ANDOVER CITY COUNCIL MEETING MINUTES Andover City Hall 1609 E. Central Avenue December 27, 2016 7:00 p.m. 1. Mayor Ben Lawrence called the meeting to order. 2. Roll Call Council Members present were Troy Tabor, Sheri Geisler, Clark Nelson, Kris Estes, and Caroline Hale. Phil White was absent. Staff: Police Captain Justin Phillips, Chief Financial Officer Donna Davis, Fire Chief Chad Russell, Assistant City Administrator Jennifer McCausland, City Attorney J.T. Klaus, Assistant Public Works Director Rick Lanzrath, City Clerk Susan Renner, City Administrator Mark Detter and City Engineer Steve Anderson. A/V: Cindy Barrett 3. Invocation was given by Pastor Dennis Carter of the Andover Police Department Chaplains. 4. Pledge of Allegiance was led by Mayor Lawrence. 5. Public Forum no one addressed the Council 6. Acceptance of Agenda Mayor Lawrence stated on the bench there was a list of appointments associated with agenda item 13) Amphitheater Design Committee and an additional item to the agenda for staff appointments to a KDOT bridge project committee. A motion was made by Council Member Estes, seconded by Council Member Hale to accept the agenda with modifications as discussed. Motion carried 5/0. Page 1 of 7
7. Presentations a. Christy Downing and Vanessa Keith, IMA representatives, provided an overview of the employee health and dental insurance renewal for 2017. The renewal of the proposed insurance will be considered on agenda item 10. b. Jennifer Stanyer, Leadership Butler, gave a presentation on the organizations use of funds received in 2016 from the City s Grant of Public Funds program. 8. Consent Agenda a. Approval of Minutes City Council Meeting: December 13, 2016 b. Receive & file reports Police: October 2016; November 2016 c. Receive & file minutes Site Plan Review: March 1, 2016; June 7, 2016; September 6, 2016 Subdivision: March 8, 2016 Planning Commission: June 21, 2016; July 19, 2016; August 16, 2016; September 20, 2016; October 18, 2016 d. Approval of appropriation ordinance B-23-16 in the amount of $ 4,115,278.57. e. Approval of non-elected personnel items Toni Usher, temporary position change from Park Crew Chief to Park Interim Superintendent, with a pay increase from $16.50 to $17.40 per hour, effective December 13, 2016. f. Approval of an agreement with the Wichita Police Department for animal shelter services effective February 1, 2017. g. Acceptance of two (2) entertainment proposed agreements for the 2017 summer concert. h. Approval of the fulfillment of a 2014 agreement with Hal McCoy for the purchase and planting of trees in the right of way on 159 th Street. i. Acceptance of the 2017 CVB Budget. 9. A Resolution declaring the entire boundary of the City of Andover, Kansas, year-end 2016 Mark Detter explained a boundary resolution is required in any year annexations have occurred. Andover annexed three (3) properties into the city limits in 2016. A motion was made by Council Member Hale, seconded by Council Member Geisler to approve a Resolution declaring the entire boundary of the City of Andover, Kansas. Motion carried 5/0. Resolution number 16-18 was assigned. 10. Blue Cross Blue Shield employee health and dental insurance renewal for 2017 approve the health and dental insurance renewal with Blue Cross Blue Shield of Kansas and authorize the Mayor to sign. Motion carried 5/0. 11. West Interceptor Sewer Project plans and request to solicit bids Steve Anderson explained the project would encompass 3,500 linear feet of pipe running parallel with the current pipe that was constructed in 1974 of 18 inch vitrified clay pipe that is at capacity. The 24 inch PVC pipe would eliminate the need to rehabilitate the existing pipe, largely eliminate infiltration from groundwater and provide excess capacity to allow for decades of growth. Mark Detter added Mr. Anderson did the engineering and ASM of Andover will be responsible for inspections of the project. A motion was made by Council Member Hale, seconded by Council Member Estes to accept the plans for the sewer interceptor project, authorize staff to solicit bids for the project and authorize the City Administrator to sign all notices and contract forms related to the project. Motion carried 5/0. 12. LK Architecture Agreement for amphitheater design services Mayor Lawrence stated the CVB Committee received three (3) Requests for Qualification for review; the committee recommended LK Architecture (formerly Law Kingdon) of Wichita for consideration by the Council. The other RFQ s received were Gould Evans of Lawrence, and Parsons Brinckerhoff of Wichita. A motion was made by Council Member Tabor, seconded by Council Member Estes to approve the contract with LK Architecture for the design of the Amphitheater in Central Park with funds Page 3 of 7
from the 2017 CVB budget in an amount not to exceed $65,250 and authorize the Mayor to sign the contract. Motion carried 5/0. 13. Appointments to an amphitheater design committee Mayor Lawrence stated the intention was to appoint a community involved committee for the project and the list provided on the bench was a start. He asked Council to review the list and noted he was open to suggestions. Motion carried 5/0. 14. Gate for Wastewater plant entrance Rick Lanzrath explained with the move of the tree branch and limb drop off to the Wastewater Plant there has been an increase in traffic. This gate separates the drop off location from the actual plant and will be operated with a remote by staff. Eventually the opening and closing of the gate will also be tied to the city s security system. approve the purchase of the gate from Kansas Fence Company, Wichita, with funds from the 2016 budget in an amount not to exceed $12,403.88 and authorize staff to sign documents related to the purchase of the gate. 15. Andover Fire & Rescue radio purchase Fire Chief Russell explained the electronic devises have a finite life and the department would like to replace outdated radios a few at a time. A motion was made by Council Member Nelson, seconded by Council Member to approve the fire department purchase of two radios from Motorola Solutions of Chicago, with funds from the 2016 budget in an amount not to exceed $10,744.02 and authorize staff to sign such documents related to the purchase of the radios. Motion carried 5/0. 16. Andover Fire & Rescue sale of engine #11 Fire Chief Russell stated only one offer was received for the sale of the fire engine; Butler County Fire Department #4 Cassoday. He added the department is an entirely volunteer group and submitted a bid of $4,000. Mayor Lawrence suggested, with the concurrence of fire department liaison Council Member Nelson, to offer the vehicle to the Cassoday Fire Department for $1.00 (one-dollar). Mayor Lawrence reminded everyone of a similar situation when the City of Wichita basically donated a ladder truck to the City of Andover twenty years or so ago. approve the sale of Fire Engine #11 to Butler County Fire District #4 for $1.00 (one-dollar) and authorize the Mayor to sign all documents related to such transaction. Motion carried 5/0. 17. Office furniture purchase for offices in police department basement Police Captain Phillips provided the information for the furnishing of the recently remodeled police department basement at 909 N. Andover Road. A motion was made by Council Member Hale, seconded by Council Member Estes to authorize the police department to encumber $30,000 from the 2016 budget for the purpose of purchasing furniture from Galaxie Furniture, Winfield, Kansas, Belnick, Canton, Georgia, Mitylite, Orem, Utah, and authorize staff to sign documents related to the purchase. Motion carried 5/0. 18. 2017 City Council meeting calendar Council workshops and meetings are set by ordinance for meetings to be on the second and last Tuesday of each month and the workshop on the Monday preceding the last meeting of Page 5 of 7
the month. Sometimes foreseen changes are necessary and after a discussion the following changes were determined beneficial to council, staff, citizens and vendors: Due to the Memorial Day holiday Monday, May 29, workshop will be moved to Monday, May 22 Tuesday, May 30, regular meeting will be moved to Tuesday, May 23 Due to Halloween and what could be a conflict for citizens and vendors Monday, October 30, workshop will be moved to Monday, October 23 Tuesday, October 31, regular meeting will be moved to Tuesday, October 24 Due to the Christmas holiday Monday, December 25 workshop will be cancelled at this time. If necessary in December one will be scheduled for a date other than December 25. approve the workshop and meeting dates as revised. Motion carried 5/0. Add-on KDOT Bridge Project committee appointments for review and selection of an engineering firm. Mark Detter suggested the City Administrator, Public Works Director and City Engineer serve as the committee. Council Member Geisler requested she be appointed to this selection committee. approve the four (4) appointments to the committee. Motion carried 5/0. 19. Member Items Council Member Troy Tabor Those who celebrate he wished them Merry Christmas. Council Member Sheri Geisler had none. Council Member Clark Nelson had none.
