a. Region V Committee Appointments i. The Region will be briefed on committee affairs and shall appoint members to said committees. This shall be a standing item throughout the school year. b. Senator Elections i. The Region will take action on nominating a new senator to fill the vacancy. Fresno moved to open nomination, Lemoore second no objections Fresno Nominated Philip Dailey. He accepted nomination. Lemoore Nominated Jeronimo Araujo. He accepted nomination. Fresno moved to close nomination Modesto second motion. No objections. Chair described nomination procedure. Philip Dailey, introduction on speech. Jeronimo Araujo, opening speech. Modesto asked question. Philip Dailey answered first. Jeronimo answered second. Justice reminded everyone has 1 minute to answer questions. Granted Jeronimo 20 second. Jeronimo answered question. Senator Sirok-asked question. Jeronimo answered question. Philip answered question. Philip answered question. Jeronimo answered question. Comments from the public: Senator said it takes character to express being against the SRF fee. President: both candidates are great, Jeronimo passion, Philip enthusiasm. Sirok-congratulate candidates, drop school representation, keep region representation. Reedley College, Philip would be a great candidate. Fresno, vote for most efficient candidate. Reedley motioned for recess, Fresno second. Vote is Casted- First vote: MJC abstain, Porterville: Jeronimo, Bakersfield: Jeronimo, COS: Philip Dailey, Fresno City: Philip Dailey, WHCL: Jeronimo, Columbia: Philip Daily, Reedley: Philip Daily. Philip Dailey is Senator. c. The Region will review current member contact information and make the necessary changes and updates. VIII. Discussion Items (Possible Action) a. Victor Chavarin Removal (T Childress) i. Region V will discuss and possibly take action on the removal of Senator Victor Chavarin. Senator Childress describes duties. Region V is against $2 SRF Fee. Last meeting at SSCCC senator of ours Chavarin put his name on campus visits to represent the SRF fee. Going against his region. Purpose of the senator is to represent the region. Fresno moved to remove Victor Chavarin, Columbia second. Objected. Open

discussion. Chavarin defended himself, Sirok-explained Chavarin is split. SRF-asked to give information, training, not support. Fresno delegate fights for what Fresno City wants. Same goes for Region Senators, they fight for what the region wants. Inform, the region what is going on first. Senator Kaleem Region 4 mentioned the dedication Chavarin has done for SSCCC. Justice- Role of region, shall provide guidance and support for the region. Conflict of interest, this is a region 5 region Violation of Region 5 constitution. Bakersfield, that was last year, doesn t stand this year. How do we know those schools aren t for it now. Victor explained to him, also open to donation. Huge advocate to put a student on the chancellor search committee. Victor, if region said don t vote on this, he will not vote on this. Region 10, region against bathrooms, if he goes to Sacramento and advocates, what does it mean. Silencing the council if you re not doing what they said. Mando, Errin, Travis, Costa, Chavarin spoke. Yes: Fresno City, MJC, Columbia, No: Reedley, COS, Bakersfield, WHCL, Porterville Motion Failed. b. Spring 2016 General Assembly Update (V. Chavarin) (30min) i. The Region shall hear an update on the Spring 16 General Assembly- April 29, 30, May 1st, Ontario College. Schedule was shown. Resolution Schedule was shown. Chair wants to open resolution submissions now. Meeting this Sunday. c. SSCCC Constitutional Convention (15 Minutes) (V. Chavarin) i. The Region will hear an update on the Constitution Convention that will be held at the Spring 2016 General Assembly. Constitutional Model. March 11 by 11:59pm. Anyone can submit the constitution, the person submitting must include their name. d. Region V GA Resolution & Constitution Ad-Hoc Committee (E. Bass) (20min) i. The region will Discuss and possible form a committee to approve resolutions and constitution templates for the Spring GA. Lemoore moved to create the committee. Modesto second. No objections. Motion approved. Errin Bass as Chair of the committee. e. Shared Governance Handbook (V. Chavarin) (15min) i. The Region shall recieve a presentation on the Shared Governance Handbook created by the SSCCC. Senator Chavarin provided information. f. Board of Governors (V. Chavarin) (30min) i. The Region shall receive a presentation on the Shared Governance Handbook created by the SSCCC. g. Committee Meetings Dates (Chair Ruiz)

i. The region will discuss and possibly take action to place meeting dates for all Region V committees. Sunday afternoon would be a good time. Treasurer-anywhere between 12-2. Committees and Chairs. Public Relations, BAC, Gov t Relations, Rules, IX. Discussion Items a. Region V Outreach (Chair) i. The Region will discuss ways and methods to increase active membership of colleges in the region. b. Legislative Update (30min.) i. The Region will be briefed on updates regarding the California Legislature and legislation concerning education. Senator Childress Provided a PP presentation. Governor s proposal is not final. California Accrediting Agency Appeal. Prop 30: California Children s Education and Health Care Protection Act of 2016. Modesto moved to extend time. Fresno second. No objections. Senator Sirok- Spoke on helping the homeless. Dahlia Salemcongratulated the new senator. c. Next Region V Meeting(s) Region V Chair (10min) i. The Region will discuss region v meeting dates and locations, discussion will be led by the Region V Chair. Feb 26 Reedly, March 25 Clovis, April 22 nd 5:00pm Bakersfield College, April 31 st G.A., May 27 Columbia 5:00pm, June 24 Lemoore. X. Communications from floor (30min.) a. Delegates Modesto-doing a Pow Wow Columbia-hosting cram night in March. ASO buying a new poster printer, food bank, students can get food when they need as well as community members. Porterville-recruited a lot of members. Last meeting had 30 members, unheard of. Working on student success. Bakersfield-Pizza and politics, bringing local legislators. April bringing a speaker Fresno-Ram Pantry give out groceries, funded by student government, ASG league bring more promotion within our regions for colleges closer within their areas. Ram Doggie-free baggie of food for all students with I.D. Lemoore-Two main things, our student center looks awesome. Student Activity Fee voting will be the end of February. Club Rush. Elections in April. COS-Club Rush Feb 11. Last meeting, appointed to student trustee, new ambassador. Reedley-working on getting themselves established, little office space, cut down space. Trying to find a portable for more space. Food bank started. Up and running again. Clubs on campus do events. Black History month, celebrating something almost every day. Speaker being the main one. He sits at

XI. XII. the city council in Fresno. Black Student Union Club on Campus. Latino Caucus has requested a representative at the Region. b. Executives Justice-Thanks for getting me elected. Enjoying it so far. Look forward to committee meetings. Treasurer-Budget advisory committee meeting on the 21 st next month. Have a couple of ideas but not concrete enough. Wants to bring foundation and have stuff ready and prepared for us. Recommend past treasurer to be in it. Communications-Glad to get started with committee meetings, looking forward to the engagement. Send out agenda time and information. Secretary-N/A Chavarin-Council meeting next Sunday. Doing college visits starting 3 weeks from now. Popping in to say hi. Excited for the student center and having a meeting room. Philip- Appreciate it if some stay to get contact information. Has a lot to work to do over the weekend. Bombard him with information. Childress-SSCCC meeting coming up. EA committee trying to wrap up legislative visits.
