Anderson Director of Natural Resources RECOMMENDATION: Recommend approval of a Resolution awarding Contracts for the Tree and Shrub Purchase 2017 - Multiple Preserves to Majestic Oaks Nursery, Spring Grove, Illinois, in the Contract Price of $37,352.88; and Possibility Place Nursery, Monee, Illinois, in the Contract Price of $26,501.00. STRATEGIC DIRECTION SUPPORTED: Conservation FINANCIAL DATA: District-wide Reforestation was approved as part of the adopted FY 2016/2017 Capital Improvement Plan in the amount of $100,000.00. The vendors with bids under $25,000.00 that do not require Committee and Board approval total $2,667.00, and combined with these proposed contracts total $66,520.88, which will be charged to the Tree Replacement Fund (29614100-803200-60008) in the amount of $64,550.00 and the Development Levy Fund (20104100-803200-60008) in the amount of $1,970.88. This portion of the program was estimated at $65,000.00. BACKGROUND: The District implements the Reforestation Program in order to restore natural forest, woodland and savanna communities to historically altered or degraded lands, reduce habitat fragmentation, restore woodland connectivity, enhance wildlife habitat, and improve the aesthetic quality of the preserves. In the fall of 2017 at Marl Flat, Gander Mountain, Rollins Savanna, and Lakewood Forest Preserves 3,723 native trees and shrubs will be installed on approximately 155 acres. The project was advertised on December 1, 2016 and three bids were received. A summary of the bids received is listed below: TOTAL BID Majestic Oaks Nursery, Spring Grove, Illinois $ 37,352.88 Possibility Place Nursery, Monee, Illinois $ 26,501.00 SUCCESSFUL BIDDERS UNDER $25,000.00 St. Aubin Nursery, Kirkland, Illinois $ 2,667.00 Materials were bid on a unit price per species. Staff has awarded a contract to St. Aubin Nursery, whose total bid is less than $25,000.00. Staff recommends that Majestic Oaks Nursery and Possibility Place Nursery each be awarded a contract as the lowest responsible bidder for the species for which it was the low bidder. Each submitted total low bids greater than $25,000.00, thus requiring Committee recommendation and Board approval of the contracts for those bids. LAKE COUNTY FOREST PRESERVE DISTRICT LAKE COUNTY, ILLINOIS A RESOLUTION AWARDING CONTRACTS FOR THE TREE AND SHRUB PURCHASE 2017 - MULTIPLE PRESERVES WHEREAS, the Lake County Forest Preserve District (the District ) has advertised in The News Sun for sealed bids to purchase native trees and shrubs for 2017 Reforestation Projects at multiple preserves (the Products ); and WHEREAS, all sealed bids were received and opened by the District at its General Offices, 1899 West Winchester Road, Libertyville, Illinois on December 16, 2016 at 10:00 a.m.; and WHEREAS, the District s staff, the Purchasing Manager, the Director of Natural Resources, and the Operations Committee have reviewed the bids identified on Exhibit A and recommend that the Board of Commissioners find (i) Majestic Oaks Nursery to be the lowest responsible bidder with respect to the highlighted bids on Exhibit A printed in red text in the column highlighted in blue (the Majestic Oaks Bids ) and (ii) Possibility Place Nursery to be the lowest responsible bidder with respect to the bids on Exhibit A printed in red text in the column highlighted in orange (the Possibility Place Nursery Bids ) and award contracts for the Products to Majestic Oaks Nursery and Possibility Place Nursery consistent therewith; and WHEREAS, the Board of Commissioners hereby finds that Majestic Oaks Nursery and Possibility Place Nursery are the lowest responsible bidders for the Products, as set forth in the previous clause; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Lake County Forest Preserve District, Lake County, Illinois, THAT: Section 1: Recitals. The recitals set forth above are incorporated as part of this Resolution by this reference. Section 2: Award of Contract. The Majestic Oaks Bids in the total amount of $37,352.88 (the Majestic Oaks Contract Price ) are hereby accepted and a contract for the Products in the amount of the Majestic Oaks Contract Price is hereby awarded to Majestic Oaks Nursery (the Majestic Oaks Contract ). The Possibility Place Bids in the total amount of $26,501.00 (the Possibility Place Contract Price ) are hereby accepted and a contract for the Products in the amount of the Possibility Place Contract Price is hereby awarded to Possibility Place Nursery (the Possibility Place Contract ) (collectively, the Majestic Oaks Contract and the Possibility Place Contract are the Contracts ). Section 3: Execution of Contracts. The Executive Director of the District is hereby authorized and directed to execute the Contracts in the amounts of the Majestic Oaks Contract Price and the Possibility Place Contract Price.

Section 4: Payments. The District Treasurer shall make payments under the Contracts only pursuant to and in accordance with the Contracts' terms. Section 5: Effective Date.
