MINUTES OF THE CITY COUNCIL PERSONNEL COMMITTEE THURSDAY, NOVEMBER 16, 2017 MAYOR S OFFICE MANASSAS CITY HALL The Personnel Committee Meeting was held in the Mayor s Office, on the above date, with the following present: Council Members Ken Elston, Ian Lovejoy, and Mark Wolfe, City Manager W. Patrick Pate, and Human Resources Manager Darla J. Hicks. The Chairman of the Committee, Council Member Elston, called the meeting to order at 5:59 p.m. Item 1. Approval of Personnel Committee Minutes 1.1 Personnel Committee Minutes: October 19, 2017 COUNCIL MEMBER LOVEJOY moved that the Minutes of the October 19, 2017 Personnel Committee meeting be approved. Seconded by Council Member Wolfe. Roll call: AYES Elston, Lovejoy, and Wolfe. MOTION CARRIED. Item 2. City Manager Update Mr. Pate provided an update on the search for a City Attorney. Item 3. Authorization of a Closed Meeting 3.1 Authorization of a Closed Meeting to Discuss Appointments to Boards, Committees and Commissions COUNCIL MEMBER LOVEJOY MOVED THAT the Personnel Committee convene in a closed meeting to discuss the following as permitted by Virginia Code Sec. 2.2-3711 Paragraph A (1), for discussion, consideration, or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of the public body, including Constitutional Officers. Seconded by Council Member Wolfe. Roll call: AYES Elston, Lovejoy and Wolfe. MOTION CARRIED. Chairman Elston stated that he, Mr. Lovejoy, Mr. Wolfe, Mr. Pate, and Ms. Hicks would be included in the closed meeting for the purpose of discussing the salaries for Constitutional Officers and the City Attorney. Mr. Pate and Ms. Hicks departed after this portion of the closed meeting. Chairman Elston, Mr. Lovejoy, and Mr. Wolfe would be included in the closed meeting for the purpose of conducting interviews with applicants for the open positions on the City s Boards, Committees and Commissions. 3 1 November 16, 2017
The Personnel Committee went into a closed meeting at 6:20 p.m. Item 4. Certification of a Closed Meeting 4.1 Certification of a Closed Meeting COUNCIL MEMBER LOVEJOY MOVED THAT the Personnel Committee certify in the closed meeting just concluded, nothing was discussed except the matter (1) specifically identified in the motion to convene in a closed meeting and (2) lawfully permitted to be discussed under the provisions of the Virginia Freedom of Information Act cited in that motion. Seconded by Council Member Wolfe. Roll call: AYES Elston, Lovejoy and Wolfe. MOTION CARRIED. The Personnel Committee returned from its closed meeting at 7:32 p.m. Appointment Recommendations to City Council The Personnel Committee agreed on the recommendations for appointments to be brought to the full Council in a Closed Meeting at its next Regular Council Meeting on November 27, 2017. A motion was duly made, seconded and CARRIED UNANIMOUSLY to adjourn the meeting. Chairman Elston declared the meeting adjourned at 7:33 p.m. Ken D. 5.12 Holidays All regular full-time and part-time employees are eligible for holiday benefit for the following holidays: 1st of January - New Year s Day Third Monday in January Martin Luther King Jr. Day Third Monday in February Presidents' Day Last Monday in May Memorial Day 4th of July Independence Day First Monday in September Labor Day Second Monday in October Columbus Day 11th day of November Veterans' Day Fourth Thursday in November Thanksgiving Day Friday after Thanksgiving 25th of December Christmas * One Floating Holiday *Floating holiday shall be designated by the City Manager and announced prior to January 1. When one of the foregoing regular holidays falls on a Saturday, the preceding Friday shall be declared the holiday. When one of the foregoing regular holidays falls on a Sunday, the following Monday shall be declared the holiday. A. Pay for Holidays Not Worked Full-time employees will receive holiday benefit equivalent to their basic hourly rate times their normal hours worked in a day. Normal hours worked in a day is calculated as their FLSA work week schedule (not to exceed ten (10) hours fire, rescue and police officers on 28 day work cycle, eight (8) hours all others) provided that: 1. The employee worked his or her complete scheduled workday before and after the holiday, unless the employee was on an approved paid leave. 2. Employees on a 7-day, 40-hour work week schedule who are working an alternate work schedule (i.e. 4-day, 10-hour work days), the supervisor will have the option of reverting those employees back to a 5-day, 8-hour work week during the week in which the holiday falls or approving annual leave in order for the employee to be paid for a full 40- hour week. 3. Holiday benefit hours will be counted towards the calculation of overtime if the holiday falls on an employee s regularly scheduled work day. Holiday benefit hours will not be counted towards the calculation of overtime if the holiday falls on an employee s regularly scheduled day off. 4. The appointment or separation of an employee shall not be effected on a holiday except when the employee works that day. 7
B. Work Performed on a Holiday Full-time employees will receive a holiday benefit equivalent to their basic hourly rate times their hours worked on the holiday. In addition to the holiday benefit, full-time hourly employees also receive one and one-half times their basic hourly rate for each hour they are required to work on an observed holiday. These hours will not be counted toward the calculation of overtime, because the employee has already been compensated at overtime rates. C. Holiday Pay - Part Time Part-time employees will receive holiday benefit for all holidays observed by the City per the following regular-assigned schedule: 10-19 hours per week 2 hours holiday pay 20-29 hours per week 4 hours holiday pay 30-39 hours per week 6 hours holiday pay 8
