CSO#451-06-2016 Ordinance establishing speed limits on Wilshire Blvd as requested by Texas Department of Transportation; immediately off of IH35W for 0.20 miles the speed limit would be 55 MPH - starting north (or east) of the bridge over the RR, at the Tarrant / Johnson County line, the speed limit would change to 45 MPH - the speed limit will stay consistent at 45 MPH until 0.3 miles past (south/west of) Hulen Street - at 0.3 miles southwest of Hulen Street, the speed limit will be 55 MPH to the city limit line at approximately Country Club Drive. CSO#461-06-2016 Ordinance providing for the issuance of City of Burleson, Texas General Obligation Refunding and Improvement Bonds, Series 2016; and ordaining other matters with respect thereto. (Final Reading) (Rhett Clark) Rhett Clark, Director of Finance introduced Boyd London who presented the Bond Series 2016. Motion was made by Matt Aiken and seconded by DanO Strong to approve.

Annexation 3A. Ordinances for Proposed Involuntary Annexation of Approximately 197 acres located along FM 917 from the Joshua City Limits west to approximately the west right of way of Chisholm Trail Parkway (SH 121) - First Reading (Justin Bond) Justin Bond, Director of Development Services presented the proposed annexation areas. Ordinance CSO#438-06-2016 (FM 917, Area 1) Motion was made by Stuart Gillaspie and seconded by Matt Aiken to approve. Ordinance CSO#439-06-2016 (FM 917, Area 2) Ordinance CSO#440-06-2016 (FM 917, Area 3) Motion was made by Matt Aiken and seconded by Dan McClendon to approve. Public Hearing and CSO#456-06-2016 Ordinance for Specific Use Permit for an indoor commercial amusement business on property described as Lots 16 and 17, Block 3, Montclair Addition, addressed as 201 NE Wilshire Blvd., City of Burleson, Johnson County, Texas. The subject property is zoned General Retail (GR), and is located north of the intersection of NW Lorna and NE Wilshire Blvd. (Case 16-047) (First & Final Reading)

Public Hearing and CSO#457-06-2016 Ordinance Zoning Change request incorporating Bailey Lake Park from Agricultural District (A), Single Family Dwelling District 7 (SF7), Planned Development District 293-08-2015 (PD), and Planned Development Zoning District D-070-06 (PD) to Site Plan Zoning District (SP) for the purpose of city parkland improvements. The property contains approximately 61.520 acres situated in the James W. Henderson Survey, Abstract No. 376, City of Burleson, Johnson County, TX, located north of E Hidden Creek Pkwy. (Case 16-051) (First & Final Reading) Justin Bond, Director of Development Services presented case 16-051 Bailey Lake Park. Dalan Walker, Park Planner presented to council the contract for CMR to Dean Construction. Mayor Shetter opened the public hearing. Time:8:29pm Billy Simms, 649 Tena Ct Burleson, TX, question on hours of the park and how close is the parking lot to his property. Could the city extend sidewalk along the side of his property to avoid use of his property as access. May Shetter closed the public hearing. Time:8:36pm Motion was made by Dan McClendon and seconded by Matt Aiken to approve. 6A. CSO#462-06-2016 Contract for Guaranteed Maximum Price for the Construction of Improvements at Bailey Lake Park by Dean Construction. Presented with Item 4B. Motion was made by Matt Aiken and seconded by Rick Green to approve with Alternate 1 for masonry 4C. Public Hearing and CSO#458-06-2016 Ordinance Amendment to CSO#291-08-2015 Specific Use Permit (SUP) for a mini-warehouse facility on 4.099 acres of land located in the H.G. Catlett Survey, Abstract 181, located at the northeast corner of

NW John Jones Dr and NW Summercrest Blvd. increasing total building coverage from 43,785 sf to 76,060 sf (Case 16-050) (First & Final Reading) Justin Bond, Director of Development Services presented case 16-050 and case 16-037 together. Mayor Shetter opened the public hearing. Time:8:47pm DanO Strong is concerned about the noise from the development for the residents of Dolce apartments. Ken Shetter wanted to compare the previous site plan to current proposed. Velton and Susan Ellis, 119 E. Hidden Meadow Ct., Cresson, Texas, are the applicants of the property and answered questions. May Shetter closed the public hearing. Time: 9:00pm Break 9:12pm to9:25pm Motion was made by Matt Aiken and seconded by DanO Strong to approve with 2 foot wide stone columns at a 20 foot spacing with the inclusion of Crepe Myrtle and landscaping as shown on the rendering and the stucco wall to contain one color. 4D. Commercial Site Plan for Empire Storage self storage on 4.099 acres located at the north east corner of NW John Jones Dr and NW Summercrest Blvd. (Case 16-037) Presented with Item 4C. Motion was made by Matt Aiken and seconded by Rick Green to approve with the site plan being consistent with the amended SUP. 4E. Final Plat of Lots 1-3, Block 1, Empire Storage Addition within the City of Burleson. (Case 16-036) Motion was made by Matt Aiken and seconded by DanO Strong to approve. 4F. Commercial Site Plan for BioLife Plasma Center for a 16,692 SF building to be constructed on Lots 19 and 20, Burleson Commons Addition. (Case 16-048) Justin Bond, Director of Development Services, presented case 16-048.

Motion was made by Matt Aiken and seconded by DanO Strong to table until requested return by the applicant. General 5A. Public Hearing and CSO#459-06-2016 Ordinance for a street name change of Stone Road to Village Creek Parkway. (First and Final Reading) (Laura Melton) Laura Melton, Director of Engineering Services, presented the name change of Stone Road to Village Creek Parkway. Mayor Shetter opened the public hearing. Time: 9:38pm None Mayor Shetter closed the public hearing. Time:9:38pm Motion was made by Matt Aiken and seconded by Rick Green to approve. 5B. Public Hearing and Ordinance for street name change of Wilware Street to SW Brushy Mound Way. (First and Final Reading) (Laura Melton) Laura Melton, Director of Engeering, presented the item for changing the name to SW Brushy Mound Way. Mayor Shetter opened the public hearing at 9:41pm Neal Abrahamsom, 323 SW Brushy Mound Rd Burleson, TX, is against the name change. Mayor Shetter recused himself from this item. Mayor Pro Tem McClendon closed the public hearing at 9:44pm Motion died for lack of a motion. 5C. Amendment to Ordinance C-592, modifying the TIF #2's Project and Financing Plan by expanding the boundary to include an additional 73 acres south of the TIF #2 District. (First Reading) (Justin Bond) Justin Bond, Director of Development Services presented to council amendment to Ordinance C-592. Motion was made by Matt Aiken and seconded by Stuart Gillaspie to approve.

5D. CSO#460-06-2016 Ordinance providing for the issuance of City of Burleson, Texas Combination Tax and Revenue Certificates of Obligation, Series 2016, and ordaining other matters relating to the subject. (Final Reading) (Rhett Clark) Moved up in the agenda 5E. CSO#461-06-2016 Ordinance providing for the issuance of City of Burleson, Texas General Obligation Refunding and Improvement Bonds, Series 2016; and ordaining other matters with respect thereto. (Final Reading) (Rhett Clark) Moved up in the agenda Award of Contracts/Purchasing 6A. CSO#462-06-2016 Guaranteed Maximum Price for the Construction of Improvements at Bailey Lake Park by Dean Construction. Moved up in the agenda to be considered with Item 4B Reports & Discussion Items 7A. City Council Committees. This is a standing item on the agenda of every regular meeting of the Council so that the Staff and Council Committee Members may make a report to the full body of the City Council. (The City Council has established committees of the Council that meet from time-to-time to consider recommendations to forward to the full body of the City Council regarding business of the City. The committees are as follows: Appointments & Council Policies Committee; Community & Intergovernmental Relations Committee; Community Services Committee; Finance & Internal Services Committee; Infrastructure & Development Committee; Public Safety & Court Committee.
