April 14, 2014 The Board of Ellis County Commission met in regular session at 5:00 p.m. on Monday, April 14, 2014, at the Courthouse, Commission Chambers, 1204 Fort Street, Hays, Kansas. Chair Barbara K. Wasinger opened the meeting at 5:00 p.m. The meeting opened with everyone standing and saying the Pledge of Allegiance. Chair Wasinger stated that a quorum was present with Commission Chair Barbara K. Wasinger, Commissioner Dean F. Haselhorst, and Commissioner Swede. Also present were County Administrator Greg Sund, County Counselor Bill Jeter, and County Clerk Donna J. Maskus. ORDER OF BUSINESS APPROVAL OF AGENDA Chair Wasinger asked for any additions or changes to the agenda. No changes were noted to the agenda. MINUTES Chair Wasinger asked for any additions or corrections to the regular April 7, 2014 Meeting. No changes were noted. Chair Wasinger stated that the regular Commission Meeting minutes of April 7, 2014, stand approved as presented. City of Ellis Mayor Lyle Johnston thanked the Commissioners for their help with last year s street project in the City of Ellis with 34 blocks chip sealed. Johnston asked the County to help chip-seal 57 blocks this year. In response to a question, Public Works Director Mike Graf said the project should take no more than 3 ½ days. Ellis City will notify residents, clear the streets, furnish materials, and would sweep the streets. To approve helping the City of Ellis chip seal 57 street blocks by supplying the labor and equipment. Mayor Johnston asked when upgrades would start for the West Highway 40 Project. Graf stated preliminary plans have been received and he hopes to have a cost estimate soon. To award the bid for one new ambulance to Horton Ambulance of Lenexa, Kansas, in the amount of $171,723; excluding the secondary air conditioner alternate to be paid from the Equipment Replacement Reserve Fund. The Commissioners and EMS Director McCue discussed taking a remount bid which they would totally go through the vehicle. Bids were provided to remount one of the County s existing ambulance boxes, and mount it on a 2014 GMC/Chevy G4500 truck. Administrative Center 718 Main Project County Administrator Sund stated County staff noted a few minor concerns in the plans for the 718 Main Building Remodeling Project bid such as the location of the fire extinguishers. He said minor changes can be made through field adjustments with the contractor. They look forward to see how the bids address the stairway structure in regards to safety, and to cut down on the noise element. They hope to maintain the natural lighting from the skylight area. Wage and Benefit Study
Union Negotiations have stopped until a decision is made about whether to contract a wage and benefit study. If the Commissioners decide to not go forward with a wage and benefit study, then Union Negotiations will continue. It was decided to get bid proposals for a wage and benefit study then decided if they wish to go forward with the study. ISSUE INTRODUCTION/REPORT AGENDA County Administrator Business Meals & Refreshments Policy The Business Meals and Refreshments Draft Policy will be changed from 20% to 15% maximum tipping. Any tip over the 15% will be the employee s responsibility. Meals/Mileage Reimbursement Policy They also decided to change the Meals/Mileage Reimbursement Policy tipping allowance from 20% to 15% maximum. Purchasing Policy and Procedures County Administrator Sund asked Commissioners to review the Purchasing Policy and it will be included on the April 21 Agenda for consideration. Wedge Tech/Pioneer Wireline Tax Rebate Treasurer Ann Pfeifer developed an estimated breakdown of the Court Order for Wedge Tech/Pioneer Wireline Tax Rebate on personal property at a total of $656,325.04. The breakdown shows the estimated County s loss from the rebate at $252,135.67, and Ellis County Rural Fire District Number One loss is $13,991.62. Employee Service Recognition Event Plaques and a $25 check will be presented to each of the employees recognized for their years of service on May 15, 2014 at 3:30 p.m. in the Commission Chambers, Courthouse, Hays, Kansas. COUNTY COMMISSION Commissioner Reports stated that he does want to see all business under the Consent Agenda action at the Commission Meeting.
