Monday, March 25, 8:ooam, HR 50 Business and Labor Committee The House Committee on Business and Labor and the Senate Committee on Workforce will meet jointly in HR 50. Public testimony on HB 3031 will be taken from 6:00 to 8:00 pm. Informational Meeting invited testimony only Paid Family and Medical Leave 6:00pm, HR F The House Committee on Business and Labor and the Senate Committee on Workforce will meet jointly in HR F. Each person who wishes to testify should plan to arrive early to sign up and be prepared to limit testimony length in order to accommodate all those wishing to speak. HB 3031 Creates family and medical leave insurance program to provide employee who is eligible for coverage with portion of wages while employee is on family and medical leave or military family leave. Please Note: We will only be hearing those who signed up but were not given the opportunity to testify on HB 2804 during the 3-20-2019 meeting. HB 3003 Permits Director of Department of Consumer and Business Services to release surety bond or other security on deposit with director if self-insured employer or self-insured employer group obtains paid-up insurance policy satisfactory to director. HB 3193 Requires that, for employers that are contractors licensed by Construction Contractors Board, order of determination must include statement that failure to pay amounts determined to be owed to wage claimant shall result in Commissioner of Bureau of Labor and Industries notifying board of such failure and board's suspension of contractor's license. Tuesday March 26, 8:00am, HR E Natural Resources Committee HB 2659 Repeals special assessments and property tax exemptions for forestlands covered by timber plantations and nonforested land. HB 3044 Requires business or individual carrying out application of soil treatment or pesticide by aircraft to record information regarding application conditions. HB 3084 Prohibits tax on use of suitable material other than virgin material for daily cover at disposal site Work Session HB 2361 CARRIED OVER FROM THE 3-21-2019 MEETING: Requires State Fish and Wildlife Commission to establish and prescribe fees for multiyear resident and nonresident hunting licenses. HB 2829 Establishes Oregon Conservation and Recreation Fund. HB 2834 Requires State Department of Fish and Wildlife, in consultation with Department of Transportation, to develop Wildlife Corridor and Safe Road Crossing Action Plan for use by state agencies. HB 2841 Allows State Department of Fish and Wildlife to refuse disclosure of information relevant to department ability to manage or protect described fish or wildlife species or individual members or populations of species. Work Session HB 2351 Authorizes State Marine Board to adopt special regulations to protect shoreline in Willamette River Greenway. HB 2352 Creates towed watersports program within State Marine Board. HB 2746 Requires State Department of Fish and Wildlife to biennially report to Legislative Assembly regarding estimated change in wolf population. Monday March 25, 1:00pm, HR D Economic Development HB 2808 Requires Oregon Business Development Department to establish competitive clean technology sector development grant program. HB 2900 Extends sunset of exemption from property taxation for qualified machinery and equipment that is used in food processing. HB 3061 Allows political subdivision to convey real property to nonprofit, municipal or private corporation for purpose of providing broadband service. HB 3169 Provides that banking institutions and credit unions may organize as limited charter cannabis financial institutions. HB 3251 Authorizes Oregon Business Development Department to make loans and award matching grants to membership organizations and business accelerators in outdoor recreation industry. Work Session HB 2053 Modifies provisions related to employment and employee compensation for Oregon Business Retention and Expansion Program, enterprise zones, long term incentives for rural enterprise zones and business development income tax exemption. HB 2054 CARRIED OVER FROM THE 3/20/2019 AGENDA: Makes program changes to Oregon Innovation Council statutes. HB 2613 CARRIED OVER FROM THE 3/20/2019 AGENDA: Requires Oregon Business Development Department to prepare and report master plan for county

HB 2672 CARRIED OVER FROM THE 3/20/2019 AGENDA: Authorizes Department of Revenue to reimburse State Department of Agriculture, State Department of Energy and Water Resources Department for expenses incurred in administration and enforcement of activities related to cannabis. Wednesday March 27, 1:00pm HR D HB 2366 Allocates $1,600,000 of lottery revenue to Oregon Business Development Department to be used to issue grants or loans in support of redevelopment of Port of Port Orford Cannery. HB 2383 Appropriates moneys for distribution to Curry County assessor for pilot program to increase employment in assessor's office in order to achieve assessment rotation of seven years for taxable property. HB 2384 Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Curry County for purpose of installing fiber optic telecommunication line to Cape Blanco Airport. HB 2810 Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Historic Portland Public Market Foundation for predevelopment expenses for James Beard Public Market.. HB 3096 Authorizes exception allowing certain cities to impose tax or fee, in excess of standard limitation, on production, processing or sale of marijuana items HB 3200 Requires applicant for marijuana production license that does not own premises at which marijuana will be produced to submit signed informed consent of owner of premises to Oregon Liquor Control Commission. Wallowa & Union County Legislative Update Schedule Set for 2019 Session Senator Bill Hansell (District 29) and Representative Greg Barreto (District 58) have partnered with the Wallowa Co. Chamber of Commerce, Union Co. Farm Bureau and OSU Extension Service to provide local constituents with updates during the 2019 legislative session via live video-conference connection to the Oregon State Capitol. The video conference series provides a timely opportunity to interact with our elected officials regarding proposed legislation of interest to you. BMCC Legislative Video Conferences The first and third Wednesday of each month from February through June, Sen. Bill Hansell (R-Athena) and Rep. Greg Barreto (R-Cove) will appear via video from Salem, where they're in the middle of a Legislative session. The meetings will be open to all, and participants can ask questions or air concerns, and discuss proposed bills with the legislators. The series of video conferences are held in the Boardroom in Pioneer Hall from 7-7:45am and are hosted by BMCC and the Pendleton Chamber of Commerce.
