McPherson, Kansas March 7, 2016 The McPherson Board of City Commissioners met in regular session at 8:30 a.m. on Monday, March 7, 2016, at the Municipal Center, 400 East Kansas Avenue. The meeting was conducted by Mayor Thomas A. Brown. Commissioners Robert D. Moore and Larry E. Wiens were present. Staff Present: Jeff Woodward, Director of Public Works; Mike Terry, Assistant Police Chief; Pam Cherry, Community Development Director; Mark Moffitt, City Treasurer/Finance Director; Bill Athey, Lead Building Inspector; Wayne Burns, Director of Public Lands and Facilities; Jeff Deal, Fire Chief; Jeff Houston, City Attorney; Nick Gregory, City Administrator; Bo Moddelmog, Deputy City Clerk. Upon m/s/c (Moore/Wiens) unanimously, the minutes of the meeting of February 29, 2016, were approved as written and distributed. An ordinance was introduced, read, and entitled AN ORDINANCE MAKING APPROPRIATION FOR THE PAYMENT OF CLAIMS. Upon motion by Commissioner Moore, seconded by Commissioner Wiens the ordinance was read by sections and upon its final adoption roll was called and the following vote was had: Ayes- Three. Nays- None. Upon the announcement of the foregoing vote, the Mayor declared the ordinance adopted, signed the same and it was numbered --------------------------------------------------------10. Mayor Brown opened up the public input session where Juanita Hansen wanted to request that the City Commission look at the traffic on Hulse Street when you come off of Maxwell because you are not able to see cars that are coming from that direction especially if there is a car parked on the north side of the street. She requested it be made no parking on one side of the street to help alleviate the problem. She also wanted to know who was responsible for the road that goes toward Applebees, and thinks that it is an eye sore. Mayor Brown responded by saying that Commissioner Wiens and Jeff Woodward, Director of Public Works, would look into the issue on Hulse. He also stated that the City does not own or maintain the road to Applebees, as it is privately owned. The City has offered to take the road over as long as the property owners bring the street up to City Code. She then asked the City s process is for updating and reconstructing streets. The Mayor explained that there are several different factors that go into deciding which streets to fix, including traffic counts. The public input session was closed and the meeting continued in regular session.

Upon m/s/c (Wiens/Moore) unanimously, the agenda was approved with no deletions or additions. Bill Athey, Lead Building Inspector, presented the building report for the month of February. There were 113 permits issued in the month of February. Total constructions costs for the month of February were just over $5,000,000.00. He presented a list of the current projects going on, and those that will begin soon. Mike Terry, Assistant Police Chief, requested approval to pay Ace Plumbing to replace the water heater at the Animal Shelter in an amount not to exceed $2,000.00. Pam Cherry, Community Development Director, updated the City Commission on what was approved at the last Planning Commission Meeting. The Planning Commission approved the site plan for the Mattress Firm store, and the joint access agreement between Mattress Firm and Aarons. Jeff Woodward, Director of Public Works, requested approval to sign the speed limit on Avenue A from Main Street to Wall Park at 30 mph. They were in great disrepair, and the City is pleased with the final results. Mr. Woodward gave an update on the Avenue A Project. The pavement has been removed, and the cement base should start this week. Nick Gregory, City Administrator, requested approval of the Optimist Club Easter Egg Hunt to be held on March 26, 2016 from 10:30 a.m. to 12:30 p.m. in Lakeside Park.
