the mode of operation. Excellent e.g. of democracy in international cooperation win-win outcomes!

Agreement: CRA Signed Treaty for the establishment of the BRICS Contingent Reserve Arrangement (CRA) with initial amount of US$ 100 billion to: Forestall short-term liquidity pressures, Promote further BRICS cooperation, Strengthen the global financial safety net, Augment existing international arrangements.

BRICS EXPORT CREDIT INSURANCE AGENCIES Brazilian Guarantees Agency Export Credit Guarantee Corporation of India Ltd OJSC «Russian Agency for Export Credit and Investment Insurance» China Export & Credit Insurance Corporation 1. support and encourage trade and investment within the BRICS countries; 2.internationally promote products and services of BRICS countries; 3.exchanging experience in export credit and investment insurance; and 4.Share international guidelines and regulations on export credits and investment insurance. Cooperation Agreement On Innovation Banco Nacional de Desenvolvimento Econômico e Social - BNDES, State Corporation «Bank for Development and Foreign Economic Affairs (Vnesheconombank)», Export-Import Bank of India, China Development Bank Corporation, and Development Bank of Southern Africa Limited Facilitate cooperation on projects and initiatives that foster investments in technological innovation with emphasis on infrastructure and sustainable energy, including process and product innovation in fields related to industries, services and agribusiness Facilitate the flow of funding directed towards innovation projects

Endorsement of the work of the BTTC by the Summit We welcome the BTTC Study Towards a Long-Term Strategy for BRICS: Recommendations by the BTTC. We acknowledge the decision taken by the BTTC, taken at its Rio de Janeiro meeting in March 2014 to focus its work on the five pillars upon which the BRICS long-term strategy for cooperation will rest. The BTTC is encouraged to develop strategic pathways and action plans that will lead to the realization of this long-term strategy.

Way forward BTTC is working on strategic pathways and action plan for submission to the next BRICS Summit in Russia 1. Promoting cooperation for economic growth and development (China) 2. Peace and security (Russia) 3. Social justice, sustainable development and quality of life (South Africa) 4. Political and economic governance (India) 5. Progress through knowledge and innovation sharing (Brazil) The work is done collaboratively with academics & NGOs within the five countries and among the BRICS countries

Conclusion BRICS is now a cohesive group, acting in unison to contribute to the global agenda based on an alternative social policy peace and security innovation sustainable development financing infrastructure development creating mechanisms for economic cooperation between and among BRICS countries and beyond Reliance of academic input to policy making will take BRICS far
